motorists and households;

• Electrification rate of 90% in urban areas and 31.5% in rural areas and one of the most expensive electricity
costs in Africa;

An attractive, straightforward legal framework to support this vision:
• Act No. 98-29 (14th April 1998) relating to the electricity sector, amended by Act No. 2002-01;
Supplemented by Law 2010-21 of 20th December 2010 laying down the Renewable Energy Guidance Act
• Act No. 98-31 of 14th April 1998 on import, refinement, storage, transportation and distribution of
hydrocarbons;
• Act No. 98-05 of 8th January 1998 on the Petroleum Code;
• Act 2010-22 of 15th December 2010 laying down the law of orientation of the biofuels sector.
• Oil reserves estimated at 590 (P90) and 2300 million barrels (P10)
• Estimated natural gas reserves are 20 TCF (Trillion Cubic Feet), or about 520 billion m3
