What is Aggregation?
   Process that allows your residents and
    businesses to maximize their purchasing
    power by buying electricity at bulk rates.
History of Aggregation
   Twelve years ago the General Assembly
    deregulated electricity which benefited
    industry and large commercial users.
   Large Commercial Users have already saved
    One Billion Dollars!
   Now the General Assembly has amended
    the law to allow residential and small
    commercial customers to benefit also.
Steps
   Step 1: According to a recent article in the
    Illinois Municipal Review, the first step is to
    select an aggregator.

Who explains the plan?
  IEA prepares and publishes the public notice
  and conducts two public hearings on the plan.

qualified bids?
  IEA prepares specifications and distributes
  an RFP to electric suppliers to get the most
  competitive and complete bids.
The Request for Proposal…
   Can include options for:

     A requirement for green energy
     Senior discounts or rebates
     One year, two year or three year prices
     A civic contribution
How will you be able to determine the
best bid?
  IEA reviews the bids from all the suppliers
  responding to the RFP and makes a written
  recommendation.
What happens after the review of the
bids?
   IEA negotiates with suppliers for the best
   price based on the requirements of the RFP.
After negotiations are complete what
happens?
  A contract is drafted and IEA, as the
  aggregator recommends approval of the
  contract.
What do we do after the new supplier
is in place?
  IEA will monitor the program on behalf of
  the village and report back to the village as
  necessary.
