While not an environmental “superhero,” Gov. David Ige has nonetheless
made the right calls when it comes to protecting Hawaii’s natural
resources.
By contrast, Hawaii gubernatorial challenger Colleen Hanabusa is too
cozy with special interests.
As a state senator, Colleen Hanabusa went to extraordinary lengths to
grease the wheels for political insiders. Currying favor with special
interests is not leadership. Gov. Ige represents a better way.
Gov. Ige supported the expansion of Papahanaumokuakea Marine
National Monument to protect the pristine ecosystem. At the behest of

Hawaii's commercial fshermen – the longline tuna fshery in particular –
lost a sizeable chunk of their traditional fshing grounds.
2. Commercial resource extraction activities, including fshing and any
future mineral removal, are no longer allowed. Noncommercial fshing,
such as recreational fshing and the removal of fsh and other resources
for native Hawaiian cultural practices, is allowed by permit, as is
scientifc research.
Hawaii Governor David Ige acknowledged the dissent about the fshing
exclusion, but in the end, he said the expansion “strikes the right balance
at this time for the waters surrounding the Hawaiian Islands, and it can
be a model for sustainability in the other oceans of planet Earth.”
Senator Schatz, who championed the expansion, negotiated a
compromise to the existing boundary at its easternmost end, allowing
fshermen from Kauai and Niihau to continue working traditional grounds
inside the EEZ, longliners say it's too little, too late for them. Trollers,
handliners and pole-and-line boats mostly fsh within 50 nautical miles of
Hawaii shores. Longliners generally operate beyond 50 nautical miles in
waters managed by the Western and Central Pacifc Fisheries
Commission, an international organization that develops management
advice for fsheries in the central and western Pacifc – prime fshing
territory for Hawaii's longliners.
Veteran longliners and multiple boat owners Sean Martin and Jim Cook,
partners in Honolulu-based Pacifc Ocean Producers (POP) Fishing and
Marine, say fshing outside the reserve could mean higher operating
costs, more international competition, and potentially longer trips. Both
are former chairs of the Western Pacifc Regional Fishery Management
Council, which sets fshery management policies and advises the National
Marine Fisheries Service on how to minimize bycatch, protect habitat
and prevent overfshing. Martin also heads up the Hawaii Longline
Association and serves as US representative on the Western and Central
Pacifc Fisheries Commission.
3. According to the Hawaii Seafood Council and Hawaii Longline
Association, the fshery is well-managed by US standards and likely one
of the most highly regulated longline fsheries in the world through
quotas and fshing area restrictions. It's also unique, being a year-round
domestic fshery feeding a domestic market (about 30 percent of fsh
landed in Hawaii is exported to mainland US), providing fresh quality fsh
for sashimi and sushi quality tuna. Martin said they can also “sell almost
everything we catch,” including non-target species with a market, among
them opah and mahimahi.
About 120 longline vessels fsh each year for tuna – primarily bigeye –
using deep-set longline gear, and another 20 vessels ply the sea for
swordfsh from January to June using shallow-set longline gear, then
switch to tuna and deep-set gear for the remainder of the year. They
catch about 2/3 of their fsh outside the US Exclusive Economic Zone
(EEZ) more than 200 miles ofshore in international waters, the other
third within the EEZ (50 to 200 miles ofshore in federally-managed

Longliners say the three-year pact with CNMI [Commonwealth of the
Northern Mariana Islands] gives them and the territory some needed
stability. It also ofers some fexibility and access to certain waters.
Because ultimately, longline fshery representatives say it's not as
much about potentially lost money as it is about additional
government limits on the places they can fsh as they continue to get
pushed out of traditional fshing grounds. [Emphasis Supplied]

Democrats have broadly supported maintaining the Antiquities Act.
4. Rep. Colleen Hanabusa (D-Hawaii) predicted there would be “signifcant
opposition from the American people” if Trump or his administration
tried to roll back any of the Obama-era monument designations.
“I actually think a review, if done in good faith, might actually teach us
something about the board base of support for national monuments and
the Antiquities Act,” she said.
“I am concerned this executive order and this hearing are the beginning
of future eforts to erode or strip away the authority of the Antiquities
Act.”

This week marks one year since President Barack Obama announced the
expansion of Papahanaumokuakea.
But that newly expanded area could lose its protected status be if
Papahanaumokuakea is among the “handful of monuments” U.S. interior
secretary Ryan Zinke recommends President Trump downsize.
Last year, Hawaii's long line fshery fought hard to prevent the expansion,
claiming a commercial ban on fshing there would add up to a $7.8
million loss. No word on when the President will announce his decision.
But according to U.S. Representative Colleen Hanabusa, under the
Antiquities Act, the President does not have the power to make
changes to monuments created by previous presidents. [Emphasis
