  finding

many	
  Gr12	
  courses	
  only	
  available	
  on-­‐line).	
  And	
  I	
  shouldn't	
  have	
  to	
  send	
  my	
  child	
  to	
  a	
  religious	
  based	
  
school	
  in	
  order	
  to	
  have	
  her	
  close	
  to	
  home	
  for	
  extra-­‐curricular	
  or	
  ayer-­‐school	
  work,	
  or	
  in	
  order	
  to	
  have	
  
access	
  to	
  a	
  broad	
  range	
  of	
  school	
  courses	
  and	
  ac5vi5es.	
  We	
  feel	
  like	
  2nd	
  class	
  ci5zens,	
  being	
  bussed	
  out	
  to	
  
an	
  old	
  school	
  with	
  old	
  facili5es,	
  and	
  dwindling	
  both	
  in	
  popula5on	
  and	
  academic	
  programs.”

  need

  Public	
  English	
  H.S.	
  ASAP.

  numbers	
  at	
  South	
  Carleton	
  are	
  never	
  going	
  
to	
  max	
  out	
  if	
  everyone	
  keeps	
  switching	
  their	
  children	
  to	
  the	
  Catholic	
  system.”

  several	
  soccer	
  pitches,	
  etc,	
  etc....	
  Yet	
  my	
  kids	
  
will	
  either	
  need	
  to	
  leave	
  their	
  community	
  to	
  go	
  to	
  high	
  school	
  or	
  we	
  will	
  have	
  to	
  choose	
  to	
  switch	
  to	
  the	
  
catholic	
  school	
  board	
  which	
  rankles	
  me	
  like	
  you	
  wouldn't	
  believe.”

Heart

  so	
  full	
  that	
  they	
  may	
  build	
  a	
  second	
  Catholic	
  high	
  school	
  before	
  the	
  public	
  system	
  gets	
  even	
  one	
  
and	
  since	
  they	
  are	
  both	
  publicly	
  funded,	
  it's	
  only	
  fair	
  that	
  they	
  look	
  at	
  the	
  overall	
  picture	
  and	
  not	
  just	
  see	
  
each	
  board	
  in	
  isola5on.”

  real	
  sore	
  spot	
  with	
  me	
  about	
  a	
  S56sville	
  high	
  school.	
  	
  At	
  this	
  point	
  it	
  really	
  doesn't	
  ma6er	
  
what	
  you	
  do,	
  it	
  should	
  have	
  been	
  done	
  years	
  ago	
  and	
  my	
  kids	
  will	
  have	
  graduated	
  by	
  the	
  5me	
  a	
  high	
  
school	
  is	
  built	
  here	
  which	
  is	
  very	
  unfortunate.

  • 2. “I  have  lived  in  the  area  of  S56sville  since   1999.  These  discussions  were  going  on  then   with  city  counsellors  and  school  boards.  I   really  didn't  pay  much  a6en5on  because  I   really  thought  high  school  was  so  far  off  for   my  newborn  son  that  a  school  would   definitely  be  built….     He  will  be  done  high  school  in  2  years     and  [there’s]  no  school.     16  years  ago  and  s5ll  nothing  done…”                -­‐  Kathy   2

Historical  Context   •  S56sville  students  travel  up  to  20  km  one  way  to  a6end  a   public  high  school  in  Richmond  –  a  more  rural  community   to  the  south  of  S56sville   •  S56sville  residents  have  been  asking  for  a  public  high   school  for  over  20  years     –  The  need  for  a  new  high  school  in  S56sville  was  first  formally   iden5fied  by  the  OCDSB  in  2006   •  By  2016,  S56sville  will  have  two  catholic  schools   –  Sacred  Heart  –  40%  of  its  popula5on  are  non-­‐Catholic  and  it  is   currently  exceeding  capacity   •  Indica5on  that  the  OCSB  will  recommend  another  catholic  HS  in   S56sville  within  the  next  5  years   •  French  catholic  HS  to  open  in  2016   4

Business  Case   •  S56sville  is  one  of  fastest  growing  communi5es  in  Ontario   –  Popula5on:  2006:  18,950;  2015:  approx.  30,000;  2023:  projected  70,000   –  Richmond’s  popula5on  also  growing  by  over  14%   •  600+  S56sville  students  travel  1.5hrs  by  bus  to/from  SC   –  No  public  transporta5on  op5ons   –  Costs  the  Ministry  approx.  $1  million  annually   •  Zoning  prac5ces  working  against  a  public  high  school  in  S56sville   –  New  housing  developments  in  S56sville  have  been  zoned  differently   •  New  homes  built  west  of  Robert  Grant  Ave  zoned  to  South  Carleton  high   school  BUT  those  east  are  zoned  to  Kanata  (AY  Jackson  –  a  school  over   crowded  and  asking  for  expansion  money)   •  Kids  play  sports  in  S56sville  but  are  zoned  to  Kanata  for  school   •  Rezoning  to  South  Carleton  would  allow  the  school  to  reach  capacity     •  S56sville  is  only  community  of  our  size  without  a  public  high   school   5

In  the  Words  of  S56sville  Residents…   •  “The  decision  to  a6end  Sacred  Heart  or  Goulbourn  and  then  South  Carleton  is  a  huge  source  of  anxiety  for   many  middle  school  and  then  high  school  students.  Students  want  to  stay  with  their  best  friends.  Some   parents  let  their  children  decide  and  some  parents  decide  for  them.  Our  family  has  had  many   conversa5ons  about  this  when  my  son  was  going  into  middle  school  and  again  now  as  he  is  finishing  grade   8.  He  is  upset  that  he  is  losing  friends  at  every  transi5on  to  the  Catholic  board.”   •  “Last  child  had  to  a6end  South  Carleton  as  there  was  no  English  high  school  in  S56sville.  He  was  not  able   to  par5cipate  in  any  extra  curricular  ac5vi5es  due  to  distance  and  lack  of  transporta5on  as  both  parents   worked  in  downtown  O6awa.”   •  “Problem  is  not  limited  to  us  wan5ng  a  public  high  school;  it's  that  many  schoolmates  switch  to  the   Catholic  high  school  star5ng  in  Grade  6  or  8,  thus  children  lose  their  peers  and  friends.    The  popula5on  at   S.  Carleton  con5nues  to  shrink  so  less  courses  are  offered  (as  my  daughter  in  Gr.11  is  finding  out,  with   many  Gr12  courses  only  available  on-­‐line).  And  I  shouldn't  have  to  send  my  child  to  a  religious  based   school  in  order  to  have  her  close  to  home  for  extra-­‐curricular  or  ayer-­‐school  work,  or  in  order  to  have   access  to  a  broad  range  of  school  courses  and  ac5vi5es.  We  feel  like  2nd  class  ci5zens,  being  bussed  out  to   an  old  school  with  old  facili5es,  and  dwindling  both  in  popula5on  and  academic  programs.”   15  
  • 16. •  “…It  is  insane  to  think  that  a  French  H.S.  was  approved  for  such  a  small  enrollment  popula5on,  and  there   will  probably  be  a  2nd  Catholic  school  built  before  we  see  an  English  speaking  public  high  school.   Something  has  to  be  done  to  get  the  Bureaucrats  to  pull  their  heads  out  of  the  sand,  and  take  a  look  at   reality.  We  ABSOLUTELY  need  a  Public  English  H.S.  ASAP.  The  numbers  at  South  Carleton  are  never  going   to  max  out  if  everyone  keeps  switching  their  children  to  the  Catholic  system.”   •  “Even  though  my  children  are  and  will  be  in  the  catholic  board  I  s5ll  firmly  believe  there  needs  to  be  a   public  school  as  well.  I'd  prefer  if  the  catholic  school  had  kids  there  for  the  right  reason  (beliefs)  rather   than  purely  because  there  is  no  other  choice.”   •  “It  is  very  frustra5ng  that  this  problem  is  s5ll  around.  A  S56sville  public  high  school  has  been  discussed  for   decades  now.  In  a  con5nually  growing  community  such    as  ours  it  is  tragic  that  we  can  walk/bike  to  get   groceries,  to  the  library,  to  the  den5st  and  eye  doctor's,  to  several  soccer  pitches,  etc,  etc....  Yet  my  kids   will  either  need  to  leave  their  community  to  go  to  high  school  or  we  will  have  to  choose  to  switch  to  the   catholic  school  board  which  rankles  me  like  you  wouldn't  believe.”   •  “The  long  commute  for  our  3  children  a6end  South  Carleton  is  not  an  op5on  for  High  School  and  as  a   result  we  are  forced  to  send  our  children  to  Sacred    Heart.  Definitely  not  ideal  for  families  not  wan5ng   Catholic  schooling  -­‐  which  I  believe  includes  many  families  in  S56sville.”   In  the  Words  of  S56sville  Residents…   16  
  • 17. •  “If  we  want  a  public  high  school  before  a  second  Catholic  high  school  is  built  in  S56sville,  the  OCDSB  and   the  Ministry  must  take  into  considera5on  all  of  the  students  who  switch  from  the  public  to  the  Catholic   system  in  grade  7  and  grade  9.  Although  we  can  encourage  parents  and  students  to  stay  in  the  public   system,  many  will  s5ll  switch  and  we  won't  achieve  the  numbers  we  need  for  years  and  years.  Sacred   Heart  is  so  full  that  they  may  build  a  second  Catholic  high  school  before  the  public  system  gets  even  one   and  since  they  are  both  publicly  funded,  it's  only  fair  that  they  look  at  the  overall  picture  and  not  just  see   each  board  in  isola5on.”   •  “I  believe  it  is  cri5cal  for  residents  of  S56sville  to  have  a  public  high  school  for  our  children  so  that  they   can  a6end  within  our  community  for  a  mul5tude  of  reasons.  I  feel  so  strongly  about  this  that  I  will  switch   to  the  catholic  board  at  either  7th  or  9th  grade  for  my  children.”   •  “To  be  totally  honest  I  a  very  disappointed  in  the  O6awa  Carleton  school  board  and  our  school  trustee.    I   work  downtown  and  I  have  to  say  to  have  any  appointments  for  my  kids  I  pre6y  much  end  up  taking  a  day   off  work  to  go  to  these  appointments  due  to  the  inconvenience  of  them  a6ending  high  school  so  far  away.     I  have  2  daughters  remaining  at  South,  one  currently  in  gr  11  and  the  other  in  gr  9.    As  you  can  tell  you   have  touched  a  real  sore  spot  with  me  about  a  S56sville  high  school.    At  this  point  it  really  doesn't  ma6er   what  you  do,  it  should  have  been  done  years  ago  and  my  kids  will  have  graduated  by  the  5me  a  high   school  is  built  here  which  is  very  unfortunate.  “     •  And  many  more…   In  the  Words  of  S56sville  Residents…   17
