Policy News
 National Highway length to increase to 1.5 lakh km
The government has announced the addition of 50,000 km of National Highways to increase the total
length to 1.5 lakh km by the year end. Further, 10,000 km of highways will be widened to four lanes from
the existing two lanes in the next two years. The construction pace of the project will also be raised to 14
km a day from the previous pace of 2 km a day.
 Resting areas for Highway drivers
The Andhra Pradesh government plans to have resting areas for drivers at intervals of every 100 km on
the state’s National Highways. The resting zones will have all amenities including lounges, parking spaces,
commercial complexes and toilets. The initiative is being taken to bring down the number of accidents in
the state. The state government has allocated INR 10 crore as Road Safety Fund.
 Underpasses, ladders for animals on NH 17
The Maharashtra government intends to rebuild a 2 km four-lane section of the Panvel-Goa-Kochi
Highway - NH17, which passes through the Karnala bird sanctuary near Panvel. It is currently a two lane
highway. To ensure the safety of wild animals, the new highway will have facilities for animals, including
five monkey ladders on top of the highway and seven big leafy underpasses, each three-by-three-metre
wide, for animals to cross over to the other side of the lane. These will be layered with natural soil to
resemble natural caves. The INR 20 crore project aims to keep the natural habitat intact, which otherwise
gets negatively impacted by the presence of a road in the jungle.
 Andhra Pradesh to develop 10 new ports
The Andhra Pradesh government intends to construct 10 new ports in the state as part of the Andhra
Pradesh Reorganisation Act. The state has 974 km long coastline. The ports are - Narsapur Port,
Ramayapatnam Port, Bhavanapadu Port, Meghavaram Port (captive), Kakinada SEZ Port (captive),
Nakkapalli Port (captive), Machilipatnam Port, Nizampatnam Port, Vodarevu and Dugarajapatnam Port.
However, legal issues regarding Vodarevu and Nizampatnam ports are pending.
 ‘Housing for All by 2022’ mission identifies 305 cities and towns
The 'Housing for All by 2022' mission has identified 305 cities and towns across 15 states to construct
homes for the urban poor. These states have signed a Memoranda of Agreement (MoA) with the Ministry
of Housing and Urban Poverty Alleviation and have agreed to the implementation of six mandatory
reforms essential to make the mission successful. Out of 305 cities and towns, 74 are in Madhya Pradesh,
40 in Rajasthan, 30 in Gujarat, 36 in Chhattisgarh, 42 in Odisha, 19 in Jammu and Kashmir, 34 in
Telengana and 15 each in Jharkhand and Kerala. The states who have signed MoA are Bihar, Manipur,
Andhra Pradesh, Mizoram, Uttarakhand and Nagaland.

2.  Easy exit options to release additional funds
Easy exit options for infrastructure companies that have invested in public private partnership (PPP) will
release about INR 4,000 crore, according to India Ratings and Research. With the full exit option after two
years of construction, companies can invest the released amount in retiring debt or in other projects. The
option will also create mergers and acquisitions opportunities. Of the 86 completed projects under PPP,
amounting to nearly 5,200 km, INR 4,000 crore of residual equity can be released under the proposed
exit option.
 Major port in Colachel coming up
The Union Government intends to build a port in Colachel, in Kanyakumari district, in the southernmost
tip of Tamil Nadu. A Special Purpose Vehicle (SPV) will be created for the project, estimated at INR 21,000
crore. The project will be developed in three phases and the port is expected to be completed in three
years. Spread over 500 acres of reclaimed land, the port will handle about 1.7 million tonnes of goods,
making Colachel a major transshipment gateway of the country.

 Ministry to procure aircraft
The Ministry of Road Transport and Highways is considering the procurement of a chopper and a small
fixed-wing aircraft through its two departments – the National Highways and Infrastructure Development
Corporation (NHIDCL) and the National Highways Authority of India (NHAI). NHAI’s fixed-wing aircraft will
be used across the country, while the chopper will be used in the north-east region to monitor ongoing
highway works and to assess the condition of the road across the country.
 DMIC to double employment potential and triple industrial output
The Delhi Mumbai Industrial Corridor (DMIC) project aims to double the job potential, triple industrial
output and quadruple exports in the coming seven to nine years. The project will be developed on both
sides of Western Freight Corridor as a global investment and manufacturing destination. The DIMC is
being developed in stages and is taking up eight investment regions, initially. The purpose of the project is
to create a strong economic base with modern infrastructure and global competitive environment, which
will enhance investments, activate local commerce and add impetus to sustainable development.

 Brookfield Asset Management to buy nine projects
Canadian firm Brookfield Asset Management led consortium will buy six road projects and three power
projects from Gammon India for INR 3,000 crore. The transaction, comprising debt and equity, will be
one of the biggest deals in road projects. It is expected to be followed by numerous infrastructure deals
in the country, as it indicates the interest level of the foreign investors in this sector. The deal will also
encourage other Indian companies to bid for more infrastructure projects. This is Brookfield’s first major
investment in India’s infrastructure sector.

3.  East Delhi to get 8,000 flats soon
Two new infrastructure projects will offer 8,000 flats in East Delhi – 3,000 in Karkardooma and 5,000 in
Trilokpuri. Both the projects will have commercial and residential spaces, built on TOD (transit-oriented
development) guidelines. The projects will be totally green with landscaped parks, green areas and
complete recycling of waste, including plastic. Labelled as smart cities, they will be built near metro
stations. The project cost of the two are INR 5,000 crore and INR 2,000 crore for Karkardooma and
Trilokpuri, respectively. The National Buildings Construction Corporation (NBCC) has undertaken the
project and aims to complete it within five years.
 600 km expressway to connect Delhi and Katra
The Ministry of Road Transport and Highways has announced to build a 600 km expressway between
New Delhi and Katra, to smoothen the movement of pilgrims to Vaishno Devi. The stretch, estimated at
INR 15,000 crore, will be India’s longest expressway and will reduce the journey time between New Delhi
and Katra to five-six hours from the current 11-12 hours. Passing through Punjab, Haryana and Jammu
and Kashmir, the project will be based on a hybrid annuity model with 40 percent of the cost borne by
the government. The governments of Punjab, Haryana and Jammu & Kashmir together with the Union
Government will discuss the alignment of the proposed expressway and which towns to connect.
