In New York on March 31, 2010, Haiti’s international partners accepted the principle of long-term support
for the reconstruction of the country, based on the Action Plan for the Recovery and Development of Haiti
– APRDH (Plan d’action pour le relèvement et le développement d’Haiti – PARDH). The focus of this plan
was on the immediate reconstruction needs viewed in a long-term development perspective.
This document, the Strategic Plan for the Development of Haiti – SPDH (Plan stratégique de développement
d’Haiti – PSDH), expands and details this long term perspective.
Haiti has missed several historic opportunities and squandered many of its assets. Today, a Strategic Plan
is vital to the country for three reasons:
»» first, to structure initiatives: set the course to be followed to permanently extract the country from its
current state of underdevelopment;
»» also to mobilize and bring actors together around a common strategy; and
»» finally, to better coordinate and ensure coherence between the numerous initiatives in support of
Haiti’s development.
The Strategic Plan for the Development of Haiti was developed in the context of the Paris Declaration on
the effectiveness of development aid, which specifically proposes that:
»» each country have full control over their development strategies and policies, and over the coordination
of development initiatives; and
»» donors base all their support on the country’s development strategies.

The long term vision behind the development of Haiti is centered on rebuilding the Nation, turning the
January 12, 2010 disaster into an opportunity for Haiti to become an emerging country in 2030. Rebuilding
efforts will give birth to:
»» a fair, just, united and inclusive society, living in harmony with its environment and culture; a modern
society where the rule of law, freedom of association and of expression, and land management are
well established;
»» a society with a modern, diversified, enduring, dynamic, competitive, open and inclusive economy
based on the land;
»» a society in which people’s basic needs are met, both quantitatively and qualitatively;
»» a knowledge-based society where the new citizens needed to rebuild the country all have access to
basic education, to mastered qualifications gained through a relevant vocational education system,
and to the scientific and technical innovation capacity provided by a modern and efficient university
system;
»» all of this, under the supervision of a responsible, unitary state committed to justice and the interests of
the people, and a strong commitment to regionalization and decentralization.

Implementation of the long-term development vision for Haiti calls for the incremental and progressive
application of territorial, economic, social, institutional and demographic policies, as well as for concerted
initiatives aimed at generating wealth and at reducing all forms of vulnerability. The State has a major role
to play, supported by its economic and financial partners, but its citizens are the key actors of national
reconstruction. All are expected to commit personally, through their work or investments, or through their
life choices and the way they interact, their consumer behavior and their involvement in the community.
State and citizens alike shall show commitment to the social goals by behaving and acting in the best
interests of the community.
The development strategy requires:
»» defining the basic conditions for a quick and sustainable return to economic growth in the country;
»» identifying factors of development that need to be activated to maximize positive impacts for as many
people as possible in all parts the country;
»» progressively diversifying the use of these development factors;
»» regularly gauging factors, in response to results attained, so as to engage the dynamics of technical,
economic and social progress.

Furthermore, the development strategy urges immediate action on the on-going expanding demography,
which is exerting unsustainable pressure on natural resources and the environment, as well as on
infrastructure, facilities and housing supply. In the short, medium and long term, this expansion of population
will curb, if not jeopardize, the fair distribution of gains from economic growth, no matter how high. Actions
required include:
»» striking a better balance between the demographic distribution and economic activity;
»» identifying the factors capable of limiting demographic growth and addressing those factors; and
»» targeting actions facilitating the use of the active labour force to generate wealth and employment and,
through better gender equality and the young, bringing about social change.
Commitment is needed towards land reform, economic partnerships, access to basic social services, the
protection and development of the country’s key cultural and natural heritage, and efficient institutional
reform. These commitments are essential and true prerequisites if Haiti is to succeed in becoming an
emerging country. Transverse targets are also needed to achieve socioeconomic recovery, to properly
manage risk and the struggle against exclusion, while mobilizing each and every stakeholder.

The Strategic Plan for the Development of Haiti focuses on:
»» the generation of wealth and job creation as the key prerequisite to assure environmental protection
and social development;
»» the private sector (national, regional and international) as the prime producer of wealth and jobs;
»» providing basic services to the population, a potential stream of wealth generation and job creation;
»» targeting discreet regional development centres and opting for a region-based approach to organize
and balance socioeconomic and land use development;
»» using the Arrondissement as the territorial base for local land planning and development, and its seat
of government as the focus for local development;
»» social inclusion in all its various forms and, specifically, to create opportunities for young people,
women and peasants;
»» a development strategy for economic growth that is strong and sustainable, and supportive of the
efforts of national and local actors; and
»» the building of a robust regionalized and decentralized State that will be the centerpiece of a new
national alliance.

The Strategic Plan for Development of Haiti will address four major “action areas”:

This action plan is aimed at fostering a rational use of land in both urban and rural areas, and
implementing infrastructure and facilities that are essential to national, regional and local economic and
social development, while ensuring sustainability in the long term. Indeed, current economic and urban
development practices are compromising future development by depleting the environment and natural
resources and aggravating the economic and social impacts associated with natural disasters.

The action plan for territorial rebuilding calls for programs and projects linked with regional and
urban planning, community development, environmental protection, watershed rehabilitation,
urban renewal, national transportation systems, nationwide electricity distribution, expansion of
telecommunication systems and the creation of a national digital network, as well as improving
drinking water supply and sanitation capacities, including solid waste management.

THE ACTION PLAN FOR TERRITORIAL REBUILDING
INCLUDES EIGHT PROGRAMS:
1.	 Plan and develop the territory
The rational use of land and the balanced distribution of economic activity require planning and management
tools adapted to various territorial contexts. In addition to the Strategic Plan for the Development of
Haiti, an island-wide action strategy, a national land-use structure plan is called for, as well as regional
development strategies, local development and land-use schemes, and urban and rural community plans.
Priorities for land use planning and development need to be based on a deeper understanding of site
conditions, including natural and man-made risks.
2.	Exercise control over the environment
Extreme environmental deterioration is harming agriculture and livestock production, as well as Haiti’s
fisheries. It is compromising the potential for tourism and is having a direct impact on the population’s
health, housing and living conditions. The actions identified target environmental protection and physical
security (pollution control), the creation of protected areas, the restoration of natural environments and the
management of forest resources.
3.	Manage watersheds
Haiti has approximately thirty watersheds where runoff, forest management and agriculture are
interdependent. When natural disasters occur, poor management of one of these resources results in
deterioration of the others, with drastic consequences for the population, as well as the infrastructure and
the economy. Targeted priorities include the protection of catchment basins, construction of flood control
structures, dredging of rivers and drainage channels and contingency plans for the rainy and hurricane
seasons.

4.	Rehabilitate urban areas
There is a dual challenge here: to rebuild cities affected by natural disasters and
improve living conditions while rebalancing the country’s demography in order to
reduce pressure on Port-au-Prince. Therefore urban rehabilitation is needed in
regional and local development poles, in buffer cities absorbing the flow of migration,
and in some designated heritage districts and border cities.
5.	Build a nationwide transportation system
The inter modal connections, the quality and the maintenance of Haiti’s transportation
system, including roads, ports and airports, are weak, thus hindering the movement
of goods and people and trade activity, both internally and externally. The national
road network needs to be completed, better linked with local networks, and city and
intercity traffic improved. Reliable connections must be established with the country’s
main islands and additional airport and port infrastructures developed.
6.	Improve access to electricity
The lack of access to electricity constitutes a major limitation to economic
development and to the population’s quality of life. Before the earthquake, energy
supply was concentrated in some parts of the country and largely insufficient to meet
demand. After, capacities were significantly diminished in affected areas. The actions
identified will increase production, transportation and distribution capacity, as well as
improve the commercialization of electricity. Other actions will facilitate development
of the country’s renewable energy capacities.

7.	Pursue the expansion of communication and digital networks
Mobile telephone and internet services offer enormous opportunities for economic and social development
(social and territorial inclusion, risk management, real-time market intelligence, climate and traffic
conditions, e-commerce, access to public services, distance training, democracy, etc…) The aim is to
increase the country’s connectivity, to develop internet use in public and community services, to create a
network of multimedia centres and to support production and distribution of domestic content.
8.	Extend water supply and sanitation services
Before the earthquake, Haiti’s potable water, sanitation and solid waste management were in an alarming
state. The demographic explosion over the last twenty years has created significant demand, particularly in
urban areas where unplanned and chaotic urbanization is the rule. This program includes the construction
and rehabilitation of potable water and sanitation networks (runoff and wastewater) and the improvement
or implementation of solid waste management systems.

For Haiti to reach to reach the average personal income level of “lower-middle income countries” according
to the World Bank classification system, the annual growth rate of the country’s national income must reach
about 10%, considering its demographic growth estimated at about 1.5% per year between 2011 and
2031. Structural reforms are required to achieve a dynamic and sustained economic growth. In addition
to macroeconomic stabilization policies and economic governance reforms, significant efforts are needed
to modernize economic sectors, to create wealth and employment, to increase personal income and to
stimulate the private sector. These efforts will help stabilize population and increase food security, while
reducing pressure on the environment and on natural resources.

The action plan for economic rebuilding focuses on the implementation of a macroeconomic
development policy; support to private investment; modernization and revitalization of agriculture,
livestock and fisheries production; upgrading the competitive sectors of the Haitian economy,
such as manufacturing and the tourism industry; implementing a true construction industry;
developing the service sector; ensuring the sustainable exploitation of geological resources;
and implementing employment generating projects.

THE ACTION PLAN FOR ECONOMIC REBUILDING INCLUDES
EIGHT PROGRAMS:
1.	Implement proactive governance centered on accelerated and balanced
economic growth
Government action is essential to accelerated and balanced economic growth. With this in mind, it is
imperative to control inflation, to increase Government revenues through more efficient tax and duty
collection, to improve public expenditures and to actively pursue private investment. Actions favor
openness and partnerships, directed budget, taxation and monetary policies, reinforcement of the financial
system and the support to private investment.
2. Modernize and revitalize agriculture and livestock production
Agriculture is responsible for eighty percent of employment in rural areas and its contribution to the GDP
is estimated at about 25%. However, productivity is weak and the country is no longer self-sufficient.
Priorities include diversifying and enhancing plant and animal production, distributing agricultural supplies
and inputs or providing financial assistance for their purchase, building and rehabilitating irrigation
systems, creating a storage chain for agricultural inputs and products, and building slaughterhouses and
cold storage facilities for meat production.
3. Modernize and revitalize the fisheries industry
Fisheries contribute to the stability of a number of local economies. It is also a means of improving food
supply, both qualitatively and quantitatively. Fishing practices must be modernized, and access to fishery
supplies and inputs must be ensured. This includes fish aggregating devices, hillside ponds, fish ponds
and aquaculture farms, as well as cold storage facilities to facilitate development and sustain the resource.

4. Support industrial development
On-site processing is insufficient for most agricultural production. This restricts
the possibility of added value and export. Various trade agreements, including the
HELP law, provide employment opportunities, particularly in the textile industry.
The same is true of reconstruction efforts relative to the development of capable
construction businesses. Targeted actions focus on the development of the agro-
processing industry, the creation of industrial/manufacturing zones, the development
of a construction industry and easier access procedures to credit guarantees for
entrepreneurs.
5. Modernize and revitalize the service sector
Haiti’s service sector is labour intensive, but rather inefficient. Operations are
sometimes quite informal. Access to services is a challenge and spaces often
unsanitary or otherwise inadequate. Priorities include access to insurance, the
creation of a national purchasing office for agricultural production, the construction
of convention and exhibition centres, the construction or rehabilitation of public
markets, the development of formal commercial streets and shopping centres, and
support for the relocation and reorganization of on street service providers.
6. Support the development of tourism
Haiti has the potential of other beach destinations in the Caribbean with the added
value of its own distinct character. Only the cruise ship industry is active at this time.
Significant challenges must be addressed if the country is to see the development
of sea-side resorts, ecotourism, cultural and adventure tours, as well as pleasure
boating and cruise ship activity.

7. Develop mineral and energy resources
Surface and underground mineral and energy resources are present in Haiti. Their rational exploitation
could make a significant contribution to the country’s development. Prospection, exploration and mining
activity must be encouraged, while control is imposed on unplanned and uncontrolled exploitation of
quarries. Exploration also has to be pursued for potential exploitation of fossil coal, oil and gas
8. Develop employment
Job creation is essential to Haiti’s development. The labour market must be structured and reinforced and,
in the short and medium terms, regular employment for a great number of workers must be sustained in
order to reduce poverty. Priorities include the creation of a forum of labour market partners, maximizing
labour content in public works projects, implementing labour-intensive work projects and improving work
force productivity and employability.

Although the level of some of Haiti’s social indicators have improved over the past few years, they still
remain unsatisfactory, and the earthquake has only worsened the situation. In order to enhance living
conditions and the quality of life for most people, access to and the quality of social and cultural programs
must increase significantly, and a more equitable integration of the various segments of the population
must be achieved. The provision of basic services must cover all regions of the country. The actions to
be undertaken under this action plan will contribute to the consolidation of development centres, improve

and education facilities throughout Haiti, including higher education, professional and vocational

THE ACTION PLAN FOR SOCIAL REBUILDING INCLUDES
NINE PROGRAMS:
1.	Reinforce higher education, vocational and technical training
A total restructuring of the education sector is needed in order to adapt to Haiti’s requirements as an emerging
country and to enhance the targeted development poles. The aim is to establish networks of university
facilities in these poles, as well as regional networks of vocational and technical training institutions, a fund
supporting research and innovation and a system of specialized scholarships.
2. Improve access to preschool, elementary and secondary school
The shortfalls in this sector are significant and include an insufficient number of spaces, quite average quality
of education, poorly motivated instructors, etc... The need is there for a network of daycare, preschool,
elementary school, high school, as well as facilities for the a network of Professional Teaching Certification
Schools (Écoles d’Application et Certification d’Aptitudes Professionnelles à l’Enseignement). Also needed
are special classes for over-aged children, for those who are not integrated into the system, as well as school
lunch programs. The education system must also cater to the very young, eliminate illiteracy and promote
gender equality.
3. Improve access to healthcare services
Healthcare in Haiti is precarious. Infant and maternal mortality rates are high and a number of diseases affect
large sectors of the population. The healthcare system provides insufficient coverage which is aggravated
by poor distribution of human resources. Priorities include University Hospitals, Regional hospitals (Hôpitaux
communautaires de reference), community health facilities, as well as inpatient and outpatient care centres
(Centres de santé avec et sans lits). Programs are needed to combat endemic diseases and epidemics,
to implement school health programs, to identify at-risk populations and to reinforce public health and
population policies.

4. Protect cultural heritage and support cultural production
Culture is an integral part of national and local development. It has both a social and an
economic value that must be capitalized upon. Projects to be undertaken include the
implementation of a plan for protecting and enhancing cultural heritage, the creation of
regional national archive offices and facilities networks, and the creation of a cultural
development fund.
5. Facilitate access to housing
Financial means and an unsuitable legal framework limit access to housing in Haiti.
This is compounded by site development practices, land title uncertainties, poor
construction standards, as well as limited access to financing and arcane administrative
processes. Priorities in this program include relocating internally displaced persons,
increasing the supply of serviced urban building lots and creating a financial support
system for housing.
6. Develop community action, sports, recreation and youth services
Citizen education, sports, recreation and youth development programs are important for
social integration and for improving the conditions and quality of life. Program priorities
include developing civic engagement, construction of multisport and recreation centres,
developing sports in schools and the promotion of sports for all, including activities for
athletes with disabilities. The focus is on youth protection and training.

7. Implement a social insurance system for all workers
The development of an expanded social insurance system is planned for the formal and informal sectors of
the economy. This social safety net is to help the population address the risks of the labour market (work-
related illnesses and accidents, unemployment, retirement and death) or to compensate social expenditures
that are not otherwise covered. The aim is to protect workers against the loss of wages or of layoffs and
making the formal labour market more attractive and flexible.
8. Facilitate social support
Social support programs must be available to the most disadvantaged to help them face temporary or
permanent problems. To this end, facilities will be built to accommodate children social integration programs,
special education and social-medical services for maladapted children, protected workshops for the disabled,
shelters for dependent adults, and for women and children who are victims of violence.
9. Foster gender equality
Gender equality and women’s empowerment are essential to ensuring social development, strengthening the
economy and reducing poverty. Project targets will include implementing a gender equality policy, reinforcing
the legal framework, producing and disseminating information on gender equality, enhancing women’s
participation in economic and community development, and fighting against gender-based violence.

The 2010 earthquake has had a serious impact on Haiti’s institutional and administrative structures which
were already fragile, because they were ill-equipped, poorly organized and insufficiently involved in society
as well as throughout the land. Today’s challenges include improving physical working conditions and the
availability of qualified human resources, as well as organizing and reinforcing political and administrative
capacities. The State must be strong, regionalized and decentralized. It must integrate the culture
of transparency and accountability into its work ethic to fight public sector corruption. The legal and
regulatory framework must be adapted to the needs of government, including improved land management,
guaranteed protection of private property, socio-economic progress and land-use planning. Lastly, the
necessary partnership between public sector players and organized civil society groups must be reinforced.

The action plan for institutional rebuilding includes revising the legal framework, reinforcing
the administrative structures of the legislative and judicial branches, and of the independent
institutions, modernizing the civil service, including law enforcement and public security,
increasing the number of regional civil service employees, and reinforcing local government
administrations and civil society.

THE ACTION PLAN FOR INSTITUTIONAL REBUILDING INCLUDES
SEVEN PROGRAMS:
1.	Revise the legal framework
HHaiti’s practices of political, social, economic and territorial governance are still ineffective, dysfunctional,
or archaic. In revising the legal framework, priority will go to the right of citizenship, and to legislation
on business, civil society, regional development and land use planning. In addition, the enactment of a
continued process for revising the Constitution should help establish a balance between the three major
branches of government and improve administrative governance.
2. Reinforce the country’s democratic institutions
The country’s institutions suffered heavy human loss and significant material damage in the earthquake,
while several were already functioning under difficult conditions. Normal operations must be re-established
for the Parliament and its independent institutions. In addition their political and administrative capacities
must be reinforced. Financing of the election program must be ensured, and the National Office for
Identification and the Civil Registry must be strengthened.
3. Modernize central administration
The future of Haiti depends on the level of professionalism within its public administration. As a first step,
the public sector must be relocated in permanent facilities and properly equipped. At the same time, public
administration must be reengineered around three key functions (strategic planning, regulation and service
delivery), civil service reconstruction must be accelerated (training plan, program for integrating members
of the Diaspora, staffing) and the central administration must have access to institutional reinforcement
programs.

4. Modernize regionalized administration
People and businesses must have better access to public services throughout the country. Therefore,
Government services must be functionally regionalized and administrative facilities modernized in 12
regional poles and 42 local development poles. Priorities include the construction of administrative centres
that will be properly equipped, with adequate staff having appropriate skills sets and training for their
designated functions.
5. Decentralize
Despite the consensus about the need for decentralization, the organization and implementation of
local governments has met a number of obstacles. Nonetheless, these bodies must participate in the
development process, the delivery of services to the people and the resolution of problems associated with
their area of responsibility or with responsibilities shared with central Government departments. Priorities
will focus on the construction and equipment of administrative centres, additional human resources, the
creation of local planning and development committees, improving local sources of revenue and staff
capacity development.
6. Involve civil society
A coordinated mobilization of all public sector and civil society actors (the private sector, NGOs, foundations,
cooperatives, associations) is vital to Haiti’s development. The desired partnerships will deal with the
planning and the funding of economic development and land-use projects, as well as the implementation
and operation of infrastructures, facilities and services. Priority is given to organizing and coordinating with
civil society partners and to the financing of development projects.
7. Reinforce the administration of justice and law enforcement
Reinforcing the administration of justice and law enforcement is critical to the emergence of Haiti. Priorities
include reinforcing the network of court houses and law enforcement establishments, emergency and
fire response, and the network of prisons and jails. Programs also address the institution of a new armed
force, the establishment of a national system of legal assistance, the certification of judicial officials and
the protection of land tenure rights.

Consensus. Success for the Strategic Plan calls for national actors, both public and private, as well as all
of Haiti’s international partners in development to share the goals of the Plan which are:
»» to organize Haiti based on regional and local development poles with a view to distributing growth
opportunities and providing better planning for development;
»» to provide conditions that are favorable to private investment, to job creation and to social engagement,
thanks to a rapid improvement of the business environment, justice and law enforcement, through
short term legislative reform addressing existing legal and administrative constraints;
»» to provide a quick response to basic social needs and to the protection of the remaining significant
natural and cultural heritage sites, thanks to the engaging response of the international partners
towards the management and financing of projects; and
»» to address the improvement of governance quickly and in a targeted fashion at all territorial levels, while
regionalizing and decentralizing public administration, and increasing the participation of civil society.
The will to change. To meet the challenge of rebuilding Haiti, the actors of development and their partners
must do more, faster, better and differently. All are called to contribute, each in their capacity, to the
expected outcome of a proactive and coordinated action plan. A management team will be needed, public
policies adjusted, business plans and budget programs prepared to meet the guidelines of the Strategic
Plan for the Development of Haiti.
  HOW TO MAKE A SUCCESS OUT OF SUCH

Financing. Success also depends on a financing strategy adapted to the goals and objectives of the
Strategic Plan. Taxation will have to be concurrent with the strategic targets. In addition, as the tax base
expands, tax collection will be more effective. New sources of revenue will be created by developing
recognized economic opportunities, such as mineral resources, land development and tourism. These
will be in addition to efforts deployed to develop the manufacturing sector. Moreover, keeping in mind the
public interest, the volume of foreign and domestic private investment in facilities and infrastructure will need
to be increased to generate additional financial resources. Positive experiences in this area have already
been seen in Haiti. Lastly, a short- and medium-term increase in budget support to Haiti is required to
secure minimum social solidarity with the most disadvantaged, and to protect the last surviving treasures
of the country’s natural and cultural heritage.
Monitoring. The implementation of the Strategic Plan will be monitored using economic and social
indicators that will be made public and widely shared with the various partners. Beyond implementing
various programs, the actors of development must acknowledge the importance of achieving more cross-
discipline targets aiming at the elimination of the causes of exclusion (employment, housing, food security,
gender equality, integrating young people and the disabled), managing risks and managing land reform.
These aspects must be internalized at the conceptual phase of all projects.
Public consultation. A version of the Strategic Plan for the Development of Haiti is presently submitted
for consultation with the Haitian people, with members of the Diaspora and with international development
partners. The consultation process initiated will be completed in stages over several months. It will facilitate
the participation of all in upcoming government decisions relative to initiatives to be implemented to rebuild
the country. The consultation process will lead to a revision of the Strategic Plan based on feedback
received.
The final version of the Strategic Plan for the Development of Haiti is a true action plan aimed
at helping the country’s current and future authorities guide development and allocate public
investments based on their own priorities. It will serve as a reference for programming short-,
medium and long-term investments. The programs and subprograms will be prioritized accordingly,
within three-year investment programs.

  • 7. a SUMMARY IN 10 QUESTIONs of the STRATEGIC PLAN FOR THE DEVELOPMENT OF HAITI - an EMERGING COUNTRY in 2030 In New York on March 31, 2010, Haiti’s international partners accepted the principle of long-term support for the reconstruction of the country, based on the Action Plan for the Recovery and Development of Haiti – APRDH (Plan d’action pour le relèvement et le développement d’Haiti – PARDH). The focus of this plan was on the immediate reconstruction needs viewed in a long-term development perspective. This document, the Strategic Plan for the Development of Haiti – SPDH (Plan stratégique de développement d’Haiti – PSDH), expands and details this long term perspective. Haiti has missed several historic opportunities and squandered many of its assets. Today, a Strategic Plan is vital to the country for three reasons: »» first, to structure initiatives: set the course to be followed to permanently extract the country from its current state of underdevelopment; »» also to mobilize and bring actors together around a common strategy; and »» finally, to better coordinate and ensure coherence between the numerous initiatives in support of Haiti’s development. The Strategic Plan for the Development of Haiti was developed in the context of the Paris Declaration on the effectiveness of development aid, which specifically proposes that: »» each country have full control over their development strategies and policies, and over the coordination of development initiatives; and »» donors base all their support on the country’s development strategies. >>  WHY A STRATEGIC PLAN FOR THE DEVELOPMENT OF HAITI?no 1 3

The long term vision behind the development of Haiti is centered on rebuilding the Nation, turning the January 12, 2010 disaster into an opportunity for Haiti to become an emerging country in 2030. Rebuilding efforts will give birth to: »» a fair, just, united and inclusive society, living in harmony with its environment and culture; a modern society where the rule of law, freedom of association and of expression, and land management are well established; »» a society with a modern, diversified, enduring, dynamic, competitive, open and inclusive economy based on the land; »» a society in which people’s basic needs are met, both quantitatively and qualitatively; »» a knowledge-based society where the new citizens needed to rebuild the country all have access to basic education, to mastered qualifications gained through a relevant vocational education system, and to the scientific and technical innovation capacity provided by a modern and efficient university system; »» all of this, under the supervision of a responsible, unitary state committed to justice and the interests of the people, and a strong commitment to regionalization and decentralization.   WHAT IS THE UNDERLYING VISION?n o 2 a SUMMARY IN 10 QUESTIONs of the STRATEGIC PLAN FOR THE DEVELOPMENT OF HAITI - an EMERGING COUNTRY in 2030 5

Implementation of the long-term development vision for Haiti calls for the incremental and progressive application of territorial, economic, social, institutional and demographic policies, as well as for concerted initiatives aimed at generating wealth and at reducing all forms of vulnerability. The State has a major role to play, supported by its economic and financial partners, but its citizens are the key actors of national reconstruction. All are expected to commit personally, through their work or investments, or through their life choices and the way they interact, their consumer behavior and their involvement in the community. State and citizens alike shall show commitment to the social goals by behaving and acting in the best interests of the community.   • 13. a SUMMARY IN 10 QUESTIONs of the STRATEGIC PLAN FOR THE DEVELOPMENT OF HAITI - an EMERGING COUNTRY in 2030 Furthermore, the development strategy urges immediate action on the on-going expanding demography, which is exerting unsustainable pressure on natural resources and the environment, as well as on infrastructure, facilities and housing supply. In the short, medium and long term, this expansion of population will curb, if not jeopardize, the fair distribution of gains from economic growth, no matter how high. Actions required include: »» striking a better balance between the demographic distribution and economic activity; »» identifying the factors capable of limiting demographic growth and addressing those factors; and »» targeting actions facilitating the use of the active labour force to generate wealth and employment and, through better gender equality and the young, bringing about social change. Commitment is needed towards land reform, economic partnerships, access to basic social services, the protection and development of the country’s key cultural and natural heritage, and efficient institutional reform. These commitments are essential and true prerequisites if Haiti is to succeed in becoming an emerging country. Transverse targets are also needed to achieve socioeconomic recovery, to properly manage risk and the struggle against exclusion, while mobilizing each and every stakeholder. 9

  • 23. THE ACTION PLAN FOR TERRITORIAL REBUILDING INCLUDES EIGHT PROGRAMS: 1. Plan and develop the territory The rational use of land and the balanced distribution of economic activity require planning and management tools adapted to various territorial contexts. In addition to the Strategic Plan for the Development of Haiti, an island-wide action strategy, a national land-use structure plan is called for, as well as regional development strategies, local development and land-use schemes, and urban and rural community plans. Priorities for land use planning and development need to be based on a deeper understanding of site conditions, including natural and man-made risks. 2. Exercise control over the environment Extreme environmental deterioration is harming agriculture and livestock production, as well as Haiti’s fisheries. It is compromising the potential for tourism and is having a direct impact on the population’s health, housing and living conditions. The actions identified target environmental protection and physical security (pollution control), the creation of protected areas, the restoration of natural environments and the management of forest resources. 3. Manage watersheds Haiti has approximately thirty watersheds where runoff, forest management and agriculture are interdependent. When natural disasters occur, poor management of one of these resources results in deterioration of the others, with drastic consequences for the population, as well as the infrastructure and the economy. Rehabilitate urban areas There is a dual challenge here: to rebuild cities affected by natural disasters and improve living conditions while rebalancing the country’s demography in order to reduce pressure on Port-au-Prince. Therefore urban rehabilitation is needed in regional and local development poles, in buffer cities absorbing the flow of migration, and in some designated heritage districts and border cities. 5. Build a nationwide transportation system The inter modal connections, the quality and the maintenance of Haiti’s transportation system, including roads, ports and airports, are weak, thus hindering the movement of goods and people and trade activity, both internally and externally. The national road network needs to be completed, better linked with local networks, and city and intercity traffic improved. Reliable connections must be established with the country’s main islands and additional airport and port infrastructures developed. 6. Improve access to electricity The lack of access to electricity constitutes a major limitation to economic development and to the population’s quality of life. Before the earthquake, energy supply was concentrated in some parts of the country and largely insufficient to meet demand. After, capacities were significantly diminished in affected areas. The actions identified will increase production, transportation and distribution capacity, as well as improve the commercialization of electricity. Other actions will facilitate development of the country’s renewable energy capacities. 20

Pursue the expansion of communication and digital networks Mobile telephone and internet services offer enormous opportunities for economic and social development (social and territorial inclusion, risk management, real-time market intelligence, climate and traffic conditions, e-commerce, access to public services, distance training, democracy, etc…) The aim is to increase the country’s connectivity, to develop internet use in public and community services, to create a network of multimedia centres and to support production and distribution of domestic content. 8. Extend water supply and sanitation services Before the earthquake, Haiti’s potable water, sanitation and solid waste management were in an alarming state. The demographic explosion over the last twenty years has created significant demand, particularly in urban areas where unplanned and chaotic urbanization is the rule. For Haiti to reach to reach the average personal income level of “lower-middle income countries” according to the World Bank classification system, the annual growth rate of the country’s national income must reach about 10%, considering its demographic growth estimated at about 1.5% per year between 2011 and 2031. Structural reforms are required to achieve a dynamic and sustained economic growth. In addition to macroeconomic stabilization policies and economic governance reforms, significant efforts are needed to modernize economic sectors, to create wealth and employment, to increase personal income and to stimulate the private sector.   • 31. THE ACTION PLAN FOR ECONOMIC REBUILDING INCLUDES EIGHT PROGRAMS: 1. Implement proactive governance centered on accelerated and balanced economic growth Government action is essential to accelerated and balanced economic growth. With this in mind, it is imperative to control inflation, to increase Government revenues through more efficient tax and duty collection, to improve public expenditures and to actively pursue private investment. Actions favor openness and partnerships, directed budget, taxation and monetary policies, reinforcement of the financial system and the support to private investment. 2. Modernize and revitalize agriculture and livestock production Agriculture is responsible for eighty percent of employment in rural areas and its contribution to the GDP is estimated at about 25%. However, productivity is weak and the country is no longer self-sufficient. Priorities include diversifying and enhancing plant and animal production, distributing agricultural supplies and inputs or providing financial assistance for their purchase, building and rehabilitating irrigation systems, creating a storage chain for agricultural inputs and products, and building slaughterhouses and cold storage facilities for meat production. 3. Modernize and revitalize the fisheries industry Fisheries contribute to the stability of a number of local economies. It is also a means of improving food supply, both qualitatively and quantitatively. Fishing practices must be modernized, and access to fishery supplies and inputs must be ensured.   • 32. 4. Support industrial development On-site processing is insufficient for most agricultural production. This restricts the possibility of added value and export. Various trade agreements, including the HELP law, provide employment opportunities, particularly in the textile industry. The same is true of reconstruction efforts relative to the development of capable construction businesses. Targeted actions focus on the development of the agro- processing industry, the creation of industrial/manufacturing zones, the development of a construction industry and easier access procedures to credit guarantees for entrepreneurs. 5. Modernize and revitalize the service sector Haiti’s service sector is labour intensive, but rather inefficient. Operations are sometimes quite informal. Access to services is a challenge and spaces often unsanitary or otherwise inadequate. Priorities include access to insurance, the creation of a national purchasing office for agricultural production, the construction of convention and exhibition centres, the construction or rehabilitation of public markets, the development of formal commercial streets and shopping centres, and support for the relocation and reorganization of on street service providers. 6. Support the development of tourism Haiti has the potential of other beach destinations in the Caribbean with the added value of its own distinct character. Only the cruise ship industry is active at this time. Significant challenges must be addressed if the country is to see the development of sea-side resorts, ecotourism, cultural and adventure tours, as well as pleasure boating and cruise ship activity. 28

Their rational exploitation could make a significant contribution to the country’s development. Prospection, exploration and mining activity must be encouraged, while control is imposed on unplanned and uncontrolled exploitation of quarries. Exploration also has to be pursued for potential exploitation of fossil coal, oil and gas 8. Develop employment Job creation is essential to Haiti’s development. The labour market must be structured and reinforced and, in the short and medium terms, regular employment for a great number of workers must be sustained in order to reduce poverty.   • 36. Although the level of some of Haiti’s social indicators have improved over the past few years, they still remain unsatisfactory, and the earthquake has only worsened the situation. In order to enhance living conditions and the quality of life for most people, access to and the quality of social and cultural programs must increase significantly, and a more equitable integration of the various segments of the population must be achieved. The provision of basic services must cover all regions of the country. Reinforce higher education, vocational and technical training A total restructuring of the education sector is needed in order to adapt to Haiti’s requirements as an emerging country and to enhance the targeted development poles. The aim is to establish networks of university facilities in these poles, as well as regional networks of vocational and technical training institutions, a fund supporting research and innovation and a system of specialized scholarships. 2. Improve access to preschool, elementary and secondary school The shortfalls in this sector are significant and include an insufficient number of spaces, quite average quality of education, poorly motivated instructors, etc... The need is there for a network of daycare, preschool, elementary school, high school, as well as facilities for the a network of Professional Teaching Certification Schools (Écoles d’Application et Certification d’Aptitudes Professionnelles à l’Enseignement). Also needed are special classes for over-aged children, for those who are not integrated into the system, as well as school lunch programs. The education system must also cater to the very young, eliminate illiteracy and promote gender equality. 3. Improve access to healthcare services Healthcare in Haiti is precarious. Infant and maternal mortality rates are high and a number of diseases affect large sectors of the population. The healthcare system provides insufficient coverage which is aggravated by poor distribution of human resources. Priorities include University Hospitals, Regional hospitals (Hôpitaux communautaires de reference), community health facilities, as well as inpatient and outpatient care centres (Centres de santé avec et sans lits). Programs are needed to combat endemic diseases and epidemics, to implement school health programs, to identify at-risk populations and to reinforce public health and population policies. 35
  • 40. 4. Protect cultural heritage and support cultural production Culture is an integral part of national and local development. It has both a social and an economic value that must be capitalized upon. Projects to be undertaken include the implementation of a plan for protecting and enhancing cultural heritage, the creation of regional national archive offices and facilities networks, and the creation of a cultural development fund. 5. Facilitate access to housing Financial means and an unsuitable legal framework limit access to housing in Haiti. This is compounded by site development practices, land title uncertainties, poor construction standards, as well as limited access to financing and arcane administrative processes. Priorities in this program include relocating internally displaced persons, increasing the supply of serviced urban building lots and creating a financial support system for housing. 6. Develop community action, sports, recreation and youth services Citizen education, sports, recreation and youth development programs are important for social integration and for improving the conditions and quality of life. Program priorities include developing civic engagement, construction of multisport and recreation centres, developing sports in schools and the promotion of sports for all, including activities for athletes with disabilities. The focus is on youth protection and training. 36

Implement a social insurance system for all workers The development of an expanded social insurance system is planned for the formal and informal sectors of the economy. This social safety net is to help the population address the risks of the labour market (work- related illnesses and accidents, unemployment, retirement and death) or to compensate social expenditures that are not otherwise covered. The aim is to protect workers against the loss of wages or of layoffs and making the formal labour market more attractive and flexible. 8. Facilitate social support Social support programs must be available to the most disadvantaged to help them face temporary or permanent problems. To this end, facilities will be built to accommodate children social integration programs, special education and social-medical services for maladapted children, protected workshops for the disabled, shelters for dependent adults, and for women and children who are victims of violence. 9. Foster gender equality Gender equality and women’s empowerment are essential to ensuring social development, strengthening the economy and reducing poverty. Project targets will include implementing a gender equality policy, reinforcing the legal framework, producing and disseminating information on gender equality, enhancing women’s participation in economic and community development, and fighting against gender-based violence. 39

The 2010 earthquake has had a serious impact on Haiti’s institutional and administrative structures which were already fragile, because they were ill-equipped, poorly organized and insufficiently involved in society as well as throughout the land. Today’s challenges include improving physical working conditions and the availability of qualified human resources, as well as organizing and reinforcing political and administrative capacities. The State must be strong, regionalized and decentralized. It must integrate the culture of transparency and accountability into its work ethic to fight public sector corruption. The legal and regulatory framework must be adapted to the needs of government, including improved land management, guaranteed protection of private property, socio-economic progress and land-use planning. Revise the legal framework HHaiti’s practices of political, social, economic and territorial governance are still ineffective, dysfunctional, or archaic. In revising the legal framework, priority will go to the right of citizenship, and to legislation on business, civil society, regional development and land use planning. In addition, the enactment of a continued process for revising the Constitution should help establish a balance between the three major branches of government and improve administrative governance. 2. Reinforce the country’s democratic institutions The country’s institutions suffered heavy human loss and significant material damage in the earthquake, while several were already functioning under difficult conditions. Normal operations must be re-established for the Parliament and its independent institutions. In addition their political and administrative capacities must be reinforced. Financing of the election program must be ensured, and the National Office for Identification and the Civil Registry must be strengthened. 3. Modernize central administration The future of Haiti depends on the level of professionalism within its public administration. As a first step, the public sector must be relocated in permanent facilities and properly equipped. At the same time, public administration must be reengineered around three key functions (strategic planning, regulation and service delivery), civil service reconstruction must be accelerated (training plan, program for integrating members of the Diaspora, staffing) and the central administration must have access to institutional reinforcement programs. 43
  • 48. 4. Modernize regionalized administration People and businesses must have better access to public services throughout the country. Therefore, Government services must be functionally regionalized and administrative facilities modernized in 12 regional poles and 42 local development poles. Priorities include the construction of administrative centres that will be properly equipped, with adequate staff having appropriate skills sets and training for their designated functions. 5. Decentralize Despite the consensus about the need for decentralization, the organization and implementation of local governments has met a number of obstacles. Nonetheless, these bodies must participate in the development process, the delivery of services to the people and the resolution of problems associated with their area of responsibility or with responsibilities shared with central Government departments. Priorities will focus on the construction and equipment of administrative centres, additional human resources, the creation of local planning and development committees, improving local sources of revenue and staff capacity development. 6. Involve civil society A coordinated mobilization of all public sector and civil society actors (the private sector, NGOs, foundations, cooperatives, associations) is vital to Haiti’s development. The desired partnerships will deal with the planning and the funding of economic development and land-use projects, as well as the implementation and operation of infrastructures, facilities and services. Priority is given to organizing and coordinating with civil society partners and to the financing of development projects. 7. Reinforce the administration of justice and law enforcement Reinforcing the administration of justice and law enforcement is critical to the emergence of Haiti. Priorities include reinforcing the network of court houses and law enforcement establishments, emergency and fire response, and the network of prisons and jails. Programs also address the institution of a new armed force, the establishment of a national system of legal assistance, the certification of judicial officials and the protection of land tenure rights. 44

Success for the Strategic Plan calls for national actors, both public and private, as well as all of Haiti’s international partners in development to share the goals of the Plan which are: »» to organize Haiti based on regional and local development poles with a view to distributing growth opportunities and providing better planning for development; »» to provide conditions that are favorable to private investment, to job creation and to social engagement, thanks to a rapid improvement of the business environment, justice and law enforcement, through short term legislative reform addressing existing legal and administrative constraints; »» to provide a quick response to basic social needs and to the protection of the remaining significant natural and cultural heritage sites, thanks to the engaging response of the international partners towards the management and financing of projects; and »» to address the improvement of governance quickly and in a targeted fashion at all territorial levels, while regionalizing and decentralizing public administration, and increasing the participation of civil society. The will to change. To meet the challenge of rebuilding Haiti, the actors of development and their partners must do more, faster, better and differently. All are called to contribute, each in their capacity, to the expected outcome of a proactive and coordinated action plan. A management team will be needed, public policies adjusted, business plans and budget programs prepared to meet the guidelines of the Strategic Plan for the Development of Haiti.   HOW TO MAKE A SUCCESS OUT OF SUCH A MAJOR REBUILDING PROJECT?n o 10 a SUMMARY IN 10 QUESTIONs of the STRATEGIC PLAN FOR THE DEVELOPMENT OF HAITI - an EMERGING COUNTRY in 2030 47
  • 52. Financing. Success also depends on a financing strategy adapted to the goals and objectives of the Strategic Plan. Taxation will have to be concurrent with the strategic targets. In addition, as the tax base expands, tax collection will be more effective. New sources of revenue will be created by developing recognized economic opportunities, such as mineral resources, land development and tourism. These will be in addition to efforts deployed to develop the manufacturing sector. Moreover, keeping in mind the public interest, the volume of foreign and domestic private investment in facilities and infrastructure will need to be increased to generate additional financial resources. Positive experiences in this area have already been seen in Haiti. Lastly, a short- and medium-term increase in budget support to Haiti is required to secure minimum social solidarity with the most disadvantaged, and to protect the last surviving treasures of the country’s natural and cultural heritage. Monitoring. The implementation of the Strategic Plan will be monitored using economic and social indicators that will be made public and widely shared with the various partners. Beyond implementing various programs, the actors of development must acknowledge the importance of achieving more cross- discipline targets aiming at the elimination of the causes of exclusion (employment, housing, food security, gender equality, integrating young people and the disabled), managing risks and managing land reform. These aspects must be internalized at the conceptual phase of all projects. Public consultation. A version of the Strategic Plan for the Development of Haiti is presently submitted for consultation with the Haitian people, with members of the Diaspora and with international development partners. The consultation process initiated will be completed in stages over several months. It will facilitate the participation of all in upcoming government decisions relative to initiatives to be implemented to rebuild the country. The consultation process will lead to a revision of the Strategic Plan based on feedback received. The final version of the Strategic Plan for the Development of Haiti is a true action plan aimed at helping the country’s current and future authorities guide development and allocate public investments based on their own priorities. It will serve as a reference for programming short-, medium and long-term investments. The programs and subprograms will be prioritized accordingly, within three-year investment programs. 48
