Kelly Yearick, Senior Program Manager at Forth gave this presentation at Forth Roadmap Win Federal Funding for Electric Mobility in Your Community workshop on Monday, May 15, 2023.
3. Lead with Listening
If we apply a targeted universalism approach to
our program design, programs will work better
for all communities and will maximize the
economic benefits of electrification
BUT
We must engage with these communities to
develop solutions that meet their needs

4. Assessing Community Needs
4
• Start by seeking to understand the problem, not the solution
• Strategies before starting a project include: collecting baseline data,
pursuing planning grants, conducting needs assessments, completing
community surveys
• Be aware of community outreach vs meaningful engagement
• Build partnerships with community-based organizations
• Invest your time fostering relationships
• Compensate them for their time and expertise
• Assessment should continually inform program design
• Be transparent and upfront about what you can and cannot do/commit to
