1. UNITED JOB CREATION INITIATIVE
RESOLUTION FOR CONSTRUCTION EMPLOYMENT OPPORTUNITIES FOR LOCAL AND DISENFRANCHISED LOCAL RESIDENTS
Whereas we live in the greatest nation on earth yet many of our communities suffer from the anguish of poverty, homelessness, recidivism, gang violence,
unemployment, economic disenfranchisement and despair;
Whereas the lifting of one distressed community lifts the standard of life in all of our communities;
Whereas the process of rehabilitation is an ongoing process that continues well beyond completion of a treatment or training program, and many of our marginalized
citizenry have the motivation and sincere desire to make meaningful changes in their lives but have minimal access to meaningful career-track employment
opportunities;
Whereas construction activity in our area is immense with billions of dollars slated for building and renovation, creating a need for skilled craft workers on both public
and private projects, and within the ranks of organized labor;
Whereas the workforce needs of contractors creates a unique opportunity to address the needs of our local and marginalized citizenry;
Whereas a well trained and skilled local construction craft workforce is essential to our labor infrastructure, and to our ability to perform much needed local
construction improvements which are critical to the furtherance of building our local economies; and
Whereas we recognize the importance of making the commitment to invest in our collective community for increased and ongoing prosperity: now, therefore, be it
Resolved by the undersigned that a formal request is made to the County of Los Angeles, and all local cities, municipalities and political subdivisions therein to adopt
legislation, create project labor agreements, create mandatory contract templates, or by any means necessary, institute measures and procedures to insure that all
construction, whether private or public, contains the following local and at-risk hiring provisions:
Definitions
• Local is defined as all residents 18 years or older within a three-mile radius of the construction site. If no qualified individual is found within the three-
mile radius, a qualified individual may be selected from a pool within the political subdivision or other negotiated area.
• At-risk is defined as any resident 18 years of age or older within the political subdivision or other negotiated area and has a minimum of one of the
following at-risk factors:
1) did not complete high school
2) history of substance abuse
3) household income below median
4) homeless
5) welfare recipient
6) history of involvement with the justice system
7) ex-gang affiliated
8) chronically unemployed
• Entry Level Position is a position filled by a person with 0 to 2080 hrs of experience in the trade in question.
• Public Works Project is any project having a contract value of $500,000 or more and utilizing government or tax dollars to pay for any part of
construction.
• Private Construction Project is any project having a contract value of $1,000,000 or more that does not use any government or tax dollars to pay for
construction.
Mandated Man-Hour Percentages
• Public Works Projects
1) A minimum of 50% of all man-hours expended on any public works project must be held for Local residents.
2) A minimum of 20% of all Local man-hours expended on any public works project must be held for At-risk residents: those with multiple at-risk
factors to receive priority service/placement consideration.
3) A minimum of 20% of all Local man-hours expended on any public works project must be entry level positions available to Local residents.
• Private Construction Projects
1) A minimum of 50% of all man-hours expended on any private construction project must be expended by Local residents.
2) A minimum of 20% of all Local man-hours expended on any private construction project must be held for At-risk residents: those with multiple
at-risk factors to receive priority service/placement consideration.
3) A minimum of 20% of all man-hours expended on any private construction project must be entry level positions available to Local residents.
Compliance
• Establish mechanisms for compliance to insure that requirements are being met
1. Establish financial penalties for noncompliance.
2. Establish “Finding of Noncompliance” and prohibit non-cooperative contractors and builders from building future projects in our area.
Youth Employment
• Establish construction training/employment programs for at-risk youth ages 18-24 years of age.
Funding Support
• Establish funding mechanisms for organizations that support client preparation in this effort.
• Establish funding mechanisms for the oversight committee.
Oversight Committee
• Assist in the establishment and recognition of an oversight committee comprised of members of the community who will have access to applicable
records to verify compliance, and have the following duties and responsibilities:
1. Provide oversight of the implementation of this initiative.
2. Provide progress reports to the political subdivisions and the public concerning implementation of this initiative.
3. To create and maintain staff to assist in implementing this initiative.
