W dążeniu do realizacji celów Rady Europejskiej w zakresie działań zewnętrznych traktat lizboński stworzył nowy kontekst instytucjonalny. Opiera się on na wzroście zarówno potencjału jak i ambicji RE, które może realizować ona przez wykorzystanie pełnej gamy instrumentów i zasobów – w dążeniu do działań bardziej skutecznych i o większym znaczeniu strategicznym. Uznano zatem, że koncepcje i zasady regulujące kompleksowe podejście Rady Europejskiej zyskać muszą rangę zasad przewodnich działań zewnętrznych UE we wszystkich dziedzinach, w szczególności w odniesieniu do bezpieczeństwa, zapobiegania konfliktom i reagowania w sytuacjach kryzysowych. Z tego względu Rada Europejska określiła szereg konkretnych działań, które podejmuje, dążąc do osiągnięcia coraz bardziej kompleksowego podejścia w polityce i działaniach z zakresu stosunków zewnętrznych. Dla realizacji tego zadania (co precyzyjnie analizuje powyższy tekst) zajęto się wszystkimi aspektami zagrożeń dla bezpieczeństwa płynących z konfliktów i kryzysów zewnętrznych – od wczesnego ostrzegania i gotowości, poprzez zapobieganie konfliktom oraz reagowanie i zarządzanie kryzysowe, aż po wczesny etap wychodzenia z kryzysu oraz budowania stabilizacji i pokoju. Zdaniem Rady Europejskiej – co wykazuje niniejszy tekst – konieczność wzajemnie uzupełniających się interwencji w obszarach bezpieczeństwa zewnętrznego i zagrożeń dla Unii Europejskiej jest efektem nowych problemów międzynarodowych w skali globalnej. Rada Europejska konsekwentnie podkreśla, że bezpieczeństwo jest niezbędnym warunkiem stabilności UE i że trwały pokój nie jest możliwy bez rozwoju i eliminacji zagrożeń i ryzyk. Dla Rady Europejskiej tworzenie i wzmacnianie warunków politycznych, społecznych i gospodarczych dla stabilności ma zasadnicze znaczenie dla bezpieczeństwa i jest warunkiem wstępnym zmian w unijnej polityce zewnętrznej. Ta współzależność między bezpieczeństwem i stabilnością odgrywa kluczową rolę w zwiększaniu skuteczności działań zewnętrznych UE. Każde państwo, które dąży do zapewnienia bezpieczeństwa i pokoju, musi posiadać lub nabyć odpowiednie zdolności we wszystkich istotnych obszarach, w tym w obszarze bezpieczeństwa i obrony. Umożliwi to nie tylko ustabilizowanie sytuacji na świecie, ale również przyczyni się w sposób konstruktywny do zaprowadzenia pokoju, uzyskania stabilizacji i zapobiegania kryzysom. Na przestrzeni ostatnich lat UE w coraz większym zakresie wspierała tę współzależność między bezpieczeństwem i antykryzysową stabilnością, prowadząc interwencje w różnych obszarach polityki unijnej i korzystając z różnych instrumentów. Działania te obejmują m.in. dostęp do instrumentów międzynarodowych, dialog polityczny, współpracę techniczną (w tym wspólne badania naukowe i innowacje) oraz szkolenia (transfer wiedzy oraz rozwój umiejętności).

The project aims at the identification of specific problems the new member states are facing after their accession to the EU and on the basis of this, at proposing priority areas for common action on European level that might involve: • Amendment of current common EU policies; • Deliberation on issues outside the scope of common policies that might necessitate common action on EU level; • Refraining from the adoption of common EU policies on issues that are considered to be addressed best at national level. Eleven subsections/policy areas (Subsection B1 – Subsection B11) should be examined byn order to identify existing and/or potntial post-accession “problem areas”. The analysis of each subsection (policy area) should conclude with: Assessment of the existence or non-existence of EU leverage after the accession and its reform potential compared to the pre-accession period. In case there is no EU-leverage, the Expert should realistically examine the possibility and consequences of introducing such a mechanism if relevant. In case there is EU leverage, the Expert should assess its efficiency and effectiveness. In case it is negatively assessed, the Expert should consider if there is a necessity of abstaining from a common EU policy? On the basis of the above considerations, the Expert should summarize if for the effective problem-solving in the respective policy area there is a need for: • the introduction of EU leverage mechanisms in the form of a new common EU policy; • the reform of an existing EU leverage mechanisms in order to improve its efficiency and effectiveness (and specify how exactly); • abstaining from an adoption of a common EU policy.

Syngulon’s technology expands the capacity for selection of microorganisms. The ability to select individual microbes with a behavior of interest is essential, whether for simple cloning at the bench, or for industry-scale production. Synthetic biology uses the concept of “bioengineering” to improve or modify existing genetic systems to create microbes with desired behaviors, and Syngulon uses this approach to develop its selection technologies. This selection technology is based on bacteriocins, ribosomally-produced peptides naturally made by most bacteria to kill competitive microbial species. These bacteriocins can have a limited or wide target range against other microbial species. This technology offers advantageous over antibiotic selection for several reasons: it avoids the use of antibiotics in the first place, helping to reduce the spread of antibiotic resistant microbes. The technology also increases product yield; as bacteriocins are generally smaller peptides, they do not impose a heavy metabolic burden on the producing cell. They can have a wide target specificity, helping to avoid genetic drift. Finally, our system is 100% plasmid-based (e.g. without chromosomal mutations), making it applicable for use in any E. coli strains.
