Important Points to Remember
 Heathrow is regulated in the UK by the Civil Aviation Authority (CAA)
 There is a regulatory requirement that 5% of all hand luggage is checked, i.e. zero
compliance failures is not the challenge target
 The passenger throughput profile varies through the day, i.e. peaks in the early
morning and late afternoon/evening times. Therefore, security resources are not
evenly spread
 This means that to meet the 5% regulation, additional hand luggage searches
could take place during quieter periods to avoid longer queues
