2. The VET guidance in Bulgaria is regulated by two main
regulations:
1. Vocational Education and Training Act
It is the act of providing advice to students and other
persons with regard to the choice of profession and career
development.
2. National Lifelong Learning Strategy (2008 – 2013)
A unified national lifelong guidance system should be
implemented for the period up to 2013.
It is also required to develop programs for education and
qualification of the personnel engaged with vocational
guidance related services.
3. The current state of vocational
guidance in Bulgaria
Lack of one national system for VET guidance.
Lack of enough coordination between the
official institutions, providers of and those in
need of vocational guidance.
At this stage there are some attempts and
initiatives but it is still too early to talk about
a unified system for VET guidance.

5. Initiatives in VET guidance in Bulgaria
The National Program “Youth Information
Centers” within the National Centre for
European Youth Programs and Initiatives of the
Ministry of Education, Youth and Science was
implemented between 2007 – 2010.
The objective is to build up a sustainable
network of units, which should provide high-
quality vocational guidance services.
6. Initiatives in VET guidance in Bulgaria
The establishment of a Career Guidance
System in school education was started in
2011, under the Operational Program
„Development of Human Resources” of
the Ministry of Education, Youth and
Science.
The activities under the Project should be
implemented by 2013.
7. Initiatives in VET guidance in Bulgaria
A road map called “Development of career
guidance in Bulgaria 2009 – 2013”.
This is a national document, which identifies
the main objectives and key priorities in the
field of vocational guidance and career
development in Bulgaria for a time period of 5
years.
The document was developed by the National
Agency for Vocational Education and Training
(NAVET).
8. Initiatives in VET guidance in Bulgaria
Aimed at the building up of the National
Vocational Guidance System under the
Project EUROGUDANCE, the Human
Resources Development Centre within the
Ministry of Education, Youth and Science
started a campaign called “Career
Education at School – Guarantee for
Sustainable Economic Development”.
9. What is new in VET guidance in Bulgaria
Two new specialized websites for career
development and counseling were established in
2011 and receive their financing from European
projects.

Since October 2012 were opened career guidance
centers in all district towns in Bulgaria. This is a
project under the Operational Program "Human
Resources Development“ called “System for career
guidance in school education.“
10. Conclusion about guidance in
VET in Bulgaria
Some attempts and initiatives are done under
different projects but still there is not a unified
VET guidance system in the country.
