2. What is Aggregation?
Process that allows your residents and
businesses to maximize their purchasing
power by buying electricity at bulk rates.
3. History of Aggregation
Twelve years ago the General Assembly
deregulated electricity which benefited
industry and large commercial users.
Large Commercial Users have already saved
One Billion Dollars!
Now the General Assembly has amended
the law to allow residential and small
commercial customers to benefit also.
4. Steps
Step 1: According to a recent article in the
Illinois Municipal Review, the first step is to
select an aggregator.
ILLINOIS ENERGY AGGREGATION LLC IS THE
BEST CHOICE TO BE YOUR AGGREGATOR!
Step 2: IEA will take care of the
rest of the work.
5. Here’s what IEA does for its clients…
Draft the ordinance providing the referendum
question to be placed on the ballot.
6. How will the people know about the
process?
IEA provides the village
with Public Information
explaining the benefits
of electric aggregation.
7. The Public Decides
Public Votes “Yes” to save money on electric
bills when they vote in November for the
referendum question.
8. The Plan
With our clients, IEA develops a plan of
operation and governance for aggregation with
the Illinois Power Agency.
9. Who explains the plan?
IEA prepares and publishes the public notice
and conducts two public hearings on the plan.
10. How do we know we’ll get
qualified bids?
IEA prepares specifications and distributes
an RFP to electric suppliers to get the most
competitive and complete bids.
11. The Request for Proposal…
Can include options for:
A requirement for green energy
Senior discounts or rebates
One year, two year or three year prices
A civic contribution
12. How will you be able to determine the
best bid?
IEA reviews the bids from all the suppliers
responding to the RFP and makes a written
recommendation.
13. What happens after the review of the
bids?
IEA negotiates with suppliers for the best
price based on the requirements of the RFP.
14. After negotiations are complete what
happens?
A contract is drafted and IEA, as the
aggregator recommends approval of the
contract.
15. What do we do after the new supplier
is in place?
IEA will monitor the program on behalf of
the village and report back to the village as
necessary.
16. Aggregation is working in Illinois
Businesses have already saved one BILLION dollars
Now municipalities are saving millions
Chicago Ridge over $1.5 Million per year
Evergreen Park over $2.3 Million per year
Stickney homeowners will each save $200 or more
per year
We have secured some of the lowest rates anywhere:
Evergreen Park 4.625 per kWh
Chicago Ridge 4.6 per kWh

residents is outstanding”,
IEA’s chief executive officer, Robert Streit credited village officials for “seeking
competitive quotes and allowing IEA to negotiate the best rate on their behalf rather than
contracting directly with one supplier”. IEA as the Village’s aggregator, held information
meetings prior to the referendum, conducted public meetings to explain the village’s plan
of operation to residents, drafted the request for proposal, solicited quotes, reviewed the
quotes, negotiated the best price and presented its analysis to the village board. “We put

fail to use consultants like IEA generally pay a higher rate than
towns that use an aggregator.
19. How will your constituents feel about
IEA and saving MONEY???
20. Who do I call if my power goes out?
Com Ed will continue to be responsible for
the transmission of power.
Will I get more than one bill?
No. Residents will continue to receive their
bill from Com Ed. The only change will be
lower rates.
The new supplier will be listed on the bill as
a line item.
22. Why use an aggregator like IEA?
The principals of IEA have governmental experience,
business experience, legal experience and a record of
reducing electric costs for municipal and business clients.
IEA is not an agent of any of the Alternative Electric
Suppliers and does not have any conflicts, working as
your aggregator.
IEA doesn’t charge the Village ANYTHING AT ALL!!!
Your residents are given the choice and anyone can opt
out of the plan.
23. We know what you do,
because we are elected officials too.
We understand your concerns and work
hard to meet your needs.
Our combined experience brings a team
to you that is well versed in all areas
necessary to make a smooth transition
from high priced electric service to a more
economical alternative.
