2. Analysis of economic reality of the
companies and Eastern Europe today
• The EER countries during the last decade mostly followed the growth model
relied on a deeper integration with the EU that joining to the EU could raise
their competitiveness and boost economic development.
• For EER countries the EU integration should remain the main but not the only
strategic opportunity for putting the region on the map of global
competitiveness.
• EER members should join their financial and political efforts in order to
compete with developed countries by realizing highly innovative activities. to
shift towards truly differentiated, higher value added activities and sustain their
economic competitiveness. Innovative sectors such space industry might drive
EER countries on an accelerated growth map.
3. Analysis of the existed Ukrainian space exploration
scientific and material base.
• In our semi-final submission we proposed to create the Space Exploration
Consortium, within which Ukraine could act as a regional axis, ensuring EER future
competitive advantage.
• Existing aerospace industry in Ukraine consists of 24 enterprises.
• Now Ukraine has signed a number of international agreements related to space
industry, in particular, with the European Space Agency, the United States, the
Russian Space center, China, and Brazil. Current Ukrainian project portfolio includes
such large-scale projects as: [1]
▫ the “Land Launch Program Dnepr” realized in collaboration with Russia,
▫ the “Sea Launch” - with the USA and Russia,
▫ and the “Cyclone-4 Project” - with Brazil.
• Ukraine cooperates with the European Commission and the European Space Agency
in the framework of the first European space program.
• Unfortunately, the potential of Ukraine’s cooperation with the EER in space industry
now is underused.
4. Engagement of existing
organizations to the project
• To draw attention of existing space production companies/organization to our project we took part in the
Round Table "Achievements and Challenges of the Aerospace Industry in Ukraine" that took place in Kyiv
(Ukraine) on 12 April 2013 (devoted to the 52th Anniversary of Gagarin’s first space flight).
• During this meeting our team proposed for discussion the idea that Ukraine should not focus in aerospace
sphere just only on cooperation with the USA and West European countries but to strengthen its
collaboration with the EER countries in order to boost the strategic competitiveness of the whole East
Europe region.
• The round table participants mostly noticed that EER members’ engagement into space programs is highly
welcomed and can create good conditions for gainful employment in the EER because space industry is
one of the most investment-attractive and potentially growing.
• Participants found our idea of joining financial and political efforts of EER members to compete with
developed countries in space sphere highly innovative and vital.
• Ukrainian scientists presented at the Round table expressed their readiness to establish long-term
cooperation with partners from the East European countries in space exploration sphere if such proposal
will be expressed by EER governments.
• Participants also supported our idea that space program development is important for future youth
employment. We stated that thanks to developed innovative space industries young professionals will be
able to apply their skills in their respective EER countries, developing the knowledge-based economy of
the country.
5. Amendments to team solution based on the
results of research and gathered feedback
Taking into account recommendations expressed by space industry producers and
scientists at the Round Table we corrected our Project as follows:
• To gain a global competitive advantage compared to both West Europe and Asia regions
the EER countries should specialize on production of high tech- or high skill-intensive
products.
• Focusing the EER’s national economies at hi-tech production allows shifting from nature
resources use to human resources use that is more profitable both for enterprises and
employees and creates the right conditions for gainful employment for large shares of
population.
• Creation of a significant number of high-skilled and well-paid workplaces requires
establishing a long-term cooperation among East European countries in innovative
industries such as space exploration production.
• EER Government policies should be aimed at establishing a long-term cooperation
among East European countries in space exploration sphere.
• Provided funding from the EER states’ budget for space programs allows creating a
"Space City" based on existing aerospace industry in Ukraine which actually consists of
24 enterprises.
• Ukraine’s long-term experience in conduct of international space programs [1] creates
good basis for positive references that can attract large corporations to finance space
programs for commercial purposes.
