REGULATIONS
ON ASSIGNING AND TERMINATION OF THE
PROJECT PARTICIPANT STATUS
FOR THE CREATION AND MAINTENANCE OF OPERATIONS OF THE
SKOLKOVO INNOVATION CENTER

Regulations on assigning and termination of the Project Participant Status for the creation and
maintenance of operations of the Skolkovo Innovation Center
I. General Provisions
1. The present Regulations define the procedure for awarding and termination of the status of project
participant for the creation and maintenance of operations of the Skolkovo Innovation Center
(hereinafter referred to as Project Participant) and is developed in accordance with the Federal Law
No. 244 dated September 28, 2010, "On the Skolkovo Innovation Center" (hereinafter referred to as
the Law), the charter documentation of the non-profit organization Fund for Development of the
Center for Elaboration and Commercialization of New Technologies (hereinafter referred to as the
Skolkovo Fund).
2. Project Participant Status is assigned to a legal entity having filed an application in accordance
with Paragraph 3 of the present Regulations (hereinafter referred to as the Applicant) upon
observance of the following conditions:
A) Applicant is a legal entity established in accordance with the legislation of the Russian
Federation;
B) The Applicant's charter documentation allows the Applicant to perform exclusively research and
development activities and commercialization of their results in the directions specified in Part 8 of
Article 10 of the Law (hereinafter referred to as Business Directions), as well as other types of
activity necessary for carrying out research, development and commercialization of results
(hereinafter referred to as Research Activity);
C) The Applicant assumes obligations to perform research activity in accordance with Acts and
Regulations approved by the Skolkovo Fund (hereinafter referred to as Project Regulations) as well
as to locate his permanent executive body (other agencies or entities having the right to act on behalf
of the Applicant without power of attorney) within the territory of the Skolkovo Innovation Center
no later than January 1, 2014;
D) The Applicant is planning to implement the project conforming to criteria stipulated in
subparagraph F of the present paragraph (hereinafter referred to as the Innovation Project);
E) The project presented by the Applicant implies the involvement of a specialist performing
scientific or scholarly activities in a Russian and (or) foreign educational and (or) scientific
institution whose participation is confirmed by his/her written declaration;
F) Project presented by the Applicant:
* corresponds to the Business Directions;
** implies development and (or) commercialization of products and (or) technologies that are
unique and (or) possess competitive advantages over world analogues;
*** implies involvement into the project of a foreign specialist who possesses significant status in
the investment and (or) research environments. The participation of the abovementioned person and
(or) his/her intention to participate in the project shall be confirmed by his/her written declaration.
II. Filing of application seeking Participant Status

3. Filing of application seeking Project Participant status (hereinafter referred to as the Application)
is performed by means of filling out by the Applicant of an electronic questionnaire seeking Project
Participant status (hereinafter referred to as the Questionnaire) posted on the Skolkovo Fund website
(www.i-gorod.com). The form of the Questionnaire is approved by the order of the President of
Skolkovo Fund.
In the Application the Applicant provides information about the project. The Skolkovo Fund
undertakes not to disclose the information about the project presented by the Applicant, for which
purpose the Fund, (with the consent of the Applicant) and the Applicant conclude a Non-Disclosure
Agreement concerning information about the project presented by the Applicant in accordance with
the form, approved by the order of the President of Skolkovo Fund, which is posted on the Skolkovo
Fund website (www.i-gorod.com).
4. When filing the Application, the Applicant must submit the following documents (text files or
scanned copies in PDF format):
1) The Applicant's letter of intent to become a Project Participant signed by the head of the
Applicant's permanent executive body or by another party having the right to act on behalf of this
legal entity or by the Applicant's representative holding a power of attorney, affixed with the seal of
the Applicant.
2) document confirming the fact of registration of the Applicant in the Unified State Register of
Legal Entities;
3) written declaration of the specialist mentioned in subparagraph E of paragraph 2 of the present
Regulations confirming his/her participation (or intention to participate) in the realization of project
presented by the Applicant as well as documents confirming the working relations between the
abovementioned specialist and an educational and (or) scientific institution;
4) the Applicant's charter documentation (the statute and (or) other documents defined by the
legislation of the Russian Federation for the applicant's legal organizational form);
5) other documents, the list of which is approved by the Order of the President of Skolkovo Fund.
5. If the Applicant's project has passed through preliminary examination in accordance with the
Regulations on Project Preliminary Examination, approved by the Order of the President of
Skolkovo Fund, and if it has been found conforming to criteria stipulated in subparagraph F of
paragraph 2 of the present Regulations (hereinafter referred to as the Criteria), the Applicant has the
right to attach to the Application a copy of the decision of the Experts Board on this project taken
not earlier than 6 months before the date of filing of the Application.
6. The Application seeking Project Participant status is subject to registration on the day of its
receipt.
III. Format Evaluation of the Application
7. The Skolkovo Fund carries out a format evaluation of Application within 5 working days.

Format evaluation of the Application includes:
A) Verification of completeness and correctness of execution of the Application and of the
completeness of documentation attached to it.
If Applicant submits an incomplete set of documents or documents, the execution of which does not
correspond to the requirements stipulated in the present Regulations, the Skolkovo Fund shall send
the Applicant a notification accompanied by the list of the missing documents and (or) documents,
the execution of which does not correspond to the specified requirements.
If the relevant documents are not submitted by the Applicant to the Skolkovo Fund within 30 days
after the date of sending to the Applicant of the abovementioned notification by the Skolkovo Fund,
the Application shall not be considered;
B) Verify the Applicant’s conformity with the requirements stipulated in subparagraphs A, B, E of
paragraph 2 of the present Regulations.
If the Application does not satisfy the requirements stipulated in subparagraphs A, B, E of paragraph
2 of the present Regulations, the Skolkovo Fund shall send the Applicant a notification with
description of detected nonconformities to the specified requirements. If the Application is not
brought in line with the specified requirements by the Applicant within 30 days after the date of
sending to the Applicant by the Skolkovo Fund of the abovementioned notification, the application
shall not be considered;
C) Ascertaining that the project presented in the Application is identical to the project the Applicant
passed through the preliminary examination and which was declared satisfying the Criteria
(paragraph 5 of the present Regulations).
8. The Applicant has the right to file several Applications. If the Applicant has filed an Application
which is identical to the one filed earlier, then the Application filed later shall not be considered, and
the Skolkovo Fund shall inform the Applicant about this within 10 working days from the date of
receipt of the abovementioned Application.
9. If the Application conforms to the requirements stipulated in paragraph 7 of the present
Regulations, the Skolkovo Fund shall make a decision to forward the Application to the Experts
Board for carrying out of a substantive examination, and shall the Applicant about this within 5
working days from the date of making the abovementioned decision.
The Application’s substantive examination is not carried out if the Applicant has attached to the
Application, in accordance with the procedure stipulated in paragraph 5 of the present Regulations, a
copy of a positive decision of the Experts Board on the conformity of the project presented in the
Application to the Criteria, and made not earlier than 6 months before the date of filing of the
Application.
In this case, the Skolkovo Fund shall send the Applicant a notification about the necessity to submit
to the Skolkovo Fund the documents, stipulated in paragraph 15 of the present Regulations.
IV. Substantive examination of the Application
10. For carrying out of substantive examinations of the Applications, Expert Boards are created for
each Business Direction.

The composition of the Expert Boards and their operating procedures are defined by the Regulations
for Expert Boards of the Skolkovo Fund, approved by the Order of the President of Skolkovo Fund.
11. The Application is forwarded to the Expert Board corresponding to the Business Direction,
stipulated in the Application by the Applicant.
12. The Expert Board evaluates the conformity of the Applicant's project to the Criteria.
13. Decision of the conformity of the project to each of the Criteria is taken by the Expert Board
separately and is considered as final, if more than fifty percent of the members of the Expert Board
present at the meeting voted in its favor.
14. If the Expert Board has stated, in accordance with the procedure stipulated in paragraph 13 of
the present Regulations, that the Project conforms to all of the Criteria, the Skolkovo Fund makes a
decision about the conformity of the project to the Criteria. The corresponding notification is sent to
the Applicant within 5 working days from the date of the decision.
15. In cases stipulated in paragraph 14 of the present Regulations, within 10 days from the date of
receiving the relevant notification, the Applicant must submit to the Skolkovo Fund:
A) The Applicant's letter of intent to become a Project Participant, signed by the head of the
Applicant's permanent executive body or by another party having the right to act on behalf of this
legal entity or by the Applicant's representative holding a power of attorney, affixed with the seal of
the Applicant.
B) Copy of a document certifying the registration of the Applicant with a taxation authority (with
presentation of originals in case the veracity of copies is not authenticated by a public notary);
C) Copies of charter documentation (with the presentation of originals in case the veracity of the
copies is not authenticated by a public notary).
16. The abovementioned documents shall be examined by the Skolkovo Fund within 5 working days
from the date of their submission. If the documents submitted by the Applicant correspond to their
scanned copies in PDF format, submitted at the time of filing of the Application, and the Applicant
was not awarded a Project Participant status on the grounds of previously filed Applications, the
Skolkovo Fund makes a decision to award Project Participant status within 10 working days from
the date of submission of the documents, stipulated in paragraph 15 of the present Regulations.
17. If the documents submitted by the Applicant do not correspond to their scanned copies in PDF
format, submitted at the time of filing of the Application, or else the documents stipulated in
paragraph 15 of the present Regulations are not submitted by the Applicant, the Skolkovo Fund
sends the Applicant a notification with the description of detected nonconformities or a list of
missing documents. If the required documents are not submitted by the Applicant within 30 days
after the date of sending the abovementioned notification by the Skolkovo Fund, the Application
shall not be considered.
18. If the Expert Board has stated, in accordance with the procedure stipulated in paragraph 13 of

maintenance of operations of the Skolkovo Innovation Center
the present Regulations, that the Project does not conform to at least one of the Criteria, the
Skolkovo Fund makes a decision of nonconformity of the Project to the Criteria. The corresponding
notification is sent to the Applicant within 5 working days from the date of the decision.
19. In cases stipulated in paragraph 18 of the present Regulations, the Skolkovo Fund makes a
decision to deny awarding Project Participant status to the Applicant.
20. The project participant status is awarded to an Applicant for a period of 10 years.
21. On the grounds of the Skolkovo Fund’s decision to award Project Participant status to the
Applicant, a record is made in the Project Participant Registry about the awarding of Project
Participant status to the Applicant.
22. Making a record in the Project Participant Registry about the awarding of Project participant
status to the Applicant is confirmed by a Certificate. The Certificate is given to the Project
Participant within 14 days from the date of making of the corresponding record in the Project
Participant Registry.
V. Conditions and procedures in terminating one’s Project Participant Status
23. A legal entity loses its project Participant Status:
1) upon expiration of ten years after the date of making a record in the Project Participant Registry
about assigning of Project Participant Status to the Applicant;
2) in case the Skolkovo Fund has come to a decision to prematurely deprive the legal entity of the
Project Participant Status;
3) from the date of the legal entity's liquidation or rearrangement in accordance with the legislation
of the Russian Federation (except for rearrangement in the form of reorganization or merger,
providing that each of the legal entities taking part in the merging process possesses Project
Participant Status as of the date of state registration of the successor entity of the rearranged legal
entities).
24. Decision to prematurely deprive a legal entity of Project Participant Status is made in the
following cases:
1) violation by the Project Participant of the Project Regulations;
2) the Project Participant not meeting the requirements of the Law;
3) the Project Participant's refusal to take part in the project.
25. Record about the legal entity's termination of Project Participant Status in made in the Project
Participant Registry within 5 days from the date of emergence of circumstances stipulated in
paragraph 23 of the present Regulations.
7. Fund for Development of the Center for Elaboration and Commercialization of New Technologies
Regulations on assigning and termination of the Project Participant Status for the creation and
maintenance of operations of the Skolkovo Innovation Center
Project Participant Status is considered lost by the legal entity from the date of making of the
abovementioned record in the Project Participant Registry.
