The City of Toronto’s Open Data team is very active online and always ready to support. https://twitter.com/HeatherLeson/status/471100124903776256
There is no way (yet) to measure how open data is working at a municipal level across Canada. This project is coming. There are a few international projects that measure and track open data:

Montreal ouvert is a best practice example in Canada of building local capacity and community engaged with the city - http://montrealouvert.net/
Code for America Brigades are leaders across the US. Gabe asked the question about how we could have Code for Canada Brigades. While there is not Code for All fellowships in Canada (yet). This is a chance for us to consider building that type of best practice model in our country. http://montrealouvert.net/
We asked people to get up and talk with strangers about the content we shared.
Our brief workshop of 50 minutes included a highlight of 40 people breaking into groups of 5 – 7. People created lists and diagrams. We shared these via twitter.
If you have questions about these projects, please contact Heather or Gabe. Thanks to the Mesh team!
