ASEAN Centre for Energy (ACE)
Established on January 1st, 1999
Inter-Governmental Organization, guided by a
Governing Council composed of SOE Leaders of the
10 ASEAN Member Countries
Technical catalyst for economic growth and
development of ASEAN by initiating, coordinating,
facilitating and disseminating all energy activities to
the region and the rest of the world
7. Roadmap
Basis : Joint Declaration of the 5th AMEM+3, held in
Bangkok, Thailand on 7th of August 2008
Approved at the 9th SOME+3 and 7th AMEM+3 held
in Da Lat Viet Nam, July 2010
Recognized the necessity of oil stockpiling initiatives
in the light of persistent risks of supply disruptions
and highly volatile oil market
Facilitate and encourage all member states to
further improve oil stockpiling initiatives
Working Group: ASEAN+3, ACE&JOGMEC
8. Principles
Based on 4 principles:
1) voluntary and non-binding,
2) mutual benefits,
3) mutual respect and respect for bilateral and
regional cooperation, and
4) step-by-step approach with long-term
perspectives
9. Situation
Some ASEAN Member Countries have planned their
OSRM concrete target. However, others are still on
the initiation phase.
+3 Member Countries, specifically Japan and Korea,
have already in place an OSP system for long time

A common understanding on the needs and benefit
of Oil Stockpiling Roadmap development
Due to differences in economic levels, it is not
possible to make an Oil Stockpiling Roadmap with a
concrete targets for all ASEAN+3 Member Countries
at this moment as desired
But, it’s expected that by 2020 every country
ASEAN+3 members has a common best-practices to
execute effective ways in the ultimate strong hold of
energy security
11. Way Forward
1. Continues to study the development of an OSRM by
following the same 4 principles and methodology
2. Proposed activities to follow up in years 2010-2011
and beyond i.e:
• Collecting annual information on the progress of
each country’s oil stockpiling activities
• Workshops to promote the implementation of
each ASEAN Member Country’s OSRM
• Implementation of joint project with IEA

IEEJ Manage the APEC JODI Database including
ASEAN-7
CLM countries were encourage to provide JODI data
IEEJ developed a web site for retrieving JODI data in
ASEAN including Myanmar and China, Japan and
Korea
ACE put an entry icon to link to this web site
18. Oil Price Database
Format was developed in 2005 by ACE and IEEJ
Data Collection:
• Standardize template of Oil Price Reporting
Format
• Distribute to ASEAN+3 member countries
through two channels, one is use of official
format and other is any prices by e-mail
• Send to ACE on monthly basis

A WEB-based application for reporting the
production and utilization of energy in ASEAN
