- 3. 3 EAC developed the 2011 Economic Strategic Plan with guiding principles and 15 strategies; endorsed by BOS in 2011. The 2011 Plan identified vision and goals to guide economic development, strategies to achieve goals, and actions to be refined as implementation occurred over time. A number of efforts have been implemented and are on-going. Staff and the EAC-IC are reviewing that work, expanding on the vision, organizing goals under overarching thematic areas, and developing an Action Plan and metrics to guide our efforts. June 10, 2014 5 Strategic Plan to Facilitate the Economic Success of Fairfax County Why the renewed focus? • Office vacancy rates up – Trend toward smaller office footprint (less square footage per employee) – Government contractors have consolidated operations • Fewer federal jobs due to recession and sequestration – Federal payroll is down • Job losses have been recovered, but in new, more diverse sectors of the economy, such as health care, retail, and hospitality

Strategic Plan to Facilitate the Economic Success of Fairfax County Leveraging Our Success June 10, 2014 11 • Activity Centers, Transit-Oriented Development • Encourage growth in mixed-use activity centers • Encourage and facilitate revitalization of aging commercial and residential areas • Fairfax is 2nd largest suburban office market in the United States with 114m sq. ft. of office space • Tysons (26m), Reston (20m), and Merrifield (10m) have, or will have access to the Metrorail system • Place Making • A number of development projects under construction • Fairfax County addressing market-demand for transit accessible housing • Retail Sector • Opportunities for retail at all levels, from small local shops to largest indoor mall in the Washington, D.C. region • Retail employment accounts for 8% (4th largest employment sector)

Diverse Population Cultural and Recreational Opportunities Available and Affordable Housing Skilled and Competitive Workforce 14June 10, 2014 People We will be a magnet for the best prepared and best educated workforce in the country. We will support and adopt policies that support residents and employees of a variety of ages, abilities, and experiences. Our system of education will be of the highest quality from pre-school through post-secondary and continuing learning programs in order to attract and serve all people and businesses and to provide for a skilled workforce and opportunities at all levels. We will have a variety of housing opportunities available to those looking to live in the County and will encourage people to both live and work here. We will embrace the diversity of the County’s populations, neighborhoods and business communities. We will have a full spectrum of cultural, art and institutional opportunities that support a diverse community and foster social interaction. We will focus our growth in activity centers that facilitate efficient delivery of services and protect existing residential neighborhoods. We will protect the environment by preserving air and water quality, minimizing energy use, and having a broad range of open space and recreational amenities to support the needs of our residents and employees.
