Clinic Service has weathered 10 election
cycles. While we don’t know exactly what
new changes to regulation are heading our
way, we are confident about a few
directions.
• Obamacare will undergo significant
changes, and we won’t be surprised if
other downstream programs (MACRA,
Meaningful Use, PQRS) are also impacted.
At the same time, private Insurers are
likely to continue and enhance many of
their quality initiatives.
• We expect the sale of health insurance by
the private market to be allowed over
state lines. This will provide better, more
competitive options. It will also greatly
expand the number of companies to which
you presently submit charges, many
outside of your state lines. This change
will create a new payment dynamic
previously not experienced by today’s
providers.

• We expect that block funding to hospitals and health systems will be
reduced. Our crystal ball tells us that reliance on government programs can
no longer sustain the healthcare market.
• Once the guarantee of government funding is reduced, we expect hospital
corporations to engage in extensive cost cutting. The biggest expense in
healthcare is people. We expect that hospitals and health systems will
ultimately threaten to reduce higher compensation relationships with
providers like you. We expect these providers to set forth on the
entrepreneurs path and take control of their own future.
• Life is a pendulum. At times there is more centralization and at times there
is less. In 2008-10, the pendulum definitely swung in the direction of the
medical corporations over small business ownership. The entrepreneur
physician went from 39% of all providers to 19% in 2016. A big drop for
Medical Entrepreneurs. Given today’s realities, we expect the pendulum to
swing back to those willing to take control of their own future.

• We understand the complexity of these programs (i.e.
MACRA, Meaningful Use, etc.) the data they seek to
collect and analyze, and how to ensure that every medical
charge is submitted properly. Change is a certainty and
