Well-being of citizens is also influenced by the performance of public
administrations in providing essential services and by the availability of
infrastructures.
Availability of essential services and infrastructures has a direct impact on
the living conditions of citizens of different areas of a country: regional
policy is the instrument aimed at reducing the economic gap of the less-
developed territories, which can help more in general to increase the
standard of living conditions.
The Italian regional policy for 2007-2013 also envisages:
a performance-based mechanism that rewards the achievement of
quantitative targets (policy outcomes);
innovative tools to explore how local administrations are performing
and to measure their efficiency;
intensive use of web-based applications whereby the user can
produce contents, give direct feedback, be a member of a network.
