2. • Created in 2000 in response to the
widespread reports of corruption
• Specialized in expenditure monitoring/
program implementation monitoring from
2000-2007
• Expanded its work, linking service delivery
monitoring at local to broader policy and
institutional reforms at the national level
• Currently rebooting to an action research
organization embedded in a citizen

3. Characteristics of corruption
• Corruption is a systemic problem that evolves and adapts
• Fight against corruption is political. There are vested interests that
benefit from corruption at all levels (systemic). ‘Losers’ from corruption,
however, remain abstract and general: “people,” “country,”
“government”
• Not many proposed solutions today are new. Problem is learning: how
proposed solutions are put to action. Needs to think hard of how to
change top-down approaches.
• Anti-corruption efforts need to be sustainable and capable of learning to
adapt, evolve, transform. It needs to employ a multi-level convergent
‘eco-systemic’ approach to accountability that centers on citizens.

5. G-Watch Consortium
G-Watch consortium is composed of 13 civic
formations (8 G-Watch core groups and 5 partner
CSOs), present in at least nine regions linked to
key national and local government institutions,
CSOs and social movements all over the country.
• 8 G-Watch core groups: San Miguel, Bohol;
Dumaguete; S. Leyte, Puerto Princesa; Samal;
Tacloban; Cebu; Bacolod
• 6 national/ regional CSO Partners: NCPC, IWAG,
DAMPA, RIGHTS, TWLOI
• Priority (2017-2019): Use of strategic approaches
on accountability in key poverty reduction
programs

6. G-Watch Center
• Serves ‘constituencies’ in advancing research and action agenda
collectively identified and/or set based on shared analysis of
national situation with clear link to change mandate
• Co-produces knowledge products to engage agenda-setting,
policy discussions and knowledge development at the national
and international levels
• What we do/ produce exactly: Learning/ analytical
accompaniment, Papers on strategies, Policy research,
Situationer analysis, Generating support for shared research
and action agenda through alliance-building
• Agenda: democratic deepening though strengthened
accountability and citizen empowerment
