2. Introduction
Cambridgeshire Constabulary has developed a hate crime and incident
strategy which we will direct toward any crime or incident targeted at a victim
because of an offenders hostility or prejudice against a group or person based
on that person’s:
• Disability
• Race or ethnicity
• Religion or belief
• Sexual orientation
• Transgender identity
• Age
Hate crime can be committed against a person or property. A victim does not have
to be a member of the group at which hostility is targeted. In fact, anyone could be
a victim of a hate crime.

• Cambridgeshire Constabulary will work with partners and seek to
reduce incidents of hate crime
• We will work with partners to establish accessible third party
reporting options*
• We will implement measures to increase under reporting in hard to
reach communities
• We will ensure all officers and staff understand their responsibilities
regarding hate crime investigation
• We will implement a robust mechanism to record and scrutinise hate
crime reports
4. How will we enforce this?
• All available opportunities to investigate and prosecute hate crime
offenders will be explored and maximised
• We will work with our Criminal Justice partners to ensure maximum
penalties are obtained
• Hate crime incidents and ASB incidents will be monitored to identify
emerging issues
• Accurate data will be used to understand the impact of initiatives
5. How will we protect the public?
• The vulnerability of victims will be assessed using a risk
matrix
• Multi agency decision making will be undertaken to
maximise available information and manage the risk
• Partnership working will be pursued to ensure victims
receive the best possible service
• A victim focussed approach will be used in all hate crime
investigation
6. How will we measure our
success?
Our strategy will be supported by a delivery plan detailing how the
strategy will be delivered and managed.
A number of indicators will be used to measure our performance and
these will include;
• Increased satisfaction rate of victims of racist incidents
• Increased hate crime reporting across all protected characteristics
• Increased on line traffic using the hate crime pages on the force
website
• Increased use of the True Vision on line reporting facility
• Increased use of the force website on line reporting facility.

Changes with regard to 3rd party reporting:About Open Out: Open Out was the main provider of 3rd party hate crime reporting in Cambridgeshire for over 10 years. Working in partnership with local councils, police, fire service, voluntary sector and community groups to increase hate incidents reporting and provide a non police led way of reporting. 3rd party reports received by Open Out coordinators were signposted to Cambridgeshire Constabulary if appropriate for further investigation. Coordinator posts were jointly funded by the police and local councils. Budget constraints has meant the end of these posts and the Open Out facility.Therefore the Police and Crime Commissioner has pledged to promote the True Vision third party reporting scheme and develop partnership initiatives to promote the reporting of hate crime.True Vision is a police funded website designed to provide information about hate crime. Supported by all police forces in England, Wales and NI True Vision sets out the ways hate crime can be reported including a secure on line reporting form. The website provides links to organisations which can support and advise on hate crime related issues. The police service believes true Vision will help increase the under reporting of hate crime by building confidence in victims & offering a range of reporting options for those who may not wish to talk directly to the police.All organisations should have a direct link to True Vision to help promote this.
