The proposed ETS Research & Testing Facility in Fort Pierce would help reduce truck idling through collaboration between various stakeholders. It would provide parking, power, and testing facilities to evaluate idle-reduction technologies. The financial feasibility requires partnerships between UF, government agencies, manufacturers, fleets, and drivers. Funding may come from grants, facility usage fees, research subscriptions, and public-private partnerships. It could create jobs and economic activity while helping trucks use less fuel and emit fewer emissions over the next decade.

Executive Summary ETS Research & Testing Facility Eliminating diesel idling is the quickest and simplest way to save fuel, improve air quality and lower transportation costs for Florida agriculture and the business community. Idle reduction won't happen on its own due to the diversity of equipment choices, conflicting financial incentives, market uncertainties and a diverse regulatory environment. The financial feasibility of the ETS Research and Testing facility in Fort Pierce will require collaboration between the University of Florida, state and federal agencies, manufacturers, fleet owners and truck drivers.

APEC will provide ground lease at no cost. We will work with the fleets to subscribe to usage and research agreements. Working with the University of Florida School of Engineering. Collaborating with federal, state and local government agencies. Bydesigning the ETS Facility to adapt to changing technology; it will stay viable for years to come.

15. ETS Research & Testing Facility How will the operation and maintenance of the facility be funded? Multi-year subscription agreements. Hourly “pay-as-you-go” services to fleets and owner operators. Basic HVAC/power services would be competitively priced while cable TV would have an upcharge. WIFI would be provided for free. Fleet Condo model – Fleets would purchase “truck parking spaces” so that their drivers could use them. When empty they would be offered to other drivers on a time share basis. By a surcharge on fuel similar to how container deposit laws work. Drivers would redeem the fuel surcharge by using the ETS. Showers and vending- charged separately at cost.
