 Interior
1. Address mandatory on property.
2. Doors must be weather tight.
3. No double cylinder dead bolt locks allowed.
4. No exposed wiring.
5. All light fixtures must be covered (light globe).
6. Reverse cycle A/C with heat or permanently installed
space heater.
7. Smoke alarms required (Bedrooms & Kitchen).
8. No missing spacers on electrical panel box.

 Interior
9. Water Heater must be vented to exterior with water
relief line.
10. No deteriorated carpeting or tiles.
11. Window operators must be working.
12. Window screens are required.
13. Bedrooms minimum size is 8 x 10.
14. Bedroom must have a privacy door (you cannot go
through one bedroom to get to another).
 There must be a window 10% of the room size leading
to exterior

 There must be a closet in order for the room to be
qualified as a bedroom.
15. Kitchen - a range hood is needed over the stove, if
there is no window in the kitchen.
16. Bathroom must have a window or a ventilator fan.
17. There must no plumbing leaks.
18. The utilities must be on for the inspection.
19. All appliances must be in good working condition.

 Exterior
1. No deteriorated vent screens or outside crawl cover
spaces.
2. If there are window bars in the bedrooms, they must
have breakaways minimum size of 20” x 41”.
3. No scaling paint in the interior or exterior of the
property.
4. No junk or trash, no junk vehicles or appliances in
yard. (The yard and surrounding areas must be kept
clean and must not have overgrown vegetation.

 Exterior
5. Zoning issues – electric meter and water meter
assigned to the dwelling must meet applicable
zoning requirements. There must be no other
zoning violations as indicated by the inspector. (No
multi-family use in a single family zone.)
6. No water seepage from windows, ceilings, walls, and
no leaking roof.
7. No deteriorated roof overhang.

Most Common Reasons Why
Units Fail Section 8 Inspections
1. Smoke alarms missing or not working.
2. Lack of ventilation in bathroom.
3. Outlet covers missing or broken.
4. Infestation by bugs or vermin.
5. Absence of handrails where 4 or more
consecutive steps.
6. Utilities disconnected (must be connected).

7. Hazards (i.e. tripping as a result of floor covering or
exposed electrical wiring.
8. One window in each room must open and have a
screen.
9. Chipping paint on the outside of the building –
gutters, outside surfaces of building.
10. Hazardous hole or trash in the yard.
11. Door not sealed properly (light can be seen coming
through).
12. No hot or cold running water.

13. All windows must have sash cords or balancers and
must stay in the open position without assistance.
14. All ceilings must be at least 7 feet in height in areas
used for living, sleeping, etc….
15. All steps to landing or basements have handrails.
16. Baths without windows must have power fan or
gravity vents in high rise buildings.
17. Open electrical distribution box must be covered with
appropriate cover.

Section 8 Inspections
18. Windows in bedroom too small and will not
qualify as areas for sleeping.
19. Security bars can’t be opened from the
interior will not be allowed to remain.

Section 8 Approval Summary
 List Your Unit
 Find qualified tenant.
 Complete the Request for Tenancy Approval (RTA)
forms.
 Schedule Unit Inspection using Housing Quality
Standards HQS Checklist
 Both parties sign lease and submit to Section 8
office for approval.
 Collect Security Deposit.
 Upon lease approval, wait for first rent check!!!
 Make sure Utilities are in tenant’s name before giving
keys.
