This document is an outline strategic development plan for a proposed Digital Medicine Research
Centre to be founded in the East Midlands of the UK as a collaboration between the International
Society of Digital Medicine based in Chongqing, China and a consortium of UK partners involved in
Digital Medicine Research and Development.
About Digital Medicine
Digital Medicine is a fast-growing emerging multidisciplinary activity born out of the impact of
disruptive digital technologies on the science and practice of medicine. Digital Medicine can be
defined as having 3 components in the science, practice and study of:-
The use of digital technologies in the diagnosis, prevention and treatment of medical
conditions
The more general use of digital technologies in the science and practice of medicine
The impact of digital technologies on the science and practice of medicine.
UKDMRC Mission
The UKDMRC will seek to establish itself as an International Centre of Excellence and thought leader
in the science, practice and study of Digital Medicine. It will collaborate in partnership with the
International Society of Digital Medicine with the aim of achieving a positive global impact on the
sustainable health and wellbeing of all citizens
Its principal objectives will be:-
To establish an understanding and acceptance digital medicine as a discrete multidisciplinary
activity and to leverage its potential for improved health and wellbeing
To act as the European Hub of the International Society of Digital Medicine (ISDM)
To facilitate greater collaboration between the IT industry and Medical Professionals
To help shape the future of the use of digital technologies in medicine
To share best practices and create development opportunities for its stakeholders
To develop a digital medicine roadmap tool and methodology
To create and support publishing and speaking opportunities for its stakeholders
To stimulate innovation and enterprise in digital medicine science and practices
To contribute to the development of ISDM on the global scale technically and economically.
To develop and obtain accreditation for Digital Medicine higher education modules and
postgraduate qualifications
UKDMRC Activities and Objectives
The UKDMRC will seek to achieve the following outcomes in its first year :-
Build a Consortium of Partners in The East Midlands of the UK who will act as an Advisory
Board and Founding Members of a UK ISDM Council with representation from :-
o Medilink
o East Midlands Universities
o NHS
2. o Medical and Pharmaceutical Industry
Co-Author a Book on Digital Medicine in collaboration with ISDM thought leaders
Organise a UK Health Information Technology (HIT) Challenge as part of the International HIT
Challenge Competition whose finals are held in Asia
Develop a Digital Medicine Roadmap tool and methodology to support the strategic
development of digital medicine.
Host an annual meeting of the European Chapter of ISDM
Organise 4 meetings of the UK Chapter of ISDM
Secure funding to co-ordinate at least one Digital Medicine Research Project
Produce a regular E-Newsletter for electronic distribution to all ISDM European Chapter
Members
UKDMRC Funding and Sustainable Development
The UKDMRC is a start-up venture which requires limited initial seed funding to become self-
financing and profitable within 1 year. The objective is to establish a lean low-cost/high impact
organisation committed to the development of its stakeholders. Its Research activities will be
focused on knowledge sharing, partnership brokering and forecasting of the future horizons in digital
medicine rather than clinical trials and/or technological innovations which UKDMRC will support
through its ISDM membership and UKDMRC stakeholders.
UKDMRC is exempted from paying the membership fees to ISDM in the first two years following its
own establishment. UKDMRC shall use the fees for its own development.
The ongoing sustainability of UKDMRC will be financed by the beneficiaries of UKDMRC activities,
principally through :-
Commissioning of Research Projects
Consultancy Services
Publishing activities
Events and Conferences
ISDM Membership
Franchising of a National Digital Medicine Research Centre Model
The UKDMRC start-up operation will require funding for one full-time Chief Executive and one part-
time administrator. The growth and development of UKDMRC (which will be largely a virtual
organisation) will be based on the recruitment (or commissioning) of human resources for specific
funded projects.
The development of UKDMRC will require a substantial amount of economy travel to attend
conferences, develop the operation, build the UKDMRC Network, and facilitate the European
Chapter of ISDM.
UKDMRC's responsibility for ISDM Development
UKDMRC, as the executive organisation of the European Chapter of ISDM, shall promote the
development of digital medicine in Europe on behalf of ISDM and contribute to the development of
ISDM on the global scale.
UKDMRC shall ensure that each Council Member of the European Chapter and/or their affiliated
organisation submit at least one manuscript per year to the journal of ISDM, Digital Medicine.
3. UKDMRC shall submit at least one/editorial/news update per issue of the Journal of ISDM, Digital
Medicine
UKDMRC shall collect the membership fee from each member of the European Chapter on behalf of
ISDM every year. From the third year following its own establishment, UKDMRC shall turn over 50%
of the total membership fee to ISDM annually for its development on the global scale. In addition,
UKDMRC shall turn over 50% of its earnings gained from profitable campaigns to ISDM annually for
the development of ISDM on the global scale.
