The proposed ETS Research & Testing Facility in Fort Pierce would help reduce truck idling through collaboration between various stakeholders. It would provide parking, power, and testing facilities to evaluate idle-reduction technologies. The financial feasibility requires partnerships between UF, government agencies, manufacturers, fleets, and drivers. Funding may come from grants, facility usage fees, research subscriptions, and public-private partnerships. It could create jobs and economic activity while helping trucks use less fuel and emit fewer emissions over the next decade.

Hourly “pay-as-you-go” services to fleets and owner operators. Basic HVAC/power services would be competitively priced while cable TV would have an upcharge. WIFI would be provided for free. Fleet Condo model – Fleets would purchase “truck parking spaces” so that their drivers could use them. When empty they would be offered to other drivers on a time share basis. By a surcharge on fuel similar to how container deposit laws work. Drivers would redeem the fuel surcharge by using the ETS. Showers and vending- charged separately at cost.
