DSS (P): Jointly implemented by Odisha-GW and Odisha-SW.
Two Pilot Areas : Drought Monitoring and Management (DMM) in Upper Tel Basin and
Conjunctive Use (CU) in Mahanadi Basin
Available GIS and time series data have been imported to the DSS Database
& Software Customization has been completed. Various model applications have been
performed

Two PDS Projects: Implemented by Odisha -GW
Delineation of fresh water zone in sand dune pockets of Puri Town (Tatabanya Area)
identified on pilot basis for which State Govt. will be advised for planned pumpage of GW
and facilitating artificial recharge in the identified area.
Water logged and salt affected areas in Kantapada Block (Cuttack District) and Ersama
Block (Jagatsinghpur District) have been mapped. on pilot basis, for which State Govt.
will be advised for taking up land reclamation by drainage development and management
to promote agricultural activities.

a) Application of Remote Sensing Technique for mapping water logged and salt
affected area in the coastal tract of Odisha [Cost Rs. 83 Lakhs]
b) Planning for optimum development of ground water in sand dune pockets
[Cost Rs. 105 Lakhs]

5. 6. Post Project Plan for continuation of HP-II Activities
• The State Govt. will be moved to allocate adequate funds to
support for continuance of some of the HP-II activities.
• The State Govt. has been requested to place required man
power to make HP-II activities sustainable.
• Continuance of capacity building of the available manpower
will be further ensured through need-based trainings.
• Additional telemetry systems will be installed for strengthening
real-time monitoring of ground water level.
• HIS data dissemination to the indenters will be made faster
and simpler.

6. 7. Lesson Learnt
• Implementation of HP-II has facilitated development of the
infrastructures; introduction of automated monitoring system, R&D
studies etc. in the State.
• HP-II has been implemented in the State as a typical Govt. Project
instead of purely on a project mode basis.
• Management issues like, not having a full time and empowered project
coordinator, frequent change of nodal officer or decision makers and
above all inadequacy of manpower for exclusive involvement with the
project work has resulted in slow progress, non-achievement of certain
objectives, scale-down of initial project cost etc.
• Delay in deployment of technical and management Consultants,
adhering to multiple financial and procurement procedures (such as
guidelines of WB / DoWR/ MoWR, etc., instead of a single procedure
have lead to delay in various procurements and field executions.
• System of reporting to multiple authorities and too many reviews at
different levels (such as DoWR / MoWR / WB etc.) has been rather
counter-effective for the project implementation.

7. Odisha-GW has been disseminating HIS data to the various
hydrological data users on receipt of indent. Steps are being
taken to make data dissemination mechanism simpler and
single window system. HIS Database is being used under
different Schemes for water supply and management..
Propagation of Importance of HIS will be continued through
mass awareness activities in post-project scenario for
different water users in the State both in private and public
domains.
