- There are three main outcomes to Bond’s effectiveness programme: To develop agreement on common outcomes and indicators; support organisations to measure their internal systems and to agree a set of standards for evidence within the sector. To support the sector to improve measurement of effectiveness and value of money. And finally to support organisations to learn from their results and improve their impact.
- So how does this all work within the Bond Effectiveness Programme? The programme is designed as a circle where each segment slots together, but also each one feeds into the other. The Organisational Health check is an online tool that is for organisations to use to self assess their own internal systems for governance and quality assurance. The health check highlights areas of strength and weakness within the organisation that has an impact on how programmes as designed and delivered. The Improve It Framework is an online tool that offers suggested outcomes and indicators on thematic areas and strategies of engagement. There are 8 thematic areas of work and 5 strategies of engagement that an NGO may employ within the theme. The tool is a framework that offers suggestions of outcomes and indicators that have been identified by NGOs working in each area. It also then produces a bank of tools that have been shared amongst the sector, to measure and evaluate effectiveness. Thirdly there are the evidence principles that have been agreed by the sector as key to good monitoring and evaluation. These are a set of principles designed to frame a good piece of evidence or impact assessment. Finally there is out work on value for money. This is the least developed area for Bond, but will enable NGOs to demonstrate the value of the programmes they provide and the outcomes they are achieving.
- The Improve It Framework is an online tool for NGOs to share outcomes, indicators and tool for measuring these. The framework will be accessed through the Bond website by logging into the My Bond section. The Framework is a tool that has been developed by NGOs with the support of Bond. The online platform is supported by a series of papers that give background and content to the online database. It is dived into Sectors and Strategies. Sectors being the thematic areas of work and strategies being the way of engagement or the method of NGO work. But what is the purpose of the Framework? This is to help UK NGOs, and their partners, to improve how they measure, demonstrate and learn the outcomes they achieve and the impact their projects and programmes are having. It is not a one size fits all database for monitoring and evaluation, but it is a starting point. It is a portal for NGOs to collectively agree some shared outcomes and indicators and tools for measuring effectiveness that can then be accessed and used in NGOs own monitoring and evaluation systems. What the framework will enable individual NGOs and the sector as a whole to do is, to tell a more robust story about outcomes and impact. It will help us all demonstrate our effectiveness and learn from this and identify gaps in need. It will help us learn and plan for future projects and programmes.
- This diagram is really just to show where the framework can practically and directly help NGOs in their work and planning. However, it is important to mention that the framework is integral to the planning process and is not stand alone. When we think of the planning cycle of Plan, Do, Review and Evaluate you can see that the framework is able to offer support at each stage. NGOs can see the potential outcomes to be achieved and plan how they will do this by referring to the strategies. The outcomes and indicators can then help to set the activities that will form the project or programme and determine the targets to be working towards. NGOs can then build on these into a monitoring and evaluation system that will draw on the shared tools for measurement. The tools will then gather the information against the indicators for NGOs to be able to review the activities they have been undertaking and evaluate whether the outcomes they set out to achieve have been achieved. This will then enable NGOs to reflect on the outcomes and learn from the evidence produced to then inform the planning for future projects and programmes. It will also produce good quality evidence and impact assessment that can effectively communicate results of a project or programme.
