Terms of Reference for Consultant for Profile
1. Background:
Tourism Corporation Khyber Pakhtunkhwa requires the services of
experienced and competentenvironmental consultants / consultancy firm to
conduct environmental feasibility/impact assessment studies as per the
EPA-KP Environmental Protection Act, -2014 and the IEE/EIA Regulation
2000 and Guidelines issued by Pak-EPA for the following tourism
development projects for environmental assessment in different areas of
the province:

2. Modernization, Replacement and Up-gradation of
Existing Chairlift Resort of Ayubia.
3. Tourist Recreation / Sports Facilities / Theme Park at
Kheshki, District Nowshera.
4. Tourist Recreation / Sports Facilities / Theme Park at
Hund, District Swabi.
5. Chairlift Resort Naran - Lake Saiful Maluk.
6. Tourism Resort at Takht Bahi Archaeological site.
The consultant / consultancy firm must be registered with Income Tax and
relevant technical forum and shall have the technical and management
capacity to successfully deliver the task.
2. Objective of the assignment
The objectives of the project as follow:
● Updating of the already published Environmental Profile of Khyber Pakhtunkhwa and
comparison of the previous and current state of environment in the areas of Tourism
projects mentioned in para 1 above are located.
● Updating of the previous data (primary & secondary) regarding forest, agriculture, solid
waste, ambient air, air pollution, water pollution, soil pollution, noise etc through
surveys and analysis with special reference to Tourism projects mentioned in para 1
above.
● Analyzing and consolidation of the primary and secondary data collected from the field
and comparing to find out previous and current trends in the status/degree of pollution,
highlighting the worst scenarios for general awareness in respect of the Tourism projects
mentioned in para 1 above.

● Highlighting of the major causes of environmental issues and its impact on the general
public, health, social and economics in the area of Tourism projects mentioned in para 1
above.
● Updating, publishing and distribution of the updated revised environmental profile
among the stakeholders for taking remedial actions in concerned sector viz-a-viz Tourism
projects mentioned in para 1 above.
3. Scope of Work
The consultant shall / will conduct environmental feasibility/impact assessment studies
as per the EPA-KP Environmental Protection Act, -2014 and the IEE/EIA
Regulation 2000 and Guidelines issued by Pak-EPA for the following tourism
development projects for environmental assessment;

The experts would deliberate on the possibilities and options within the framework
of Pakistan Environmental protection Act as amended from time to time, and
justifiably qualify if the assessment so indicate.
a) Primary Data Collection:
Primary data collection, sampling, laboratory analysis and comparative assessment of parameters
with NEQS and or WHO standards for Air quality, Water quality, Soil quality, and Noise level
across the selected points and districts in Khyber Pakhtunkhwa. The primary data so collected
will be analyzed and interpreted to provide an overall status of environment situation of the
atmospheric, water resources and land pollution in the province. The analysis shall be done from
a certified environmental laboratory in Khyber Pakhtunkhwa or any other recommended by the
Agency in this regards.
The consultant firm shall use its own resources for the field sampling, transportation and analysis
of samples for primary data acquisition. The resources of the EPA or its laboratory shall not be
utilized for analysis or data collection in any case. The total number of samples and sampling
points from each division/district of the province are given below:

b) Secondary Data Collection:
The consultant will collect all secondary data regarding air, water, land pollution in Khyber
Pakhtunkhwa from the existing reports, surveys and published literatures as well as collect
unpublished reports/data from the relevant stakeholders including Federal, Provincial and
District Line Departments, Civil Society Organizations, Research and Academic Institutions
across the country. Secondary data pertaining to the following areas will also be collected by the
consultant for development of the state of environment profile.
● Land Area and Land Use Data on District/Division-wise including Agriculture, Barren,
Mountainous, Forests, Glaciers, Rivers, Canals etc
● Topography data & GIS mapping
● Population data & dynamics
● Industries including Brick kilns, Poultry Farms etc
● Education Statistics
● Health statistics
● Water resources
● Transportation & communication networks
● Agriculture and Livestock’s.
● Irrigation & dams/barrages
● Energy & Power including oil & gas reserves
● Forestation/deforestation

● Biodiversity including Wildlife Sanctuaries, Protected Areas, National Parks, Game
Reserves and others
● Culture and Heritage
● Environmental Sensitive Areas
● Climate /weather, rain fall etc.
● Abnormal Climate Changes
● Disasters Prone Areas & Management
● Solid waste collection and disposal practices
● Wastewater discharges and treatment facilities
● Hazardous wastes & disposal practices.
● Livelihood and income of peoples
● Other development and statistical data regarding environment.
c) Analysis and Presentation of Data:
The primary and secondary data collected so by the consultant will be analyzed in comparison
with previous data in systematic manners to provide the overall trends in environmental
conditions of the province. All data shall be presented in tabulated forms as well as and graphic
presentation to show the latest trends in percentages.
d) Cultural Formation of the Province:
The consultant firm shall collect district wise data of population its distribution, resources
availability to the population and the general demographic distribution of the population.
e) Mapping and Reporting
All primary and secondary data will be presented in tabulated forms and graphical presentation.
GIS mapping shall be done for the whole province and data input in the GIS map will be
presented in the final report indicating land use, forests, agriculture area, barren area, mountains
glaciers, and national parks, protected areas, disaster prone areas, water resources and other
ecologically important areas. Geographical formatting of the data will be done for both primary
and secondary, comparison of previous and new data to highlight the trends in environmental
situation.
f) Stakeholders Consultation:
The consultants will be responsible for stakeholder’s consultation in all stages of the preparation
of environmental profiles starting from data collection, interpretation of data, validation of data
and final sharing of draft report with all stakeholders and confirmation/authentication of data
presented in the final report. The consultant will also be responsible to present the final draft
report and data to all stakeholders in a two seminars/workshop one preliminary and other final to
the stakeholders. The team must be available during the contractual period and for at least 2
months afterwards to meet with the concerned government officials to discuss findings and
recommendations, if required to share and finalize the report and getting the stakeholders
feedback. The feedback from stakeholders shall be incorporated in the final report to be
presented by the consultant to the Client (EPA).
g) Designing & Printing of Report:
The consultants/firm shall be responsible for the designing and color printing of final report and
providing 500 hard copies of the updated revised Environmental Profile along with an electronic
copy to the EPA at the end/completion of the project with all data tables, annexure, appendices
and maps. The Final report will be prepared by consultant and presented on a specified format to
be provided by the client (EPA).

4. Deliverables by Consultants:
The principal output/deliverable at the end of the consultancy will be an updated version of the
Environmental Profile/ State of Environment Report Khyber Pakhtunkhwa printed in English.
Five Hundred (500) hard copies and one soft copy on CD will be provided to the Environmental
Protection Agency, Govt. of Khyber Pakhtunkhwa along with all data, tables, annexure,
appendices and maps etc.
5. Confidentiality of Findings
All interview notes, documents, and information obtained as a result of this study are to be
considered the property of the Environmental Protection Agency, Govt. of Khyber Pakhtunkhwa
and should be handed over to EPA-Khyber Pakhtunkhwa in original and the same should not be
discussed or shared with others without the express consent of the EPA. Similarly findings and
recommendations of the study should not be discussed with any third party without the
expressed, written permission from the Environmental Protection Agency, Govt. of Khyber
Pakhtunkhwa. The Environmental Protection Agency shall reserves the copy rights of the Final
Environmental Profiles Report and the consultants shall not disclose the information and or use
the same for any other purpose without prior approval of EPA, Khyber Pakhtunkhwa.
6. Reporting
The consultancy firm will be contracted by the Environmental Protection Agency, Govt. of
Khyber Pakhtunkhwa and will report to Director General EPA through Chief Analyst, EPA-
Khyber Pakhtunkhwa for guidance and advice if required.
7. Timing of Work
The full and final report is expected to be presented not later than three months following the
signing of the contract. A draft report should be presented at least three weeks before completion
of the project, so it can be reviewed by the Environmental Protection Agency, Govt. of Khyber
Pakhtunkhwa and comments provided to the firm. The firm will meet with EPA’s officials on a
regular basis and present a progress report and discuss findings and work program on monthly
basis.
8. Contractual Matters
Matters of payment for work done and contractual responsibilities of the Environmental
Protection Agency, Govt. of Khyber Pakhtunkhwa and the consultant will be detailed in the
contract as assignment is being carry out for the tourism projects mentioned in para 1,
wherein Tourism Corporation Khyber Pakhtunkhwa has advertised the EIA for its projects
which shall be paid out from their fund.
9. Qualification and experience of consulting firm.

The desired consultancy firm must possess the following qualification and experience:
► The firm must be a registered as consulting firm/corporate entity having national tax number
and paid all applicable Government taxes (proof required).
► The firms has not been declared and or recommended for declaring black-listed by any
Government or Private Organization.
► The firm must have sufficient paid human resources and expertise to carry out the
assignment. Detailed CVs of all the professional team and employees with contact numbers
must be provided to conduct the proposed study. The team leader should posses at least Ph.D
degree in the field of Environment.
► The firm must have at least ten years of relevant experience on environmental issues
particularly in the acquisition of primary and secondary data, development of environmental
reports, policies and documents similar in nature.
► The firm having demonstrated experience of work on national / international projects of
similar nature should be preferred.
► Demonstrated knowledge of relevant environment, climate, development, natural resources
land management and project management aspects.
► In-depth knowledge of and experience with the government agencies and departments and
acquaintance of their allied rules and procedures
► Knowledge of the private sector and NGOs will be desirable as it may relate to the probable
sub-contracting of study.
► The Team must have ability to collect and analyze air, water, noise, and particulate maters
data and should be able to communicate and report writing in English.
► The firm must have demonstrated experience of conducting research and studies, writing
papers, developing reports for similar assignments.
► The team should have ability to work with, hold meetings, and obtain information from
government officials, NGOs, private sector organizations, and other stakeholders.

  • 1. Terms of Reference for Consultant for Profile 1. Background: Tourism Corporation Khyber Pakhtunkhwa requires the services of experienced and competentenvironmental consultants / consultancy firm to conduct environmental feasibility/impact assessment studies as per the EPA-KP Environmental Protection Act, -2014 and the IEE/EIA Regulation 2000 and Guidelines issued by Pak-EPA for the following tourism development projects for environmental assessment in different areas of the province: S# Name of the Projects 1. Theme / Adventure Park in Galliat. 2. Modernization, Replacement and Up-gradation of Existing Chairlift Resort of Ayubia. 3. Tourist Recreation / Sports Facilities / Theme Park at Kheshki, District Nowshera. 4. Tourist Recreation / Sports Facilities / Theme Park at Hund, District Swabi. 5. Chairlift Resort Naran - Lake Saiful Maluk. 6. Tourism Resort at Takht Bahi Archaeological site. The consultant / consultancy firm must be registered with Income Tax and relevant technical forum and shall have the technical and management capacity to successfully deliver the task. 2. Objective of the assignment The objectives of the project as follow: ● Updating of the already published Environmental Profile of Khyber Pakhtunkhwa and comparison of the previous and current state of environment in the areas of Tourism projects mentioned in para 1 above are located. ● Updating of the previous data (primary & secondary) regarding forest, agriculture, solid waste, ambient air, air pollution, water pollution, soil pollution, noise etc through surveys and analysis with special reference to Tourism projects mentioned in para 1 above. ● Analyzing and consolidation of the primary and secondary data collected from the field and comparing to find out previous and current trends in the status/degree of pollution, highlighting the worst scenarios for general awareness in respect of the Tourism projects mentioned in para 1 above.
  • 2. 1 ● Highlighting of the major causes of environmental issues and its impact on the general public, health, social and economics in the area of Tourism projects mentioned in para 1 above. ● Updating, publishing and distribution of the updated revised environmental profile among the stakeholders for taking remedial actions in concerned sector viz-a-viz Tourism projects mentioned in para 1 above. 3. Scope of Work The consultant shall / will conduct environmental feasibility/impact assessment studies as per the EPA-KP Environmental Protection Act, -2014 and the IEE/EIA Regulation 2000 and Guidelines issued by Pak-EPA for the following tourism development projects for environmental assessment; S# Name of the Projects 1. Theme / Adventure Park in Galliat. 2. Modernization, Replacement and Up-gradation of Existing Chairlift Resort of Ayubia. 3. Tourist Recreation / Sports Facilities / Theme Park at Kheshki, District Nowshera. 4. Tourist Recreation / Sports Facilities / Theme Park at Hund, District Swabi. 5. The experts would deliberate on the possibilities and options within the framework of Pakistan Environmental protection Act as amended from time to time, and justifiably qualify if the assessment so indicate. a) Primary Data Collection: Primary data collection, sampling, laboratory analysis and comparative assessment of parameters with NEQS and or WHO standards for Air quality, Water quality, Soil quality, and Noise level across the selected points and districts in Khyber Pakhtunkhwa. The primary data so collected will be analyzed and interpreted to provide an overall status of environment situation of the atmospheric, water resources and land pollution in the province. The analysis shall be done from a certified environmental laboratory in Khyber Pakhtunkhwa or any other recommended by the Agency in this regards. The consultant firm shall use its own resources for the field sampling, transportation and analysis of samples for primary data acquisition. The resources of the EPA or its laboratory shall not be utilized for analysis or data collection in any case. The total number of samples and sampling points from each division/district of the province are given below:

Major urban centers and industrial areas to be specified by EPA. b) Secondary Data Collection: The consultant will collect all secondary data regarding air, water, land pollution in Khyber Pakhtunkhwa from the existing reports, surveys and published literatures as well as collect unpublished reports/data from the relevant stakeholders including Federal, Provincial and District Line Departments, Civil Society Organizations, Research and Academic Institutions across the country. Secondary data pertaining to the following areas will also be collected by the consultant for development of the state of environment profile. ● Land Area and Land Use Data on District/Division-wise including Agriculture, Barren, Mountainous, Forests, Glaciers, Rivers, Canals etc ● Topography data & GIS mapping ● Population data & dynamics ● Industries including Brick kilns, Poultry Farms etc ● Education Statistics ● Health statistics ● Water resources ● Transportation & communication networks ● Agriculture and Livestock’s. ● Irrigation & dams/barrages ● Energy & Power including oil & gas reserves ● Forestation/deforestation
  • 4. 3 ● Biodiversity including Wildlife Sanctuaries, Protected Areas, National Parks, Game Reserves and others ● Culture and Heritage ● Environmental Sensitive Areas ● Climate /weather, rain fall etc. ● Abnormal Climate Changes ● Disasters Prone Areas & Management ● Solid waste collection and disposal practices ● Wastewater discharges and treatment facilities ● Hazardous wastes & disposal practices. ● Livelihood and income of peoples ● Other development and statistical data regarding environment. c) Analysis and Presentation of Data: The primary and secondary data collected so by the consultant will be analyzed in comparison with previous data in systematic manners to provide the overall trends in environmental conditions of the province. All data shall be presented in tabulated forms as well as and graphic presentation to show the latest trends in percentages. d) Cultural Formation of the Province: The consultant firm shall collect district wise data of population its distribution, resources availability to the population and the general demographic distribution of the population. e) Mapping and Reporting All primary and secondary data will be presented in tabulated forms and graphical presentation. GIS mapping shall be done for the whole province and data input in the GIS map will be presented in the final report indicating land use, forests, agriculture area, barren area, mountains glaciers, and national parks, protected areas, disaster prone areas, water resources and other ecologically important areas. Geographical formatting of the data will be done for both primary and secondary, comparison of previous and new data to highlight the trends in environmental situation. f) Stakeholders Consultation: The consultants will be responsible for stakeholder’s consultation in all stages of the preparation of environmental profiles starting from data collection, interpretation of data, validation of data and final sharing of draft report with all stakeholders and confirmation/authentication of data presented in the final report. The consultant will also be responsible to present the final draft report and data to all stakeholders in a two seminars/workshop one preliminary and other final to the stakeholders. The team must be available during the contractual period and for at least 2 months afterwards to meet with the concerned government officials to discuss findings and recommendations, if required to share and finalize the report and getting the stakeholders feedback. The feedback from stakeholders shall be incorporated in the final report to be presented by the consultant to the Client (EPA). g) Designing & Printing of Report: The consultants/firm shall be responsible for the designing and color printing of final report and providing 500 hard copies of the updated revised Environmental Profile along with an electronic copy to the EPA at the end/completion of the project with all data tables, annexure, appendices and maps. The Final report will be prepared by consultant and presented on a specified format to be provided by the client (EPA).

Deliverables by Consultants: The principal output/deliverable at the end of the consultancy will be an updated version of the Environmental Profile/ State of Environment Report Khyber Pakhtunkhwa printed in English. Five Hundred (500) hard copies and one soft copy on CD will be provided to the Environmental Protection Agency, Govt. of Khyber Pakhtunkhwa along with all data, tables, annexure, appendices and maps etc. 5. Confidentiality of Findings All interview notes, documents, and information obtained as a result of this study are to be considered the property of the Environmental Protection Agency, Govt. of Khyber Pakhtunkhwa and should be handed over to EPA-Khyber Pakhtunkhwa in original and the same should not be discussed or shared with others without the express consent of the EPA. Similarly findings and recommendations of the study should not be discussed with any third party without the expressed, written permission from the Environmental Protection Agency, Govt. of Khyber Pakhtunkhwa. The Environmental Protection Agency shall reserves the copy rights of the Final Environmental Profiles Report and the consultants shall not disclose the information and or use the same for any other purpose without prior approval of EPA, Khyber Pakhtunkhwa. 6. Reporting The consultancy firm will be contracted by the Environmental Protection Agency, Govt. of Khyber Pakhtunkhwa and will report to Director General EPA through Chief Analyst, EPA- Khyber Pakhtunkhwa for guidance and advice if required. 7. Timing of Work The full and final report is expected to be presented not later than three months following the signing of the contract. A draft report should be presented at least three weeks before completion of the project, so it can be reviewed by the Environmental Protection Agency, Govt. of Khyber Pakhtunkhwa and comments provided to the firm. The firm will meet with EPA’s officials on a regular basis and present a progress report and discuss findings and work program on monthly basis. 8. Contractual Matters Matters of payment for work done and contractual responsibilities of the Environmental Protection Agency, Govt. of Khyber Pakhtunkhwa and the consultant will be detailed in the contract as assignment is being carry out for the tourism projects mentioned in para 1, wherein Tourism Corporation Khyber Pakhtunkhwa has advertised the EIA for its projects which shall be paid out from their fund. 9. Qualification and experience of consulting firm.
  • 6. 5 The desired consultancy firm must possess the following qualification and experience: ► The firm must be a registered as consulting firm/corporate entity having national tax number and paid all applicable Government taxes (proof required). ► The firms has not been declared and or recommended for declaring black-listed by any Government or Private Organization. ► The firm must have sufficient paid human resources and expertise to carry out the assignment. Detailed CVs of all the professional team and employees with contact numbers must be provided to conduct the proposed study. The team leader should posses at least Ph.D degree in the field of Environment. ► The firm must have at least ten years of relevant experience on environmental issues particularly in the acquisition of primary and secondary data, development of environmental reports, policies and documents similar in nature. ► The firm having demonstrated experience of work on national / international projects of similar nature should be preferred. ► Demonstrated knowledge of relevant environment, climate, development, natural resources land management and project management aspects. ► In-depth knowledge of and experience with the government agencies and departments and acquaintance of their allied rules and procedures ► Knowledge of the private sector and NGOs will be desirable as it may relate to the probable sub-contracting of study. ► The Team must have ability to collect and analyze air, water, noise, and particulate maters data and should be able to communicate and report writing in English. ► The firm must have demonstrated experience of conducting research and studies, writing papers, developing reports for similar assignments. ► The team should have ability to work with, hold meetings, and obtain information from government officials, NGOs, private sector organizations, and other stakeholders.
