Strategic Location
With an amalgamation of different cultures, and home to people from more than 200 countries, Dubai
would be the right place for landing if a startup is commencing its expansion out of India. Expansion to
Dubai would give the startup a global exposure with the experience of different cultures and market needs
due to its diversified demographics. This experience helps them in further expanding their ventures to
other countries. Also, the cultural similarity of India and Dubai gives Indian startups an added benefit.
Opportunity to have 100% foreign ownership of their venture is a major add-on for startup founders.
Anyone who has been an expat founder will attest this to the importance of the country, because the
limitation of foreign ownership often forces founders into taking on the wrong local partner.
Also, Dubai has a stable political regime, a factor that makes it a very attractive business destination in
the Middle East.
The Emirates has an open economy with high per capita income. The strict regulations of Dubai prohibit
monopoly, and encourage private sector growth - which in turn creates an attractive business
environment. Dubai is the first emirate within the UAE to open its property market to foreign ownership,
followed by Abu Dhabi.
The Government of Dubai’s strong commitment to fair competition and free market economy has
stimulated the emirate, leading to emergence of Dubai as the region’s most competitive business hub.
This has been facilitated by the transparent governance policies and strategic infrastructure investment.
The UAE maintains liberal policies in terms of foreign exchange controls, visa policies and import
regulations, thereby building strong bonds with key trade associations and emerging as a key
international trade hub.
Dubai is blessed with a strategic location between the east and the west, which makes it accessible to
major emerging economies. The UAE, particularly Dubai, has emerged as the strategic gateway to trade in
the Middle East - the major network connecting Asia with the Mediterranean, Europe and North Africa.

Infrastructure
Workforce
Dubai provides advanced infrastructural facilities in all fields. In March 2016, Dubai has announced to set
up the world's biggest wholesale city, with an investment of AED 30 billion. The city will be linked with
Jebel Ali Port and Al Maktoum International Airport and will provide logistical support that will fully link
with four continents.
Expanding into global markets and setting up offices & infrastructure is usually a very costly and time
consuming affair, which also involves a team of legal officials. Whereas in Dubai, one can set up their
company within weeks, and that too, without a lawyer.
With more than 25 universities, there are a good number of graduates and tech savvy young individuals
who prefer to foster their career in the Emirates. 50% of the population is below 35 years old.


A company can recruit an individual without any restriction of their nationality.


With wide access to a skilled and experienced workforce, it is easy and cost effective to employ both UAE
nationals and expats. UAE governments from across the seven emirates continue to invest heavily in
training the national workforce.

How to Start?

According to the World Bank Group, it takes just six procedures and eight days to open a company in
Dubai, compared to an average of 8.2 procedures and 18.8 days in the MENA region as a whole.
As soon as a startup gets registered, one can sponsor the team for a renewable three year residence visa
and bring the team to Dubai.
Selection of the location is one of the key considerations for startups in Dubai as it determines which
legal authority to turn to for registration procedures.
In Dubai, startups can select from two options for the location - a Mainland or a Free Zone. Explained
below are the advantages of setting up a company at each of these locations.
Mainland
If one wants to register a company in the Mainland, they need to have one or more UAE partners holding
at least 51 percent of the share capital of any commercial company. Benefits of setting up a business in
the Mainland include:
● Flexibility to do business in any part of the UAE
● No limit on the number of visas
● More business activities available for licensing
● No business or personal taxes
Free Zone
Companies established in a Free Zone can have 100% foreign ownership. Benefits of setting up a
business in a Free Zone include:
● No duty for import and export of goods into and from the free zone, except for exports into
mainland UAE
● 100% repatriation of capital
● Zero income tax & corporate tax
Free Zone companies can do business within the same Free Zone or outside UAE. If the Free Zone
company wants to trade directly into the local market, it can do it through a distributor having a Mainland
license with a few charges.

Startup Registration

Startups may decide to opt for any of the choices below, for company registration, depending on its
needs.
LLC
Limited Liability Company (LLC) can be formed by a minimum of 2 to a maximum of 50 shareholders
whose liability is limited to their shares in the capital. It takes eight to twelve weeks to incorporate an LLC.
Expats can have ownership up to 49% of an LLC. In Dubai, LLC no longer requires a minimum capital
requirement of AED 300000. It can be formed without a Bank Deposit Certificate or Auditor Certificate.
Branch
A branch is wholly-owned by its parent company and there is no requirement for UAE nationals to take an
equity interest in the business of the branch. It takes approximately eight to twelve weeks to establish a
branch. A local sponsor must be appointed to represent the ‘branch’ at government discussions.
A Representative office is also similar to a Branch but it is not allowed to do any income earning
activities.
Offshore Company
Offshore companies should operate their business from abroad with no physical office in Dubai and are
not permitted to conduct business within the UAE . Offshore companies are registered within free zones.
From paid-up capital requirements to mandatory office space and trade license fees, entrepreneurs need
to set aside as much as INR 6 Lakh (~ AED 35,000) in annual costs, depending on the kind of company
they are starting.
A 200 sq.ft. three person serviced office can cost around INR 25K to 1.2 Lakh (AED 1,500-6,500) per
person, per month, depending on location and requirements. Other amenities such as internet, meeting
rooms, AV equipment, parking, reception services, lounges, and kitchen facilities are also provided within
the same.

Visas are allowed for almost all businesses/startups independent of their sector, stage and revenue. It
takes a maximum of 2 weeks and costs around INR 6K - 30K based on the type of visa.
The startups can decide the type of visa based on their business requirements.
Types of Visas
Tourist visa will be valid up to 30 days. It’s generally processed in 4-5 working days. The entire visa
application process can be done online.
Three month visa takes 5-7 working days for processing. You need a local sponsor to apply for this visa,
or you can contact a travel agency which will take care of the entire process.
Residence visa/Work Permit visa should be sponsored by your employer, or your sponsor in case you are
a dependent (wife/children/parents, etc.). However, the sponsor needs to fulfill certain criteria to be
eligible to sponsor their dependent. To sponsor spouse or children to live in UAE, the sponsoring person
must earn at least AED 4,000 (approx. USD 1,100) per month. To sponsor parents, the minimum is AED
20,000 (approx. USD 5,500) per month.
As a startup, if you are renting desks/office space in a local Incubator/accelerator, the monthly cost of the
space includes the visa processing fee and the no. of visas granted will vary according to size of startup.
! Individual Tax
○ No income tax on individual resident.
○ Dubai imposes a property rental tax on expatriates equal to 5 percent of rental charges
● Corporate Tax
○ No withholding or capital gain taxes
○ Business properties pay a municipal tax, set at 10 percent of annual property rental value
○ Double taxation agreements exist with a number of countries, including India
From Jan 2018, 5% VAT was introduced in UAE with certain exemptions such as Healthcare, Education
and Staple food items.

While Dubai’s economy is vibrant, progressive and diverse enough to offer equally exciting opportunities
for all industries, few have definitely shown better performance and faster growth. Some of them are:
Health Sector
The Government has come up with several initiatives to establish the country as a medical tourism hub. It
has been encouraging foreign companies to support the growth of its healthcare industry through
strategic tie-ups and collaborations.
In 2014, a private firm invested around $66.4 million in the healthcare sector of the country. This was
followed by two hospitals successfully listing themselves in the London Stock Exchange.
Local hospitals in UAE are ready to implement new technologies into their service operations. This can
bring a massive raise in UAE's reputation, amongst the other dominant healthcare providers in the Gulf
Cooperation Council.
Tourism
MasterCard Global Destination Cities Index ranks Dubai as the city with the highest international visitor
spend in 2016. It attracts 15.3 million international visitors, with a resident population of 2.7 million, and is
one of the top three cities of the world that receive the most tourists in comparison to its population size.
The Middle East’s online travel market is forecast to rise up to $35 billion by 2018. The number of visitors
to UAE is being expected to rise from 4.3% in 2016 to 5.2%.
Taking a look at the rapidly increasing tourism for Dubai, we foresee a lot of demand for tourism startups.
Dubai Expo 2020 which is expected to attract more than 25 million visitors is also a major boost for the
tourism sector. To meet the growing demand due to population and tourism increase, the country’s food &
beverage sectors too require huge investments, which shows a lot of scope for startups in the F&B sector.
Finance
Dubai is among the world’s top 10 financial centres in the world, according to The Banker Magazine’s
annual International Financial Centre (IFC) rankings, placing it alongside prominent hubs such as London,
New York, Hong Kong and Singapore.
Dubai International Financial Centre is the leading financial hub for the Middle East, Africa and South Asia
(MEASA) region. To accelerate the development of financial technology, on Nov 14, 2017, DIFC launched
a $100 million FinTech-focused fund.

E-Commerce
E-Commerce will be a mega trend in the UAE, and is expected to reach AED 36.7 billion by 2018. MENA
Private Equity Association estimated that the value of e-commerce in the wider MENA region would reach
$200 billion by 2020. With the rising trend, many startups are attempting to capitalize on the rapid
expansion of e-commerce in the Dubai and UAE region.
In addition to being home to some of the world’s most luxurious hotels and biggest shopping malls, Dubai
is among those governments that aim to become one of the smartest cities in the world by 2020. From
robotic police to autonomous taxis, the government has taken huge strides through its initiative, Smart
Dubai 2021. Below explained about two of the advanced technologies Blockchain and Artificial
Intelligence.
Blockchain
Dubai aims to become the world’s first blockchain-powered government. The country has set up the
Global Blockchain Council, which includes companies like Microsoft, IBM and Cisco, to lead the way for
the country in adopting blockchain technology. By 2020, the emirate wants all visa applications, bill
payments and license renewals, accounting for over 100 million documents each year, to be transacted
digitally with blockchain. The country launched its own cryptocurrency for citizens to pay for all services
via digital cash.
These are clear indications that the country is taking progressive steps towards blockchain and this is a
welcome sign for people working on startups using blockchain technology.
Artificial Intelligence
UAE consumers are ahead of global averages in readiness to adopt AI-powered devices and services, with
76% of the population comfortable with an AI application responding to their query — compared to 44%
globally. Dubai appointed the first of its kind, “State Minister for Artificial Intelligence”, while Prime
Minister Shaikh Mohammad reaffirmed, “We want the UAE to become the world’s most prepared country
for artificial intelligence.”
According to market intelligence firm Tractica, revenues generated from the direct and indirect
applications of AI software will reach $59.8 billion worldwide by 2025. A large acceptance among people
and enthusiasm from the government indicate that Dubai is setting a global standard for Artificial
Intelligence.

Dubai is amongst the top 5 fastest growing economies among 300 cities, according to a survey by
American Think Tank.
Dubai ranked above established startup ecosystems like New York and London, at the 29th position in the
recent Startup Cities Index by Nestpick.
With strong support from the government and rich entrepreneurial talent, Dubai has become an emerging
innovation hub. Tech-savvy young individuals are encouraged to bring in ideas, and success stories like
Careem, Fetchr, Souq and Holidayme symbolize the innovation ecosystem in Dubai.
There are several synergies that exist between India and Dubai. However, the biggest factor is the large
number of Indians in the city. With over 40 percent of the UAE population being Indian, in the upcoming
years, we may see a gradual increase in the number of Indian startups that seek expansion opportunities
in the Middle East market, with a gateway through Dubai.

There are currently 24 Free Zones in operation, developed for specific sectors and industries including
ICT, media, design, production, finance, gold, jewellery and healthcare. There is exemption on corporate
tax and customs duty on imported raw materials and equipment. Details of few Free Zones are below:
Dubai Multi Commodities Centre (DMCC)
DMCC is one of the best known free zones that has been awarded ‘Global Free Zone of the Year’ thrice by
the Financial Times fDi magazine. Being home to major multinationals and start-ups, DMCC connects
more than 14,100 businesses with leading infrastructure, world-class services and a vibrant community.
DMCC members will have access to world’s key commodity markets and a world of trading opportunities
across all industry sectors. Minimum set up costs for startups are from AED 55,940 (US$15,250), plus
capital.
Dubai Silicon Oasis Authority (DSOA)
It is a 100% government-owned Free Zone, covering an area of 7.2 km², and providing all the support
required for a startup, like incubation facilities, mentorship programs, protection for IP development, etc.
DSOA supports startups right from company registration to scaling up the business in Dubai and also
provides guidance on expansion to other MENA markets. DSOA promotes modern technology based
industries with in-house business services, urban master-planned community and state-of-the-art
infrastructure. 

Dubai Internet City
Dubai Internet City (DIC), a global business and technology community, is home to more than 1,600
businesses, covering an area of 1.5 million square feet. With the Middle East’s highest ICT infrastructure,
it provides a knowledge economy ecosystem designed to facilitate the business development of Internet
and Communications Technology (ICT) companies. The global ICT giants like Microsoft, Oracle
Corporation, HP, IBM, Dell, Siemens, Canon, Logica, Sony Ericsson and Cisco, as well as many small and
medium enterprises and entrepreneurial ventures are based out of DIC.

Dubai Studio City
Dubai Studio City (DSC) is a boon for Media startups with cutting-edge facilities and services to

and nurturing travel and aviation startups.
It selects 20 teams for a two-week intensive bootcamp.
Top four teams are awarded with a cash prize of AED
50,000 and exclusive access to mentoring, training, and
co-working spaces at DTEC.
Dubai Startup Hub


Dubai Startup Hub, a semi-government initiative by Dubai
Chamber of Commerce and Industry, is the official online
hub of the Dubai startup and technology ecosystem.
It conducts various kinds of events to enhance
cooperation and facilitate deals between startups, SMEs,
leading companies, and government entities in Dubai.
In5
In5 offers incubation services for startups in technology,
design and media. It offers five key benefits, which comprise
of a robust business set-up framework, training and
mentorship, networking, investment opportunities, and
cutting-edge prototyping labs, studios and creative
workspaces. In5 operates through three innovation centres in
Dubai Media City, Dubai Design District (DDD) and Dubai
Studio City (DSC), each of these having unique facilities and
offers for the startups.

Dtec
Dtec is a business incubator managed by Dubai’s Silicon
Oasis. Dtec’s Incubator offers venture funding, along
with a flexible program including mentorship, strategic
business planning, investment, legal services and
accounts support.
Dtec houses MENA region's one stop IoT Ignition Lab,
where developers can innovate, collaborate and scale
IoT solutions using Intel platforms and expertise. Annual
programmes of networking, training and social events
are some of the perks enjoyed by Dtec's members. In
addition, they also have access to a partner network that
comprises of Microsoft, Intel, du, Thomson Reuters,
Dubai Chamber, Alibaba Cloud and VISA.

1776, headquartered in Washington D.C, is the first
international technology incubator to set up a direct presence
in the Dubai.
It is a global innovation platform which has an office and a
coworking space in Dubai Future Accelerators. The core of the
1776 offer is Union, a software platform that allows
entrepreneurs to reach a range of online resources. These
include training materials, access to mentors and subject
matter experts, as well as the ability to connect with potential
investors, customers and business partners.
Membership costs are $500 and $750 respectively for reserved
and unreserved spaces. It has a $12.5 million seed fund with
30 portfolio companies.

AstroLabs
AstroLabs Dubai is a fully-equipped co-working space for
digital technology companies. It has partnered with Dubai
Metals & Commodities Centre (DMCC) to offer a subsidised
company licensing program, which includes a waived first year
company registration fee (a saving of around $12K), fasttrack
company set up through DMCC with no initial capital
requirements, and the allowance of up to five residence visas.
It has a training academy which holds regular classes and
programs on digital marketing, analytics, coding, interface
design, big data, design and core business skills. It has
partnered with Google for Entrepreneurs and IBM to conduct
different trainings.
Co-Working Spaces
The Cribb
The Cribb is a leading co-working space and incubator in
Dubai for creative and ambitious talents to connect,
collaborate and create. It’s a hub for startups, corporates,
and investors to network, connect and share knowledge
and experience.
The Cribb is also building an ecosystem where they
demonstrate their principle through practise of the
Corporate Venture Capital (CVC); connecting corporates,
startups and entrepreneurs to solve the world's greatest
challenges. In addition to this, The Cribb hosts TURN8.co,
the most influential seed fund and accelerator in MENA.
Recently, a Dubai accelerator - Innovation 360 (i360) has
merged with The Cribb.

The Bureau
The Bureau offers a complete one stop solution to set up your
company in Dubai. It may either sponsor you or partner with you.
You may be offered a couple of facilities like obtaining a license,
a trendy furnished office and other amenities on affordable
payment terms.
Accelerators
Dubai Future Accelerators (DFA)
DFA is a unique program in partnership with the Government of Dubai,
for cutting-edge entrepreneurs creating solutions to global challenges.
DFA is an intensive 9-week program combining the world’s most
exciting technology companies with leading government organizations
and creating transformational solutions.
Participants may have an opportunity to partner with top levels of
government. Other benefits include mentorship, access to creative
workspace, prototyping equipment, round trip airfare to Dubai including
the cost of visa application and free accommodation (9 months). It
takes zero equity for the program.
The Impact Hub
The Impact Hub is a network of collaborators, focused on
making a positive impact in the world. 86 Impact hubs are
spread across the world. The Hub Dubai is one among them,
offering vibrant coworking space, workshops, events,
networking and innovation labs.

Turn 8
Turn8 is a venture fund comprised of a growth accelerator
program complemented by a follow-on investment fund. It
offers two accelerator rounds per year, starting in September
and February. Each lasts for 4-5 months and consists of
investment, mentorship and business development support.
Each round consists of three phases: Growth Design, Product
Development & Attracting Clients, Post Accelerator Support &
Series A Funding. In phase 3, startups give a pitch to investors
from the Turn8 network. If selected, teams are supported with
business development, fundraising and mentorship for a
further 12 month period. The company has a global portfolio,
and 14 companies among them are from the UAE.
FinTech Hive
FinTech Hive is a fintech-focused accelerator launched in
January 2017 as a joint initiative of DIFC and Accenture.
Selected startups will spend three months in DIFC where
they receive mentoring from the industry’s leading firms
and senior financial service executives, receive direct
feedback from target customer groups, attend workshops
and panel discussions on topics such as procurement,
regulation and industry trends, and gain opportunities to
raise their profile amongst potential partners and investors.
Participants must have a minimum viable product and
must be able to spend 12 weeks in Dubai during the
programme. Key international and regional financial
institutions have signed up as programme partners, along
with Facebook and Envestnet Yodlee.

With over 500M in VC funds available to startups in the region, Dubai has emerged as the de facto base
for all startup fundraising activities in the Middle East. But, relatively few startups are competing for these
funds. Hence, there is a great opportunity to access follow-on funding to fuel an expansion in the region.
Investors such as MEVP and Wamda Capital have recently announced large funds targeted at the region’s
tech startups. Scale-ups usually have the best chance at raising capital in the region since the ecosystem
is in an early development stage and investors look for traction before committing funds.
Beco
Beco Capital provides growth capital and hands-on
operational support for early stage technology startups in
the MENA region with a focus on the GCC. BECO supports
the technology revolution in the Middle East through
investing in smart, early stage internet and mobile
companies.
Beco is operational in 19 countries and has made 22
investments so far.
Middle East Venture Partners
MEVP is a Middle East-focused venture capital firm that invests
in the early and growth stages of innovative companies run by
talented entrepreneurs primarily (but not exclusively) in the
Middle East Region with a focus on the GCC and Levant
markets.
With offices in Beirut, Dubai and Silicon Valley, and more than
USD 120 million in Assets Under Management, MEVP is the
largest and most established VC firm in the MENA region, with
clear cross border investment appetite.
MEVP majorly invests in consumer technology, consumer
products and consumer service sectors, but also considers
ventures in other areas, such as logistics, food processing, and
hospitality.

Open Economy Strategic Location With an amalgamation of different cultures, and home to people from more than 200 countries, Dubai would be the right place for landing if a startup is commencing its expansion out of India. Expansion to Dubai would give the startup a global exposure with the experience of different cultures and market needs due to its diversified demographics. This experience helps them in further expanding their ventures to other countries. Also, the cultural similarity of India and Dubai gives Indian startups an added benefit. Opportunity to have 100% foreign ownership of their venture is a major add-on for startup founders. Anyone who has been an expat founder will attest this to the importance of the country, because the limitation of foreign ownership often forces founders into taking on the wrong local partner. Also, Dubai has a stable political regime, a factor that makes it a very attractive business destination in the Middle East. The Emirates has an open economy with high per capita income. The strict regulations of Dubai prohibit monopoly, and encourage private sector growth - which in turn creates an attractive business environment. Dubai is the first emirate within the UAE to open its property market to foreign ownership, followed by Abu Dhabi. The Government of Dubai’s strong commitment to fair competition and free market economy has stimulated the emirate, leading to emergence of Dubai as the region’s most competitive business hub. This has been facilitated by the transparent governance policies and strategic infrastructure investment. Dubai is blessed with a strategic location between the east and the west, which makes it accessible to major emerging economies. The UAE, particularly Dubai, has emerged as the strategic gateway to trade in the Middle East - the major network connecting Asia with the Mediterranean, Europe and North Africa.

In March 2016, Dubai has announced to set up the world's biggest wholesale city, with an investment of AED 30 billion. The city will be linked with Jebel Ali Port and Al Maktoum International Airport and will provide logistical support that will fully link with four continents. Expanding into global markets and setting up offices & infrastructure is usually a very costly and time consuming affair, which also involves a team of legal officials. Whereas in Dubai, one can set up their company within weeks, and that too, without a lawyer. With more than 25 universities, there are a good number of graduates and tech savvy young individuals who prefer to foster their career in the Emirates. 50% of the population is below 35 years old. 
 A company can recruit an individual without any restriction of their nationality. 
 With wide access to a skilled and experienced workforce, it is easy and cost effective to employ both UAE nationals and expats. UAE governments from across the seven emirates continue to invest heavily in training the national workforce.
  • 7. startups@ibhubs.co 7 According to the World Bank Group, it takes just six procedures and eight days to open a company in Dubai, compared to an average of 8.2 procedures and 18.8 days in the MENA region as a whole. As soon as a startup gets registered, one can sponsor the team for a renewable three year residence visa and bring the team to Dubai. Selection of the location is one of the key considerations for startups in Dubai as it determines which legal authority to turn to for registration procedures. In Dubai, startups can select from two options for the location - a Mainland or a Free Zone. Explained below are the advantages of setting up a company at each of these locations. Mainland If one wants to register a company in the Mainland, they need to have one or more UAE partners holding at least 51 percent of the share capital of any commercial company. Benefits of setting up a business in the Mainland include: ● Flexibility to do business in any part of the UAE ● No limit on the number of visas ● More business activities available for licensing ● No business or personal taxes Free Zone Companies established in a Free Zone can have 100% foreign ownership. Benefits of setting up a business in a Free Zone include: ● No duty for import and export of goods into and from the free zone, except for exports into mainland UAE ● 100% repatriation of capital ● Zero income tax & corporate tax Free Zone companies can do business within the same Free Zone or outside UAE. If the Free Zone company wants to trade directly into the local market, it can do it through a distributor having a Mainland license with a few charges. More details about different Free Zones are explained in a separate category (Page no. 15). Startup Registration
  • 8. startups@ibhubs.co 8 Startups may decide to opt for any of the choices below, for company registration, depending on its needs. LLC Limited Liability Company (LLC) can be formed by a minimum of 2 to a maximum of 50 shareholders whose liability is limited to their shares in the capital. It takes eight to twelve weeks to incorporate an LLC. Expats can have ownership up to 49% of an LLC. In Dubai, LLC no longer requires a minimum capital requirement of AED 300000. It can be formed without a Bank Deposit Certificate or Auditor Certificate. Branch A branch is wholly-owned by its parent company and there is no requirement for UAE nationals to take an equity interest in the business of the branch. It takes approximately eight to twelve weeks to establish a branch. A local sponsor must be appointed to represent the ‘branch’ at government discussions. A Representative office is also similar to a Branch but it is not allowed to do any income earning activities. Offshore Company Offshore companies should operate their business from abroad with no physical office in Dubai and are not permitted to conduct business within the UAE . Offshore companies are registered within free zones. From paid-up capital requirements to mandatory office space and trade license fees, entrepreneurs need to set aside as much as INR 6 Lakh (~ AED 35,000) in annual costs, depending on the kind of company they are starting. A 200 sq.ft. three person serviced office can cost around INR 25K to 1.2 Lakh (AED 1,500-6,500) per person, per month, depending on location and requirements. Other amenities such as internet, meeting rooms, AV equipment, parking, reception services, lounges, and kitchen facilities are also provided within the same. Expenses Type of Company
  • 9. startups@ibhubs.co 9 Visas are allowed for almost all businesses/startups independent of their sector, stage and revenue. It takes a maximum of 2 weeks and costs around INR 6K - 30K based on the type of visa. The startups can decide the type of visa based on their business requirements. Types of Visas Tourist visa will be valid up to 30 days. It’s generally processed in 4-5 working days. The entire visa application process can be done online. Three month visa takes 5-7 working days for processing. You need a local sponsor to apply for this visa, or you can contact a travel agency which will take care of the entire process. Residence visa/Work Permit visa should be sponsored by your employer, or your sponsor in case you are a dependent (wife/children/parents, etc.). However, the sponsor needs to fulfill certain criteria to be eligible to sponsor their dependent. To sponsor spouse or children to live in UAE, the sponsoring person must earn at least AED 4,000 (approx. USD 1,100) per month. To sponsor parents, the minimum is AED 20,000 (approx. USD 5,500) per month. As a startup, if you are renting desks/office space in a local Incubator/accelerator, the monthly cost of the space includes the visa processing fee and the no. of visas granted will vary according to size of startup. ! Individual Tax ○ No income tax on individual resident. ○ Dubai imposes a property rental tax on expatriates equal to 5 percent of rental charges ● Corporate Tax ○ No withholding or capital gain taxes ○ Business properties pay a municipal tax, set at 10 percent of annual property rental value ○ Double taxation agreements exist with a number of countries, including India From Jan 2018, 5% VAT was introduced in UAE with certain exemptions such as Healthcare, Education and Staple food items. Some of them are: Health Sector The Government has come up with several initiatives to establish the country as a medical tourism hub. It has been encouraging foreign companies to support the growth of its healthcare industry through strategic tie-ups and collaborations. In 2014, a private firm invested around $66.4 million in the healthcare sector of the country. This was followed by two hospitals successfully listing themselves in the London Stock Exchange. Local hospitals in UAE are ready to implement new technologies into their service operations. This can bring a massive raise in UAE's reputation, amongst the other dominant healthcare providers in the Gulf Cooperation Council. Tourism MasterCard Global Destination Cities Index ranks Dubai as the city with the highest international visitor spend in 2016. It attracts 15.3 million international visitors, with a resident population of 2.7 million, and is one of the top three cities of the world that receive the most tourists in comparison to its population size. The Middle East’s online travel market is forecast to rise up to $35 billion by 2018. The number of visitors to UAE is being expected to rise from 4.3% in 2016 to 5.2%. Taking a look at the rapidly increasing tourism for Dubai, we foresee a lot of demand for tourism startups. Dubai Expo 2020 which is expected to attract more than 25 million visitors is also a major boost for the tourism sector. To meet the growing demand due to population and tourism increase, the country’s food & beverage sectors too require huge investments, which shows a lot of scope for startups in the F&B sector. Finance Dubai is among the world’s top 10 financial centres in the world, according to The Banker Magazine’s annual International Financial Centre (IFC) rankings, placing it alongside prominent hubs such as London, New York, Hong Kong and Singapore. Dubai International Financial Centre is the leading financial hub for the Middle East, Africa and South Asia (MEASA) region. MENA Private Equity Association estimated that the value of e-commerce in the wider MENA region would reach $200 billion by 2020. With the rising trend, many startups are attempting to capitalize on the rapid expansion of e-commerce in the Dubai and UAE region. In addition to being home to some of the world’s most luxurious hotels and biggest shopping malls, Dubai is among those governments that aim to become one of the smartest cities in the world by 2020. From robotic police to autonomous taxis, the government has taken huge strides through its initiative, Smart Dubai 2021. Below explained about two of the advanced technologies Blockchain and Artificial Intelligence. Blockchain Dubai aims to become the world’s first blockchain-powered government. The country has set up the Global Blockchain Council, which includes companies like Microsoft, IBM and Cisco, to lead the way for the country in adopting blockchain technology. By 2020, the emirate wants all visa applications, bill payments and license renewals, accounting for over 100 million documents each year, to be transacted digitally with blockchain. The country launched its own cryptocurrency for citizens to pay for all services via digital cash. These are clear indications that the country is taking progressive steps towards blockchain and this is a welcome sign for people working on startups using blockchain technology. Artificial Intelligence UAE consumers are ahead of global averages in readiness to adopt AI-powered devices and services, with 76% of the population comfortable with an AI application responding to their query — compared to 44% globally. Dubai appointed the first of its kind, “State Minister for Artificial Intelligence”, while Prime Minister Shaikh Mohammad reaffirmed, “We want the UAE to become the world’s most prepared country for artificial intelligence.” According to market intelligence firm Tractica, revenues generated from the direct and indirect applications of AI software will reach $59.8 billion worldwide by 2025. Tech-savvy young individuals are encouraged to bring in ideas, and success stories like Careem, Fetchr, Souq and Holidayme symbolize the innovation ecosystem in Dubai. There is exemption on corporate tax and customs duty on imported raw materials and equipment. Details of few Free Zones are below: Dubai Multi Commodities Centre (DMCC) DMCC is one of the best known free zones that has been awarded ‘Global Free Zone of the Year’ thrice by the Financial Times fDi magazine. Being home to major multinationals and start-ups, DMCC connects more than 14,100 businesses with leading infrastructure, world-class services and a vibrant community. DMCC members will have access to world’s key commodity markets and a world of trading opportunities across all industry sectors. Minimum set up costs for startups are from AED 55,940 (US$15,250), plus capital. Dubai Silicon Oasis Authority (DSOA) It is a 100% government-owned Free Zone, covering an area of 7.2 km², and providing all the support required for a startup, like incubation facilities, mentorship programs, protection for IP development, etc. DSOA supports startups right from company registration to scaling up the business in Dubai and also provides guidance on expansion to other MENA markets. DSOA promotes modern technology based industries with in-house business services, urban master-planned community and state-of-the-art infrastructure. 
 Dubai Internet City Dubai Internet City (DIC), a global business and technology community, is home to more than 1,600 businesses, covering an area of 1.5 million square feet. With the Middle East’s highest ICT infrastructure, it provides a knowledge economy ecosystem designed to facilitate the business development of Internet and Communications Technology (ICT) companies. It offers two accelerator rounds per year, starting in September and February. Each lasts for 4-5 months and consists of investment, mentorship and business development support. Each round consists of three phases: Growth Design, Product Development & Attracting Clients, Post Accelerator Support & Series A Funding. In phase 3, startups give a pitch to investors from the Turn8 network. If selected, teams are supported with business development, fundraising and mentorship for a further 12 month period. The company has a global portfolio, and 14 companies among them are from the UAE. FinTech Hive FinTech Hive is a fintech-focused accelerator launched in January 2017 as a joint initiative of DIFC and Accenture. Selected startups will spend three months in DIFC where they receive mentoring from the industry’s leading firms and senior financial service executives, receive direct feedback from target customer groups, attend workshops and panel discussions on topics such as procurement, regulation and industry trends, and gain opportunities to raise their profile amongst potential partners and investors. Participants must have a minimum viable product and must be able to spend 12 weeks in Dubai during the programme. Key international and regional financial institutions have signed up as programme partners, along with Facebook and Envestnet Yodlee.

With offices in Beirut, Dubai and Silicon Valley, and more than USD 120 million in Assets Under Management, MEVP is the largest and most established VC firm in the MENA region, with clear cross border investment appetite.
