Background
Mr. Foucher is a specialist in the programming, planning and design of health facilities with 27 of his 32
years of architectural experience involved in all phases of health facility design and construction.
Before establishing his own consulting practice in February of 1997, Mr. Foucher was employed as vice
president of Healthcare Planning Consultants, Inc., Boston, a subsidiary of Anshen + Allen Architects,
San Francisco. Prior to joining Healthcare Planning Consultants, Inc., Mr. Foucher served as a
programming and planning specialist at the Boston architectural firms of TRO/The Ritchie Organization,
and Tsoi/Kobus Associates.
Of special note, Mr. Foucher has had a continued focus on the planning and design of Academic Medical
Centers, with extended engagements as programmer, planner and design consultant on numerous projects
at the Massachusetts General Hospital, Brigham and Women’s Hospital, Boston Medical Center, New
England Baptist Hospital, Magee-Women’s Hospital, Thomas Jefferson University Hospital, University
of Maryland Medical Center, McGill University Medical Centre, and others.
UK Experience
Mr. Foucher has consulted on four large Private Finance Initiative (PFI) hospital redevelopments in
England: on one, serving as advisor to the Swindon and Marlborough NHS Trust (600 bed replacement
hospital) as programming consultant, and on the others (Norfolk and Norwich NHS Trust (900 bed
replacement hospital), the Manchester Royal Infirmary (900 bed redevelopment on existing site), and the
University of Birmingham Hospital Trust (1200 bed replacement hospital)) as hospital planning and
design consultant to Anshen + Allen Architects, London, designers for the respective design/build
consortia.
