“gross employment costs” translated into a Croatian legal term which excludes
transportation and most of additions to a basic salary)
• Undercapacity of national agencies
 Only few staff with adequate experience and expertise
 Call for proposals often amended several times and deadlines extended
 Responses slow and often too late (comments on a first project interim report received
after 6 months, change in project team still not approved after 3 months…)
• Focus on form, not the content
 Costs not accepted even if directly linked to achieving the project results (ie. travel
costs not accepted for a travel which happened 2 months later then initially planned
but not communicated and approved by the national agency in advance)
