- 6. Working title: An Address for Everyone – Why Not By Congress 2016 in Turkey? Theme: Fulfilling the goal of the UPU’s An Address for Everyone campaign launched in 2012, the countries of the world hereby pledge that by the opening of the UPU Congress in 2016, every residence, and every person, worldwide, will have an address at which they may receive postal service and which may serve as an identification element for purposes of the individual’s full participation in the social, political and economic life of his or her nation. - 7. 1. Overview of the availability of an address: survey of address-penetration among the nations of the world, from the most developed to the least. Correlation with economic development index. 2. The World Bank/traditional model of street naming and numbering. Explanation and case study. Why it’s a good model. BUT, counter speaker: why it’s too cumbersome, old-fashioned, expensive. We need to figure out how to do this more inexpensively. 3. UN-Habitat: how the addresses can contribute to - make cities more resilient - urban equity - sustainable management of land use - plan public services and mobility - manage the natural hazards, risk assessment, vulnerability, etc 4. African Union Commission: presentation of the guidelines on the addressing and postal codes systems in Africa. New methods/technologies to address the city cheaper and quicker (case studies) .How do we modify the classic method of address allocation to reduce implementation costs but still keep the core benefit? What new obligations of address validation and correction do/should postal systems share? Should we not aim for “zero-errors” in online address capture? If so, what are the operational needs and obligations of posts vis-à-vis the private sector? What rules/regulations must be changed? 12. How can we finance address system development? Development banks possible interest? Crowd-source finance? Build-operate-transfer? Long-term development borrowing? UN funds? Major international foundations? 13. Present to the audience video interviews with people who recently were given addresses, talking about the impact on their lives. The session commentator will present the videos and then offer commentary on the necessary civil society and human rights development role of the address, well beyond delivery of things by the post. - And among the strategic goals of the PostalStrategy were several which are implicated here and which engage us very deeply. Among these are sustainabile development and respect for the environment. Accurate addressing is important to that goal as we sgtrive to eliminate undeliverable as addressed mail and to improve targeting of direct mail offers so more mail is welcomed by clients and potential clients of companies. Also among those goals are supporting development of universal service. All within the three diimensions of the postal environment, for addressing is implicated in all 3.
- And let us recall that this was the vision of he Address Work Group articulated in the CC nearly 4 years ago: A universally inclusive, comprehensive, and current database, right here, at the UPU. Of course, it can only happen if the member countries establish universal addressing and share the data with the UPU. The PostCode group is very energetic and pursuing this vision for our benefit. There has been only fitful progress, and it will take all of us continuing to work with that vision in mind to reach the goal
- And the post has a hard job, not just from an operations points of view, and that is a sophisticated business. But because it has two customers, the sender and the receiver, and it must satisfy both, and incerasingly its custeomrs are businesses usng mail which is not fullly accountable. And thhis is an issue. Obviously, Grandmother will know kf her grandson has sent her a card, but business propsects and clients don’t usually know. So a lot of what is done in this business is on trust. And there are many links in that chain, which works BECAUSE of the address, and any link can go wrong.
- Yes, addresses are everyone’s job, and it’s a never-ending job. Address hygiene, keeping one’s files accurate, with proper address forms, is a thankless never-ending task. We’ll hear about some tools to do that and especialy why it is so important. For mailers and businesses, it is all about return on investmentFor consumers, it is economic accuracy and reaching friendsFor the Posts, it means continued use of the mail and keeping customersFor society and government, it is keeping citizens engaged, served, connected, and creating a wealthier and healthier society. So it’s never “only an address”.
