The number of car-sharing members worldwide went from 0.35 million in 2006 to 4.94 in 2014. In 2015, it was
estimated to have reached 6.5 million. The size of the global car-sharing market is expected to grow at an
annual rate of 30% from 2013 to 2020.

Main findings:
• National governments usually don’t have specific regulation for vehicle sharing services
and, if they include any mention to them, it is to delegate that competence to local
authorities.
• The measures coming from national governments that concern vehicle sharing services
only affect those using electric vehicles, and relate to the nature of the vehicle, not to
the nature of the service.
• Most of the public actions specifically affecting in some way vehicle sharing are taking
place at a local scale.
• Most usual local actions to support vehicle sharing services consist of helping them with
communication campaigns, providing permissions to operate, and making available on-
street parking spots for shared vehicles.
