The National Qualifications Authority
The National Qualifications Authority (NQA) was set up
in 2011 through the re-organisation of UECNCFPA
and of the National Qualifications and Adult Training
Council (CNCFPA), according to the National
Education Law no. 1/ 2011.
According to the Government Decision no.556/ 2011,
NQA is a public legal entity, a specialized body under
the coordination of the Ministry of National
Education.

NQA shall fulfill the following missions according to National Education
Law no.1/2011 and Govermental Decision no.556/2011

European
Qualifications Framework
NQA has the task to make the referencing of the
NQF to EQF and also the comparability of the
national system of qualifications with the other
similar systems existing in other countries.

REFERENCING TO EQF
The Referencing is a process that results in the
establishment of a relationship between the 8 levels of the
European meta-framework (EQF) and the national
qualifications framework (NQF) or system.
This process represents one of the European Parliament and
European Council’s recommendations (23.04.2008) which
should has been finalized until 2010. In Romania this
process is still a target that have to be done until the middle
of 2013.

REFERENCING TO EQF
This process will lead to respect the recommendation that
all new qualification certificates, diplomas and ‘Europass’
documents issued by the competent authorities contain a
clear reference, by way of national qualifications systems,
to the appropriate European Qualifications Framework
level
The Referencing of NQF to EQF must be presented in a
referencing report following the 10 criteria and
procedures adopted by the EQF Advisory Group in
March 2009.

Countries that finalized the referencing process
The first countries that succeeded to finalize the referencing process
and to represent a model of good practice for the elaboration of the 10
criteria and procedures of the referencing are:
France,
Ireland,
Malta
United Kingdom that encompasses the referencing of three
qualifications frameworks: England and Northern Ireland, Scotland
and Wales.

The GD project’s aims
 The assurance of the coherence of the qualifications and of the certified
titles.
 The evaluation, the link and the recognition of all learning outcomes.
 The correlation of the qualifications with the diplomas titles, certificates
and other study documents issued by the authorised
institutions/organisations;
 The assurance of the NQF compatibility with the EQF, by the
transparent correlation of the own levels of qualifications with the
European ones, in accordance with the legislation and the national
practices in force.
 The construction of the National Qualifications Register where will be
introduced all qualifications obtained through the national qualifications
system in correlation with the EQF recommendations.
 The establishment of the NQF as a support for the employability and the
social and professional integration.

The NQFHE and the NQRHE
The Romanian NQFHE is linked to the NQRHE which
represents a tool and a mirror of the higher education
qualifications.

NQA is managing the function of NQRHE
NQR will encompass information about the
competent body for the description and the
certification of the qualifications, the title of
qualification, the level of qualification within
NQF, the units of learning outcomes, the
referenced level within EQF, the availability in
time of the qualification, numbers of credits the
access to the qualification and the cod of the
occupation/occupations that can be practiced.

NQF
NQF is an instrument for the classification and the
description of the qualifications in accordance with a
set of criteria which are corresponding to some
specific levels of education and professional training.
The NQF’s aim is to integrate and to coordinate the
national sub-systems of qualifications, improving the
transparency, to support the access to the life long
learning, the assurance of the progress and the quality
of the qualifications in accordance with the labour
market and the civil society.

Conclusions
Romania intends to present the Referencing
report in 2013, thanks to the EQF-NCP 3
project.
The building of the NQF is a long term
process which is claiming for time to
understand and to use the key-concepts, for
the promotion of the educational and the
institutional shifts.

The National Qualifications Authority The National Qualifications Authority (NQA) was set up in 2011 through the re-organisation of UECNCFPA and of the National Qualifications and Adult Training Council (CNCFPA), according to the National Education Law no. 1/ 2011. According to the Government Decision no.556/ 2011, NQA is a public legal entity, a specialized body under the coordination of the Ministry of National Education. 5
  • 6. NQA shall fulfill the following missions according to National Education Law no.1/2011 and Govermental Decision no.556/2011 6
  • 8. NCP EQF - National Coordination Point for the European Qualifications Framework NQA has the task to make the referencing of the NQF to EQF and also the comparability of the national system of qualifications with the other similar systems existing in other countries. 8

REFERENCING TO EQF The Referencing is a process that results in the establishment of a relationship between the 8 levels of the European meta-framework (EQF) and the national qualifications framework (NQF) or system. This process represents one of the European Parliament and European Council’s recommendations (23.04.2008) which should has been finalized until 2010. In Romania this process is still a target that have to be done until the middle of 2013. 9

REFERENCING TO EQF This process will lead to respect the recommendation that all new qualification certificates, diplomas and ‘Europass’ documents issued by the competent authorities contain a clear reference, by way of national qualifications systems, to the appropriate European Qualifications Framework level The Referencing of NQF to EQF must be presented in a referencing report following the 10 criteria and procedures adopted by the EQF Advisory Group in March 2009. 10

Countries that finalized the referencing process The first countries that succeeded to finalize the referencing process and to represent a model of good practice for the elaboration of the 10 criteria and procedures of the referencing are: France, Ireland, Malta United Kingdom that encompasses the referencing of three qualifications frameworks: England and Northern Ireland, Scotland and Wales. 12

The GD project’s aims  The assurance of the coherence of the qualifications and of the certified titles.  The evaluation, the link and the recognition of all learning outcomes.  The correlation of the qualifications with the diplomas titles, certificates and other study documents issued by the authorised institutions/organisations;  The assurance of the NQF compatibility with the EQF, by the transparent correlation of the own levels of qualifications with the European ones, in accordance with the legislation and the national practices in force.  The construction of the National Qualifications Register where will be introduced all qualifications obtained through the national qualifications system in correlation with the EQF recommendations.  The establishment of the NQF as a support for the employability and the social and professional integration. 14

The referencing report The referencing report of the Romanian NQF to the EQF will not have as a good practice examples only the reports already elaborated by the European countries, but also the results obtained at the national level, more precisely the Self-certification report of the NQFHE, November 2011. 15

  • 17. The NQFHE and the NQRHE The Romanian NQFHE is linked to the NQRHE which represents a tool and a mirror of the higher education qualifications. 17

NQRHE - NQF NQA is managing the function of NQRHE NQR will encompass information about the competent body for the description and the certification of the qualifications, the title of qualification, the level of qualification within NQF, the units of learning outcomes, the referenced level within EQF, the availability in time of the qualification, numbers of credits the access to the qualification and the cod of the occupation/occupations that can be practiced. 19

NQF NQF is an instrument for the classification and the description of the qualifications in accordance with a set of criteria which are corresponding to some specific levels of education and professional training. The NQF’s aim is to integrate and to coordinate the national sub-systems of qualifications, improving the transparency, to support the access to the life long learning, the assurance of the progress and the quality of the qualifications in accordance with the labour market and the civil society. 20

Conclusions Romania intends to present the Referencing report in 2013, thanks to the EQF-NCP 3 project. The building of the NQF is a long term process which is claiming for time to understand and to use the key-concepts, for the promotion of the educational and the institutional shifts. 21
