Abstract: since the construction activities involve most complex processes and the most intensive administrative atmosphere as well, the accident events come raised in different situations and due to various causations. Most of the construction accidents originate from human errors and operation sources such as equipments and facilities in work processes. Most accidents lead to the loss of life, injuries and loss of properties. The other possible results due to the errors, unsafe acts, and unsafe conditions can be categorized in Near miss events (no result of injuries), and incidents (likelihood of injuries or loss of property). The role of a tool by which the causations and the processes can be highlighted is vital to save the projects not to be trapped. In order to recognize the reasons or the factors contributing to accidents, several theories have been developed by researchers. Domino theory as a structural map has been one of the most understandable and widely acceptable theories among the accident theories. The authorities employ it to control the factors causing undesirable events and to prevent the errors before being made. The aims of this paper are firstly, to describe the shortcomings of construction processes contributing hazardous situations. secondly, highlighting, the ways to apply Domino theory, and thirdly, to define how to establish a remedy model to prevent accidents in construction projects based on domino theory in simple statements. Not only that, commercial development, particularly in hotels, restaurants, and other recreational facilities continue to boom without let up. The property is ideal for a high-end luxury residential project similar to Tagaytay Highlands. • In addition, a tourism-related development such as hotel-casinos combined with time-share condominiums and retirement villages for various nationalities Eco-tourism medical tourism (geriatric clinics), and / or a leisure resort can also be done. • One interesting concept being discussed is for a university town where a portion of the property will be donated to a premier university or learning institution. This will give the area a population base that will make the surrounding areas attractive for future residential and commercial development.

The Historical Context of Emergency Management Emergency management is an ancient discipline that deals with risk and risk avoidance. Risk represents a broad range of issues and includes an equally diverse set of players. The range of situations that could possibly involve emergency management or the EM system is extensive. This supports the premise that emergency management is integral to the security of everyone’s daily lives and should be integrated into daily decisions and not just called on during times of disaster. Understanding the history and evolution of emergency management is important because at different times, the concepts of emergency management have been applied differently. Unlike other more structured disciplines, EM has expanded and contracted in response to events, congressional desires, and leadership styles. The following list details the evolution of Emergency management to the present day. Early History: 1800-1950; The first federal involvement in disaster management appears with an 1803 Congressional act to provide financial assistance to a New Hampshire town. During the 1930s, the Reconstruction Finance Corporation and the Bureau of Public Roads make disaster loans available for public facilities, and the Tennessee Valley authority is created to reduce flooding (in addition to generating electricity). The Flood Control Act of 1934 gave the U.S. Army Corps of Engineers authority to design and build flood control projects. The Cold War and the Rise of Civil Defense: 1950s; The threat of nuclear war and its consequences spurs the creation of Civil Defense programs throughout the country. The Federal Civil Defense Administration (FCDA) is created to support state and local civil defense directors, bringing the concept of emergency management to every community. The Office of Defense Mobilization, which eventually merges with the FCDA, is established to produce, stockpile, and transport emergency supplies and effectively creating emergency preparedness. Congressional response to disasters during this period continue to be ad hoc and primarily involves financial assistance to affected areas. Natural Disasters Bring Changes to Emergency Management: 1960s; Several major disasters result in significant human and financial losses. Hurricane Betsy, in particular, spurs the passage of the National Flood Insurance Act of 1968, effectively creating the National Flood Insurance Program and introducing the concept of community-based mitigation. However, the voluntary insurance program was not meeting expectations for the reduction of federal relief expenditures. From our readings from Week 8, we see that field of emergency management including the Incident Command System and NIMS have changed drastically over the years. The NIC has been developed in order to make sure that our incident management systems are as efficient and effective as possible. Going forward, there will inevitably be changes that will positively impact our emergency response and disaster planning organizations. In the past 50 years we have seen significant changes to the field of emergency management in our country. Some of the notable turning points in the field of emergnecy management include the following: 1974 - Disaster Relief Act of 1974 - The Disaster Relief Act of 1974 authorized the president of the United States to implement a program of disaster preparedness and relief aid that would enable use of all federal agencies. The Disaster Relief Act of 1974 states that any federal assistance offered is dependent upon the president authorizing such aid in the form of issuing a declaration. 1979 - FEMA is created. 1988 - Stafford Act - Part of the reason for the change from the Disaster Relief Act of 1974 to the Stafford Act was the fact that the federal government was concerned about expanding disaster declarations beyond only natural disasters, and this included other types of incidents such as technological disasters (Three Mile Island in PA) and other instances outside the scope of natural disasters. Terrorism is not yet included. Federal assistance could be requested by the state on behalf of either the local government or state government. However, the request from the state must come from the governor. 2002 - Homeland Security Act - The September 11, 2001 terrorist attacks resulted in the creation of the Department of Homeland Security (DHS). FEMA is now included under the umbrella of DHS. HSPD-5 established the National Incident Management System (NIMS) and the National Response Plan (NRP). HSPD-8 established policies to strengthen the preparedness of the United States to prevent and respond to threatened or actual domestic terrorist attacks, major disasters, and other emergencies by requiring a national domestic all-hazards preparedness goal, establishing mechanisms for improved delivery of Federal preparedness assistance to State and local governments, and outlining actions to strengthen preparedness capabilities of Federal, State, and local entities. 2005 - Post-Katrina Emergency Management Reform Act - the performance of FEMA and other emergency management agencies during Hurricane Katrina results in the Post-Katrina Emergency Management Reform Act ( PKEMRA ) of 2006. The act enhances FEMA's responsibilities and its autonomy within DHS. Significant and meaningful changes to FEMA were made to increase preparedness levels of the general population and aid in mitigation and resilience efforts. The hurricane reached the United States’ Gulf Coast in August, 2005. It caused huge flood, massive damaging, and almost completely displaced Louisiana, Alabama, and Mississippi. According to an estimate, the overall damage caused by Hurricane Katrina was greater than $ 100 billion (Pou, 2008). The hurricane also left people wondering about the arrangements of Federal government of the United States to deal with the hurricane. It was already known that New Orleans is risky for flooding, and there have been massive flooding in the past too. Almost, 80 % of the city went under water and more than 50,000 people even did not have any access to cars or other vehicles because of massive flooding. It also destroyed economy of the affected areas as almost 21000 to 22000 businesses remained shuttered up until six months after the Hurricane Katrina (Moynihan, 2009). The aftermaths of the storms were too negative and it took so long to overcome the tragic disaster. Outline the response by police and fire agencies The performance of police and fire departments remained inefficient during the storm. The police department of New Orleans did not seem to be prepared for the event despite the pre-notifications. The Louisiana State Police sent the notifications to its personnel to be prepared for the emergency response. The joint headquarters along with the Louisiana National Guard personnel, helped to mobilize around 2000 people. For the disaster relief operation, the National Guard service of Mississippi prepared its 750 personnel (Pou, 2008). However, on duty employees moved to secure buildings from the fire stations. On the other hand, many firefighters were not present at their duties at the time of massive flooding and storm. There was no actual system of accountability for such personnel. Even some firefighters had left the city to go across the Mississippi River. There were a large number of phone calls to the fire department of New Orleans, but they did not send firefighters to the location of disaster. The director of Emergency Management clearly said that during the storm, they could not put the lives of firefighters at risk. Detail roles within structured command In 2005, Unified Command, as a piece of the National Incident Management System (NIMS), was effectively utilized as a part of the state-government reaction to the cataclysmic debacle caused by Hurricane Katrina in Mississippi. The result of this evolution is a National Response System based on the National Response Plan and the National Incident Management System that is perceived to have failed in the response to Hurricane Katrina. Over the same period, social scientists and other disaster researchers have been documenting and describing the nonstruc- tural factors such as improvisation, adaptability, and cre- ativity that are critical to coordination, collaboration, and communication and to successful problem solving. Finally, describe the challenges that these disasters might present to emergency managers in establishing intergovernmental relationships for response and recovery. A natural hazard is a threat of a naturally occurring event that affects humans in a negative manner. It is called a natural disaster when the hazardous threat actually happens and harms humans. There are several natural disasters that can leave behind a disastrous effort, but for the purpose of this discussion I chose tornadoes. According Sylves, a tornado is a rapidly rotating vortex or funnel of air extending groundward from a cumulonimbus cloud, exhibiting wind speeds of up to 300 mph (pp. 42). The wind force caused by a tornado has the ability to lift and shift massive amount of debris including destroying large objects such as buildings. There is no clear indication according to meteorologists on exactly how tornadoes are formed, but one known fact is the formation comes from thunderstorms. In order for a tornado to exist there are certain conditions that triggers them. Abundant low-level moisture is necessary to contribute to the development of a thunderstorm, and perhaps a cold front or other low-level zone of converging winds is needed to lift the moist air aloft. Most tornadoes are generated in the Central part of North America, known in the area of the Great Plains, but has been known to touch down in many states. Another natural disaster that can be detrimental in nature is a hurricane, especially a category 4 hurricane. Category 4 hurricanes have speeds between 130-156 mph, and with this time of strength can cause catastrophic damage. Amongst the damage that a category 4 hurricane cause, there is also a high risk of injury or death people, livestock, and pets (Cleary, 2016). Specific Policies In 1999, after a tornado torn through Oklahoma and Kansas causing damages to several schools the federal government decided to create a grant that would provide funding for damage prevention projects after a tornado called the FEMA’s Hazard Mitigation Grant Program (HMGP). FEMA’s Hazard Mitigation Grant Program (HMGP) provides grants to states for their use in conducting mitigation activities following a Presidential declaration of a major disaster. HMGP grants are awarded through a cost-sharing arrangement in which the Federal government provides a grant of up to 75 percent of eligible project costs. therefore, a non-Federal contribution of at least 25 percent is required (FEMA, 2002).
