PREFACE
Today’s world is gradually forming a global network of links, expanding
the door of international cooperation and promoting free trade between nations.
As a mean of communicating in the world, foreign languages become an
important tool, having a strong impact on learning as well as living, which
facilitates the opportunity to connect with the modern times, the most
convenient. With that in mind, it is extremely urgent and important to train and
learn foreign languages.
Foreign language skills play a very important role in communication. This
is considered a necessary soft skill that employers prioritize alongside other
professional factors. If students have a good foreign language ability, they will
easily connect with the outside world. It is the key to connect people all over the
world and it is also the ability to learn the knowledge and culture of countries in
the world will be widened.
Students who have the abilities to speak foreign languages will have a
better chance of finding a better job, the working environment with foreigners
will be more convenient, which means higher income, better personal life and
create the dynamism of confidence, comfortable intergration when participating
in collective activities.
However, the reality is that the foreign language skills of most students are
limited.
Phu Yen University, at present, in particular and other Universities in
general have been taking many ways to create conditions as well as movitation
to help students improve their foreign language skills, especially communication
skills in English. Thus we choose the topic of “Improving foreign language
ability for Students”, aiming to improve the quality of foreign language for
students when they graduate to meet the needs of society in the new era. The

Chapter I
OVERVIEW OF THE PLACE OF INTERNSHIP
1. Phu Yen University

Phu Yen University was established under the Prime Minister's Decision
No. 112 / QD-TTg dated January 24, 2007, based on the College of Economics
and Technology Phu Yen.
The training system of Phu Yen University is mainly in the group of
Education, Engineering - Technology, Agriculture, Economics, Social Sciences
- Humanities, Natural Sciences and Foreign Languages. By the 2017 - 2022
school year, there are 13 university codes, 7 college codes; 2.841 students
training and students include all types, types of training: formal, work-study,
joint and associate.

2. The department of foreign languages Phu Yen university
The forerunner of the Department of Foreign languages – Phu Yen
University is the foreign language group belonging to the Basic Science
Department of Phu Yen University. In 2008, the Department of Foreign
Languages was separated into an independent department carrying out
specialized tasks.
Staff of the faculty includes: 5 masters, 7 bachelors. In 2017, Faculty
staffs are constantly improving in quantity and quality including: 1 Doctor, 1
doctoral student, 11 masters and 2 bachelors for teaching and 2 bachelors for
mission work. The Faculty leadership consists of 1 Dean, 1 Vice-dean and 3
Heads of divisions. The staff includes members, faculty lectures and 6 part-time
lectures at other units in the University.

Foreign languages department perform the following tasks: organizing
the implementation of the training process, the teaching of the lecturers and the
study of the students; organizing scientific and technological activities related to
teaching foreign languages, organization of the training program; compiling
curriculum materials; researching and improving teaching methods,
implementing other functions to improve the quality of the department and the
Univesity; to organizing specialized fostering and retraining courses, fostering
the quality of coursebooks and school; developing plans for the development of
the teaching staff; working out plans on training and fostering to raise
professional qualifications for lectures and staff members of the department.
Three-year training program the up till now has developed three
branches, one of which is a college degree that is developed into two specialties:
English teacher education for junior highs schools and primary schools; one
level of pedagogical undergraduate level is built into 2 majors: English teacher

education for high schools and primary schools; and the other branch has 2
majors; English language and interpretation. In addition, the department also
carries out the task of training regular and inter-connected systems for both
academic and professional purposes and teaching English to students in other
fields of study.
Over 10 years of development, Foreign Languagse Department of PYU
has trained more than 3000 students in the training majors. In addition, the
department conducts many practical and scientific researches to improve the
quality of teaching and training; compiled over 15 internal circulars for teaching,
of which 5 are high-level, high-level scientific research projects. Every year, the
falculty conducts at least one workshop and one training session on teaching
methods, fostering and improving the level of lecturers on language teaching
skills. At the same time, the department has applied information technology in
teaching and learning foreign languages. Department members actively
participate in writing articles for both academic and non-academic journals (19
articles); national and international academic journals and prestigious journals in
the field of education and training (18 items).

1./ Two passages translated from Vietnamese into English
1.1 Các hình thức hoạt động ngoại khóa để nâng cao năng lực ngoại
ngữ cho sinh viên trường Đại học Phú Yên – Thạc sĩ Lê Thị Băng Tâm
Trước thềm năm học mới, Khoa ngoại ngữ tổ chức họp Ban chấp hành
Đoàn thanh niên, Hội sinh viên, Ban cán sự lớp để thảo luận và định hướng cho
đoàn hội lên kế hoạch tổ chức các hoạt động mang tính đặc thù cho sinh viên
chuyên ngành và sinh viên yêu thích tiếng Anh. Trước đó, sinh viên đã phải
chuẩn bị ý tưởng về những vấn đề mà các em quan tâm để đưa ra bàn bạc thảo
luận và đi đến thống nhất. Kế hoạch sau đó được trình lên Lãnh đạo Khoa Ngoại
ngữ và cũng được lấy ý kiến trong cuộc họp triển khai kế hoạch đầu năm học để
đưa vào Kế hoạch hoạt động năm học của Khoa. Các hoạt động thường bám sát
các mục tiêu đào tạo của Nhà trường và nhu cầu của các đoàn viên trong Khoa
và yêu cầu của xã hội, chú trọng đến các hoạt động hỗ trợ học tập, vì cộng đồng
và các chương trình tình nguyện Vì an sinh xã hội. Dưới đây là các hoạt động
ngoại khóa Khoa Ngoại ngữ - Trường ĐH Phú Yên thường áp dụng cho sinh
viên.
Ra mắt Câu lạc bộ tiếng Anh vào đầu mỗi năm học để giới thiệu câu lạc
bộ đến các tân sinh viên và tiếp nhận thành viên mới vào câu lạc bộ. Hoạt động
này được lồng ghép vào chương trình Chào mừng tân sinh viên do Đoàn
trường tổ chức. Đoàn Khoa Ngoại ngữ có thể tham gia với những tiết mục văn
nghệ mang sắc màu đặc biệt, giới thiệu về các hoạt động ngoại khóa chủ yếu
Câu lạc bộ thường tổ chức để quảng bá về các hoạt động của câu lạc bộ.
1. Tổ chức đêm hội Halloween
Hằng năm cứ đến mùa Halloween, Câu lạc bộ tiếng Anh của Khoa
Ngoại ngữ tổ chức các hoạt động ngoại khóa để cho các sinh viên trong trường

tham gia và trải nghiệm. Đây là một dịp không chỉ cho sinh viên tiếng Anh
chuyên ngành mà còn cho những người học quan tâm đến tiếng Anh để biết
thêm về văn hóa của các nước nói tiếng Anh và một cơ hội tốt cho họ để nâng
cao kỹ năng ngôn ngữ. Các hoạt động trong đêm hội Halloween gồm: Giới thiệu
về nguồn gốc Halloween, Văn nghệ (hát, nhảy, kịch), hóa trang thành ma đẹp,
thi khắc bí ngô và xem phim. Tất cả đều được thể hiện bằng tiếng Anh. Những
đêm hội Halloween thường rất thành công và để lại những ấn tượng đẹp lẫn chút
tiếc nuối trong sinh viên vì kết thúc rồi có nghĩa là không còn những ngày tháng
chuẩn bị nội dung, vật dụng và những buổi tập dượt cùng nhau. Tuy vậy, các em
lại có động lực để chuẩn bị cho các hoạt động tiếp theo với khí thế hào hứng
hơn.
2. Tổ chức các hoạt động chào mừng ngày Nhà giáo Việt Nam
Các lớp làm poster với các hình thức: thơ, truyện ngắn hoặc văn xuôi có
nội dung về trường, lớp và về các thầy cô để dự thi. Các poster sẽ được trưng
bày triễn lãm để đông đảo sinh viên có thể đọc và cảm nhận. Ban tổ chức còn
lồng ghép các tiết mục văn nghệ để nội dung hấp dẫn và phong phú hơn, đồng
thời sẽ chọn các bài thơ và văn xuôi hay nhất để cho các thí sinh đọc diễn cảm.
3. Tổ chức các hoạt động chào mừng Giáng sinh và Năm mới
Các thành viên của CLB chia sẻ thông tin về Noel và phong tục đón năm
mới ở một số nước trên thế giới. Mỗi lớp biểu diễn thời trang theo từng nước
kèm thuyết minh bằng tiếng Anh. Ngoài ra, còn tổ chức các trò chơi, đố vui cho
khán giả với những phần quà thú vị.
4. Tổ chức hội thi Miss Ngoại ngữ
Các lớp cử đại diện ít nhất là 1 sinh viên nữ đăng kí tham gia cuộc thi.
Các thí sinh phải chuẩn bị 01 ảnh chụp toàn thân, 01 hình thẻ 3x4 và 1 video tự
giới thiệu về bản thân (video ảnh hoặc video tự quay, và phải có lời giới thiệu
bằng tiếng Anh của thí sinh). Nội dung giới thiệu trong video về Họ tên, Ngày
tháng năm sinh, Quê quán, Lớp, Sở thích, Năng khiếu, Quan điểm sống. Đoàn

viên trong hoặc ngoài đoàn khoa sẽ bình chọn cho thí sinh mà họ yêu thích trên
trang fanpage của cuộc thi. Thí sinh có kết quả bình chọn cao nhất sẽ được tuyển
thẳng vào vòng chung kết. Ban giám khảo tiến hành sơ khảo và chọn tiếp 9 thí
sinh nữa vào chung kết. Các thí sinh vào vòng chung kết sẽ trải qua các phần thi:
Phần thi Duyên dáng và Phần thi Tài năng Ngoại ngữ. Các thí sinh lần lượt giới
thiệu và thể hiện phần thi tài năng của mình (hát, múa, cắm hoa, võ thuật, nhảy,
khiêu vũ….). Kết thúc 2 phần thi này, 5 thí sinh có số điểm cao nhất sẽ trải qua
Phần thi Ứng xử. Mỗi thí sinh chọn 1 câu hỏi và trả lời trong vòng 3 phút bằng
tiếng Anh để chọn ra các sinh viên vừa duyên dáng, thanh lịch lại có tài năng
thực sự.
5. Giao lưu văn hóa với các tình nguyện viên, chuyên gia nước ngoài
công tác tại trường
Hằng năm trường Đại học Phú Yên nhận các chuyên gia, tình nguyện viên
về công tác tại trường. Tận dụng nguồn lực này để giúp sinh viên phát triển kỹ
năng giao tiếp và nâng cao sự hiểu biết về văn hóa của các nước nói tiếng Anh.
Khoa đã lên lịch giao lưu văn hóa giữa các chuyên gia, tình nguyện viên (TNV)
và sinh viên các lớp. Theo đó, mỗi lớp sẽ có 1 buổi sinh hoạt/tuần với TNV về
các chủ đề được đăng ký trước. Mỗi buổi sinh hoạt, một nhóm khoảng 2-3 sinh
viên sẽ trình bày về chủ đề của nước Việt Nam và TNV trao đổi thông tin liên
quan về đất nước của mình. Cuối mỗi tháng, Khoa sẽ họp tổng kết rút kinh
nghiệm cùng với đại diện sinh viên và TNV để đưa ra những đề xuất và những
giải pháp tốt hơn cho tháng tiếp theo đồng thời trao đổi về các chủ đề mới để
tránh sự trùng lặp và tạo sự hứng thú trong sinh viên.
6. Tổ chức các cuộc thi hùng biện tiếng Anh
Các cuộc thi hùng biện tiếng Anh đóng một vai trò quan trọng trong việc
rèn luyện kỹ năng nói. Nó không những chỉ giúp ích cho sinh viên dự thi trải
nghiệm bản thân mà còn là dịp để tất cả các sinh viên khác học hỏi và qua đó cải
thiện năng lực ngôn ngữ cho mình. Vì thế, hùng biện là hoạt động không thể

thiếu được trong chương trình hoạt động ngoại khóa hằng năm của sinh viên
chuyên ngữ. Chủ đề có thể được lấy từ các chủ điểm trong chương trình học
hoặc những chủ đề nóng mà người học quan tâm như tình yêu-cuộc sống, các
vấn đề xã hội như môi trường, dân số, sức khỏe cộng đồng…Thí sinh các lớp
đăng ký dự thi sẽ qua vòng sơ tuyển và vòng loại trước khi vào vòng thi chung
kết (chọn từ 10 đến 15 thí sinh). Nội dung thi gồm 2 phần: phần hùng biện và trả
lời câu hỏi từ 1 giám khảo ngẫu nhiên do thí sinh bốc thăm để chọn. Khán giả
cũng có cơ hội thể hiện vốn kiến thức và năng lực ngoại ngữ bằng việc tham gia
vào các trò chơi hoặc trả lời câu đố và dành được những phần quà thú vị.

1.2 Extracurricular activities and their roles in enhancing English
majors language capacity – Le Thi Bang Tam, M.A
On the threshold of the new academic year, a meeting among the leaders
of FDL, executives of Student Youth Union, the chair committee of the English
Club and monitors of the classes, is organized to discuss and plan the activities
with specific characteristics suitable for English major students. Before then,
students had to prepare ideas about the prominent activities to present in the
meeting for discussions. After reaching a consensus, the plan is submitted to
FLD for consideration and consultation by the staff before being included in the
academic school year plan. The activities often keep abreast of the training
objectives of the university, meet the students’ needs, aim at volunteer activities
and community development such as music, sports, environment, charity work
and so on but mainly focus on supporting learning activities to boost students’
language capacity. Below are the ECAs involved in fostering students’
language skills which the FLD of PYU implements.
Introducing the English Club
At the beginning of each academic school year, we introduce the English
club to freshmen. This activity is integrated in the program “Welcome

freshmen” performed by PYU’s Students Youth Union. The English Club can
participate with several special performances related to its major and introduces
the club’s ECAs to make them known popularly. In this way, there will be more
enrollment for membership of the club. Once there are more members, the
activities will surely be of variant forms and good quality.
1 Halloween Night
Halloween night is a good chance for students to participate in the event
and experience the air of the festival. This is an occasion not only for English
major students but also for those who are interested in learning English to know
more about the cultures of English-speaking countries and to upgrade their
language skills as well. The activities on Halloween Night include an
introduction to the origin of Halloween, quizzes about it, music performances
such as songs, dances and drama, contests of best costumes of handsome and
beautiful ghosts, and of pumpkin carving and watching ghost movies. All are in
English. Halloween night is often very successful and leaves a good impression
on students who sometimes feel sorry when the party comes to an end because
they would like to continue the preparation and rehearsal of the event.
However, they have motivation to plan for the next activity to create an even
more exciting atmosphere.
2 Activities to celebrate Vietnamese Teacher's Day
Each class makes a poster in which they present poems, short stories or
prose about their feelings for their teachers, classes and the university. The
posters will be on display for all the students of the department to appreciate.
They are then assessed by a judge board to choose the three best ones. The most
meaningful poems will be performed by the authors. The organizers also
combine other activities like music performances in English so as to create a
friendly and enjoyable atmosphere for both teachers and students.
3 Activities to celebrate Christmas and New Year

English Club members share information about the customs of
Christmas and New Year of some countries around the world. Each class
prepares a fashion show together with a speech in English. In addition, games
and quizzes are also included for audiences to participate in with small gifts for
those who have the right answers. This creates an exciting environment for
students to stay until the end of the program.
4 Miss Beauty contest
Representatives elected from each class register to take part in this
contest. Candidates prepare a full body shot, a picture of 3x4 cm and a
biographical video in English about themselves: name, date of birth, place of
birth, class, hobbies, talents and viewpoints. They will be voted on the fan page
of the contest. In the preliminary part of the contest, the candidate with the
highest vote will be admitted directly into the final round. In parallel, the jury
has the preliminary selection for 9 other contestants. The shortlisted ones will go
through the Charm and Talent round in which candidates introduce and
demonstrate their talents (singing, dancing, flower arranging, martial arts,
eloquence, dance etc.). After the result of these two rounds is announced, the
five finalists will come to the Interview round. Each contestant chooses one
question and gives her response within 3 minutes in English. Based on the
result marked by the judge board, Miss Beauty and two other prizes will go to
the most beautiful, talented and intelligent contestants.
5 Cultural exchanges with volunteers, English teaching assistants or
foreign experts working at the university
Annually Phu Yen University welcomes experts, English teaching
assistants or volunteers from different organizations coming to work at the
university. This resource is exploited suitably to develop students’
communication skills and help students understand more about the cultures of
English-speaking countries. The cultural exchanges between foreign experts or

volunteers and students are regularly organized with topics scheduled in
advance. For each meeting, a group of 2-3 students will give a presentation on a
topic in Vietnam and volunteers exchange information relating to that of their
country. Moreover, they increase students’ communication skills through small
talks/discussions among a group of 10 to 15 students. At the end of each month,
leaders of FLD and the chair committee of the Club and representatives from
each class will summarize experience, give suitable suggestions and solutions
for the activities of the following month. Interest is also an important element
which needs paying attention to in order to attract more students to take part in
the activities.
6 English speaking contest
English speaking contests play an important role in fostering students’
speaking skills as well as finding gifted students. They not only give candidates
opportunities to improve themselves but also create chances for other students to
learn and thereby increase their language capabilities. Henceforth, Eloquence
competitions are an indispensable activity in extracurricular programs held by

Triển khai - Vận hành. Có thể hiểu, cách tiếp cận CDIO hướng tới đào tạo sinh
viên phát triển toàn diện cả về kiến thức, kỹ năng, thái độ, năng lực thực tiễn
(năng lực C-D-I-O) và có ý thức trách nhiệm với xã hội. Đây là một chương
trình nâng cao chất lượng đào tạo đại học nhằm đáp ứng yêu cầu xã hội trên cơ
sở xác định chuẩn đầu ra để thiết kế chương trình và phương pháp đào tạo theo
một quy trình khoa học. Mỗi sinh viên được đào tạo đạt chuẩn CDIO phải giao
tiếp thành thạo ít nhất một loại ngoại ngữ thông dụng, đó là yếu tố tiên quyết khi
làm việc tốt tại một môi trường quốc tế.
Chương trình CDIO được thiết kế trên cơ sở khảo sát kỹ yêu cầu thực tế xã
hội mà nhà tuyển dụng lao động đòi hỏi nên mục đích của việc đào tạo là cung
cấp nguồn nhân lực đạt chất lượng cao. Trên thực tế, năng lực ngoại ngữ của
sinh viên, đặc biệt là kỹ năng giao tiếp bằng ngoại ngữ đang ở mức hạn chế. Vì
thế cần phải nâng cao kỹ năng giao tiếp ngoại ngữ của sinh viên Đại học Vinh
nhằm đáp ứng tiêu chuẩn CDIO.
Đó là việc kết hợp dạy và học ngoại ngữ trong hệ thống giáo dục quốc dân
giai đoạn 2008 – 2020 cùng với chương trình đào tạo CDIO để nâng cao kỹ
năng giao tiếp ngoại ngữ của sinh viên Đại học Vinh từ hai phía là cơ sở đào tạo
và người dạy và phía người học.
1. Về phía cơ sở đào tạo
Trong tiến trình đào tạo, các khối ngành nên xây dựng và triển khai chương
trình dạy bằng ngoại ngữ một số môn chuyên ngành cơ bản trong chương trình
học. Để làm được việc này, giảng viên phụ trách môn chuyên ngành phải là
người có kiến thức ngoại ngữ và kỹ năng giao tiếp bằng ngoại ngữ tốt. Điều này
đồng nghĩa với việc các khối ngành cần tuyển dụng những giảng viên từng là
nghiên cứu sinh ở nước ngoài đồng thời cử giảng viên sang nước ngoài học để
nâng cao trình độ.
Để nâng cao toàn diện năng lực ngoại ngữ cho sinh viên, đặc biệt là kỹ
năng giao tiếp thì cơ sở đào tạo cần nâng cấp trang điện tử kiểm tra trực tuyến

năng lực ngoại ngữ đã đi vào sử dụng mấy năm nay bằng cách ngoài các bài
kiểm tra có sẵn thì bổ sung thêm các tài liệu tham khảo và hơn hết là bổ sung
thêm phần luyện nói. Ở phần này, hệ thống sẽ có bài hướng dẫn cách phát âm
chuẩn các phiên âm tiếng Anh. Tức là ngoài cung cấp bảng IPA phiên âm tiếng
Anh bao gồm phụ âm và nguyên âm với hướng dẫn lý thuyết cách đọc cùng ví
dụ đi kèm còn có các tệp âm thanh đọc từng phiên âm để sinh viên có thể vừa
hình dung cách phát âm theo hướng dẫn vừa nghe cách phát âm chuẩn để bắt
chước và luyện tập một cách đúng nhất. Để sinh viên biết được bản thân đã phát
âm chuẩn xác hay chưa, hệ thống cần thiết lập công cụ ghi âm giọng nói để sinh
viên có thể ghi lại phần phát âm của mình rồi công cụ này sẽ ngầm đối chiếu
giọng ghi âm với giọng có sẵn từ đó báo cáo kết quả sinh viên phát âm chuẩn
hay chưa chuẩn cùng với việc đưa ra các mẫu nhận xét để sinh viên kiểm tra
được họ đang nói sai, đúng, chuẩn hay chưa chuẩn ở mức độ nào.
Ngoài ra, cơ sở đào tạo nên thay đổi hình thức bố trí lớp học cũng như nâng
cao chất lượng giảng dạy cho giảng viên đứng lớp. Đối với môn học này, để
phát huy tối đa sự trao đổi giữa sinh viên và giảng viên, sinh viên với sinh viên
thì số lượng sinh viên trên một lớp nên dao động từ 20-30 người. Như vậy, trong
mỗi tiết học, giảng viên có thể trao đổi với tất cả các sinh viên trong lớp, nghĩa
là cơ hội cho mỗi sinh viên đều được giao tiếp là bằng nhau trong cùng một
khoảng thời gian giống nhau.
2.Về phía người dạy
Là người trực tiếp tiếp xúc với sinh viên, giảng viên phải tuân theo các
phương pháp giảng dạy tiên tiến, đáp ứng tiêu chuẩn về nghiên cứu khoa học.
Hiện nay, các bài giảng ngoại ngữ còn nghiêng về lý thuyết, nặng về học thuật.
Ngoại ngữ là một môn học cần sự năng động, vì thế giảng viên phải là người tạo
được hứng thú cho sinh viên. Để làm được việc này, các bài giảng phải thường
xuyên được đổi mới, cách thức truyền tải kiến thức cần được thay đổi như thông
qua các trò chơi, phim, ảnh, truyện,… Ngoài ra, cơ sở đào tạo nên kết hợp tuyển

dụng các giảng viên người nước ngoài để làm phong phú bài giảng, tạo sự hứng
thú cho sinh viên đồng thời hình thành môi trường giao tiếp ngoại ngữ thoải
mái, tự nhiên cho sinh viên.
Giảng dạy phải dựa trên phương pháp học tập trải nghiệm chủ động, cung
cấp các trải nghiệm học tập tích hợp trong việc sử dụng các phương pháp học
tập trải nghiệm chủ động và trong đánh giá học tập của sinh viên.
Thứ nhất, giảng viên phải có khả năng sử dụng ngoại ngữ tốt kết hợp với sự
hiểu biết đầy đủ về ngôn ngữ và văn hóa của ngoại ngữ đang dạy. Đặc biệt là
khả năng sử dụng kỹ năng giao tiếp bằng ngoại ngữ một cách lưu loát, chính
xác, kết hợp với kiến thức đầy đủ về hệ thống ngôn ngữ cùng mối quan hệ gắn
bó giữa ngôn ngữ và văn hóa của nước sử dụng ngoại ngữ đó.
Thứ hai, giảng viên phải có hiểu biết đầy đủ về người học, tạo được môi
trường ngoại ngữ tích cực trên lớp (positive language environment/ language-
rich environment), khuyến khích sinh viên mạnh dạn giao tiếp và thường xuyên
trao đổi, giao tiếp với sinh viên.Theo đó, để hình thành được khả năng giảng dạy
ngoại ngữ, mỗi giảng viên cần trang bị cho mình một số kỹ năng như: mô tả và
giải thích đươc hệ thống ngôn ngữ của ngoại ngữ đang dạy. Giảng viên phải có
hiểu biết sâu rộng về các nguyên tắc, quan điểm giảng dạy và học ngoại ngữ, về
quá trình tiếp thu và phát triển ngôn ngữ/ngoại ngữ của người học. Đặc biệt có
sự hiểu biết đầy đủ về Quan điểm Giao tiếp trong giảng dạy tiếng Anh
(Communicative Language Teaching – CLT) để có thể sử dụng hiệu quả các
sách giáo khoa hiện đại và thực hiện chiến lược phát triển năng lực sử dụng
ngoại ngữ cho người học.
Giảng viên là người hiểu và sử dụng được nhiều kỹ thuật giảng dạy khác
nhau, kể cả kỹ thuật áp dụng công nghệ thông tin trong soạn giảng và trình bày –
tổ chức hoạt động trong lớp học; hiểu rõ nhu cầu, điều kiện học tập của người
học để thiết kế, thực hiện bài giảng và đánh giá được hiệu quả bài giảng; liên kết
với các điều kiện học tập nâng cao năng lực ngoại ngữ ngoài lớp học.

Giảng viên phải có khả năng trình bày tốt; kích thích được động cơ học tập
và sự tương tác bằng ngoại ngữ giữa giảng viên – sinh viên hoặc sinh viên – sinh
viên trên lớp. Sử dụng tốt và phù hợp các kỹ thuật quản lý lớp; Hiểu rõ khung
đánh giá năng lực CEFR (Common European Framework for Reference - Khung
tham chiếu trình độ ngôn ngữ chung của Châu Âu), biết cách đánh giá năng lực
ngôn ngữ của người học và có các biện pháp đánh giá chính xác năng lực này
của người học.
Thứ ba, khả năng tự điều chỉnh để phát triển (tự đánh giá hiệu quả giảng
dạy và thử cải tiến) bao gồm khả năng hợp tác và ý thức chia sẻ. Một trong
những khác biệt giữa một giảng viên có nhiều và có ít kinh nghiệm là khả năng
tự đánh giá được hiểu quả bài dạy của mình, phát hiện được cái cần cải tiến để
tìm tòi học hỏi và thử nghiệm các cải tiến. Để có được khả năng này, giảng viên
cần có đầy đủ 2 khả năng vừa trình bày trên, kết hợp với kỹ năng quan sát –
đánh giá tiết học (classroom observation skills).
3. Về phía người học
Họ cần được đào tạo bài bản, được phát triển về kiến thức, kỹ năng và thái
độ. Trước hết là về thái độ, sinh viên cần có nhận thức đúng đắn về tầm quan
trọng và tính cấp thiết của việc phát triển kỹ năng giao tiếp ngoại ngữ. Tiếp đến
là kiến thức ngoại ngữ cần được cung cấp cho sinh viên một cách đầy đủ, thực
tế, có tính ứng dụng cao. Rèn luyện kỹ năng giao tiếp ngoại ngữ cho sinh viên
thông qua các buổi học; các câu lạc bộ, đội nhóm; các cuộc thi hay sự rèn luyện
từ chính bản thân sinh viên.
Tự học và tự rèn luyện có rất nhiều phương pháp có thể nâng cao kỹ năng
giao tiếp ngoại ngữ. Nếu sinh viên không chịu giao tiếp thì không bao giờ có thể
giao tiếp ngoại ngữ chuẩn được. Sinh viên hiện nay thường rất ngại giao tiếp.
Chính vì điều đó mà cơ hội cải thiện kỹ năng giao tiếp tiếng Anh của sinh viên
đã giảm đi hơn nửa. Sinh viên không nên ngại ngùng mà cần phải mạnh dạn trao
đổi bởi vì cũng giống như tiếng Việt, ngữ pháp trong ngôn ngữ nói rất đa dạng,

uyển chuyển. Không cần lúc nào cũng phải nói một câu hoàn chỉnh, khi giao
tiếp sinh viên có thể nói chỉ một từ người nghe cũng có thể hiểu được ý họ muốn
truyền tải. Cách tự rèn luyện thứ nhất là luyện nói trước gương. Bằng cách này
sinh viên không chỉ có thể luyện nói mà còn luyện khẩu hình miệng và biểu cảm
gương mặt cũng như ngôn ngữ cơ thể. Và khi có khẩu hình miệng chuẩn nó
đồng nghĩa với việc sinh viên đã phát âm đúng từ. Cách tự rèn luyện thứ hai là
thu âm lại bài nói của mình. Cách này giúp sinh viên nghe lại cách phát âm và
độ trôi chảy của chính mình. Khi nghe lại những gì mình nói sinh viên sẽ dễ
dàng nhận ra mình nói sai chỗ nào, ngữ điệu đã chính xác hay chưa. Ngòai ra,
với cùng một ý, sinh viên nên tìm những cách diễn đạt khác nhau để huy động
và kích họat vốn từ của mình. Điều này sẽ giúp sinh viên phản xạ nhanh hơn
những người chỉ tư duy bằng một lối diễn đạt duy nhất.
Trên cơ sở tự rèn luyện, trong tiết học ngoại ngữ, sinh viên cần phải năng
động trong việc giao tiếp với bạn bè, với giảng viên cũng như tích cực tham gia
các câu lạc bộ tiếng Anh để từ đó hình thành nên thói quen giao tiếp bằng ngoại
ngữ.
4. Về phía các câu lạc bộ tiếng Anh
Mô hình hoạt động của các câu lạc bộ cần phải phát triển và có quy mô hơn
nữa. Đối với các câu lạc bộ cấp khoa. Ngoài những buổi sinh hoạt câu lạc bộ
nhằm trao đổi kiến thức ngoại ngữ cơ bản thì nên có những buổi vừa học vừa
chơi mang đậm tính chất khoa đào tạo dưới ngôn ngữ giao tiếp là tiếng Anh.
Tuy nhiên, nếu học và chơi thì các câu lạc bộ mới chỉ đáp ứng được chức năng
tạo cảm giác thích thú cho người học. Điều này mới là điều kiện cần, còn điều
kiện đủ để nâng cao kỹ năng giao tiếp bằng ngoại ngữ cho sinh viên đó là các
câu lạc bộ còn phải tạo động lực để sinh viên nỗ lực hết mình cải thiện trình độ
ngoại ngữ và không ngừng cố gắng đạt kết quả cao hơn.
Ví dụ: Đối với khoa Luật, câu lạc bộ tiếng Anh khoa Luật có thể tổ chức
các phiên toà giả định nói tiếng Anh. Đối với các khoa sư phạm, câu lạc bộ tiếng

Anh của các khoa này có thể tổ chức các buổi tập giảng bằng ngoại ngữ,…
Hơn nữa, cần thường xuyên tổ chức các cuộc thi có giải thưởng nhằm
khích lệ tinh thần vươn lên của sinh viên. Từ những cuộc thi mang tính giải trí
đến những cuộc thi mang tính chuyên ngành. Và đồng thời cần phải có sự liên
kết chặt chẽ hơn giữa các câu lạc bộ với nhau.
Để làm quen dần với cách thức tổ chức cũng như lấy kinh nghiệm tổ chức
cuộc thi thì trước tiên, các câu lạc bộ nên tổ chức thi theo quy mô nhỏ như thi
trực tuyến rồi dần dần nâng cao quy mô lên hình thức thi sân khấu. Rồi từ đó tạo
một tiền đề vững mạnh cho các cuộc thi được tổ chức thường niên. Rồi từ quy
mô các câu lạc bộ cấp khoa thì các câu lạc bộ cần liên kết với nhau để sinh viên
có cơ hội mở rộng thêm các quan hệ bạn bè, được giao lưu, giao tiếp với nhiều
sinh viên chuyên ngành khác nhau bằng cách tổ chức các cuộc thi liên câu lạc bộ
với quy mô lớn. Cuộc thi này sẽ là tổng hợp của các cuộc thi nhỏ để sinh viên có
một sân chơi bổ ích, thể hiện tài năng và nâng cao kỹ năng giao tiếp của mình
đồng thời tạo tính cạnh tranh giữa các sinh viên nhằm hình thành nên động lực
cố gắng. Với tinh thần nếu không cố gắng thì sẽ không chiến thắng, sinh viên sẽ
tự mình nỗ lực hơn nữa để nâng cao kỹ năng giao tiếp của mình.
Đây là một hình thức hoạt động có khả năng bổ sung thuật ngữ tiếng Anh
chuyên ngành cho sinh viên nhưng không gây ra cảm giác nhàm chán. Là công
cụ hữu ích hỗ trợ cho việc giảng dạy kiến thức chuyên ngành bằng ngoại ngữ
của giảng viên.
5. Đối với câu lạc bộ cấp trường
Bản thân những sinh viên phụ trách câu lạc bộ phải là những sinh viên có
thái độ, đạo đức tốt đồng thời có kiến thức ngoại ngữ chắc chắn và phải luôn
trau dồi, nâng cao kỹ năng để chia sẻ kinh nghiệm với các bạn sinh viên một
cách tốt nhất. Từ lợi thế cơ cấu tổ chức do sinh viên chuyên ngoại ngữ đảm nhận
đến lợi thế đông đảo thành viên. Câu lạc bộ này cần là câu lạc bộ tiên phong
trong các hoạt động ngoại khoá. Như việc tổ chức những cuộc thi vui chơi ngoài

1.4 Improving students’ English commumication skills of Vinh
University in the orientation of CDIO training – Nguyen Thi Bich Ngoc,

CDIO (Conceiving Designing Implementing Operating) we can understand
the CDIO approach forward the development of full-fledged students in term of
knowledge, skills, attitude, practical capabilities. This is a program to improve
the quality of university education to meet social requirements on the basis of
defining the learning outcomes for designing the curriculum and training
methodology in a scientific process. Every CDIO-trained student must be fluent
in at least one foreign language, a prerequisite for a good working environment
in the international environment.
The CDIO program is designed on the basis of a thorough examination.
The fact that the employer requires the training is to provide high quality
resources. In fact, the ability to communicate in foreign languages of students is
limited. Therefore, it is necessary to improve the foreign language skills of Vinh
University students in order to meet CDIO standards.
This is the combination of teaching and learning foreign languages in tne
national education system in the period 2008-2020 together with the CDIO
training program to improve the language skills of Vinh University students
from two sides as the basis training with trainers and learners.
1 On the training side: in the process of training the sector should develop
and implement a program of teaching foreign languages some basic subjects in
the curriculum. To do this, the lecturer in the subject area must have good

To improve comprehensively the foreign language skills for students,
especially the communication skills, the training establishment needs to upgrade
the website to check online foreign language skills; add more references and
more practice. In this section, the system will have standard pronunciation
instructions for English transcriptions. This means that in addition to providing
the IPA transcript of English including consonants and vowels with theoretical
guidance as well as accompanying examples, there are audio files that read each

combine the recruitment of foreign lecturers to enrich the lecture and create
excitement for students; while creating a comfortable environment for foreign
language students.
Teaching must be based on an active learning approach, providing
integrated learning experiences, using active learning methods and students
learning assessments.
Firstly, lecturers must be able to use foreign languages in combination with
their understanding of the language and culture of the foreign language they
teach. In particular, the ability to communicate in a foreign language fluently
and accurately, combined with the full knowledge of the linguistic system and
the close relationship between the language and culture of that country.
Secondly, the trainer must have a good understanding of the learner and be
able to create positive language environment/ language-rich environment.
Lecturers should encourage students to communicate and interact regularly with

interaction in a foreign language between lecturers with students or between
students and students in class; understanding CEFR ( Common European

learners and taking measures to accurately assess this capacity of learners.
Thirdly, the ability to self-adjust to develop self-evaluation of teaching
effectiveness and improved testing. Cooperative ability and sense of sharing one
of the differences between a highly motivated and less experienced teacher is the
ability to self-evaluate the unit effectively, discovering improvements to
explore, learn and experiment with new methods. To gain this ability, the
instructor should have the two abilities as presented above, combined with
classroom observation skills.
3 On the learner side: They need to be trained well, develop in
knowledge, skills and attitudes. First of all, in terms of attitude students need to
have a proper understanding of the importance and urgency of developing
foreign language communication skills. In addition, the knowledge of foreign
languages should be provided to the students in a full and practical manner with
high application. Training foreign language skills for students through classes,
clubs, teams, contests or competitions from the students themselves.
Self-study and self-training are many methods that can improve the
language skills. If students do not communicate, they can never communicate in
standard foreign languages. Students are often afraid to communicate because of
that the chances of improving students’ English communication skills have
dropped by more than half. Students need to boldly exchange like Vietnamese,

4 Towards English clubs: the operation model of the club needs to grow
more scale. For faculty level clubs in addition of exchanging knowledge of basic
foreign languages, there should be training sessions in the nature of training in
the language of communication in English. However if only learning and
playing, the club only meet the fun function for the learner. This is just a
necessary condition which is sufficient to improve the ability to communicate in
a foreign language to students through the activities of clubs to motivate
students to improve their language skills and try to achieve the highest results.

language teaching faculty can organize training sessions in foreign languages,

Moreover faculties should regularly hold award-winning contests to inspire
students from recreational to professional contests. At the same time there
should be close links between the clubs
The clubs should organize small-scale contests and then gradually improve
the form of competition on the stage, thus creating the premise for the annual
competition. Clubs need to be linked together so that students have the
opportunity to expand their friendships, to communicate with a variety of

If you want to give this method a try, Netflix has a surprisingly extensive
collection of foreign films that are sure to enhance your understanding of your
host country’s language.
2. Change the language of your phone and social media accounts
While you may not be walking around saying “one text message” or
“accept friend request” in daily conversations, changing the language of your
phone and social media accounts can be helpful.
By switching the language on her Facebook and iPhone to Spanish,
McCulloch was able to learn new words and stop herself from thinking in
English.
“Not only did it teach me new vocabulary, it also allowed me to continue
thinking in Spanish as I wasn’t reading in English every time I received a
notification,” McCulloch says.
You can change the language of your Facebook account by selecting
“Settings” and then “Language.” For Twitter, go to “Settings” and then
“Account”. For smartphones, visit your settings to do the same.
3. Download apps that will help you practice
Apps for your smartphone often offer a sufficient overview of a language,
including common words and phrases.

app Duolingo to improve his French before he studied in Strasbourg, France.

Cook’s advice to students? “Find popular music and recent hits from the
country you are traveling to,” Cook says. “Listening to French music really
helped me learn French slang and popular French phrases.”
McCulloch agrees that listening to music is helpful.
“While in Spain I only listened to music in Spanish because I noticed that
whenever I listened to a song in English, I tended to revert to thinking in English
again, which I obviously wanted to avoid,” she says.
A simple Google search will get you on your way to jamming in the
language of your host country.
5. Talk to native speakers
One of the best ways to improve your language skills is to converse with
native speakers. They are the only people you can really trust to answer your
questions and correct your mistakes.
McCulloch says, “I tried to befriend and spend time with native speakers
rather than my American friends to improve my language skills.”
Gard did the same, and took advantage of the native speakers’ help.
“I would ask questions about the vocabulary that [the native speakers]
used,” Gard says. “They would correct my French from time to time as well.
This also helped me pick up more of the accent as we talked.”

Met is acting director of the National Foreign Language Centre, University
of Maryland, College Park.
It might seem strange for a foreign language educator to begin an article
by conceding that English is quickly becoming a widely used language around
the world. About 6% of the world's population speaks English as its primary
language. English is widely spoken as a second language in countries where it
has official status along with another language, and it also serves as a lingua
franca among speakers for whom no other language is mutually known. In all, it
is estimated that about one-fourth of the world's population has some degree of
competence in English. Given that so many people around the world speak or
are learning English, why should Americans bother to learn foreign languages?
1.Why Learn Other Languages?
The answers are numerous. Some are obvious; some less readily
apparent. As globalization increases, so does the volume of Americans doing
business overseas. And, although it is true that a significant percentage of
foreign nationals speak English, many do not. For example, about 40% of
Europeans report they are able to use English. But, more important, that leaves a
sizable number of Europeans who cannot. And if globally only one-fourth of the

world's population reports some degree of competence in English, it means that
a rather significant number of people have no skills in English at all.
These statistics highlight the challenges for American businesses as the
United States makes the transition from a manufacturing-based economy to a
service- based economy. It should be obvious that selling services is more likely
to be successful when those who are purchasing services feel understood by (and
understand) the service provider. Despite evidence that multilingual societies
enjoy advantages in international trade, data show that over half of US
professionals in the service industries who work in multicultural environments
(whether within the US or overseas) lack the language proficiency needed. [ 4
And while the US education system pays little attention to foreign language
skills, 16 of 19 other countries reported in a recent survey that foreign language
learning is either widespread or compulsory by the upper elementary grades.
Beyond the global economy there are other compelling reasons— related
to our national security and well-being— why languages are important for
Americans. Our ability to promote peace around the world depends on efforts in
diplomacy, arms control, international law enforcement, emergency
preparedness, and health. Our security also improves as we make progress
toward achieving humanitarian goals and p romoting prosperity and democracy
around the world. Such efforts tend to put service providers in touch with the
very populations least likely to speak English as a native language or to have
learned it in school. If we are to be effective in providing humanitarian services,
thereby promoting peace and the common good, we must be able to
communicate with those we wish to assist.
National security also involves defense against terrorism, and in this
arena, languages are critical: those who aim to harm the US domestically or
abroad rarely communicate in simple, clear English. The most powerful
intelligence-gathering tools in the world are of little use if, once collected,

documents cannot be understood by those reading them or if conversations that
are overheard are unintelligible to listeners.
While this critical need for foreign languages is real and pressing, some
would argue that our schools are unlikely to be teaching the languages needed
for national security and that by the time today's students are graduating,
different languages may be needed because it is difficult to predict what
languages will be critical to our security in the future. These arguments are true
and valid, but they miss an important point: students who have already gained
significant skills in one foreign language have the ability to learn other
languages more quickly than students who have never had foreign language
training. Therefore, if our schools were to produce graduates with viable skills in
one foreign language, we could more readily crosstrain these students to meet
unforeseen, acute needs for other languages as they arise.
National security and business may be important, but not necessarily
sufficient, reasons to learn languages from an early age. Realistically speaking,
it is unlikely that every one of our students will find a future in international
commerce, humanitarian aid, or national security— but it is also realistic to
acknowledge that we can't predict what today's young learners will be doing
tomorrow.
Regardless of future endeavors, every child can benefit immediately from
starting to learn a language early and continuing through schooling. There is
accumulating evidence that learning additional languages — particularly from
an early age — has cognitive and academic benefits.Mental flexibility, the
ability to shift easily between symbol systems (such as mathematics and
literacy), improved abilities in divergent thinking, metalinguistic awareness,
and, occasionally, higher scores on measures of verbal intelligence are
correlated with early language learning.

In addition, studies consistently show that 1) there are no negative effects
on test scores when schools “take time out” of the day for foreign language
instruction; 2) young language learners often outperform their peers who are not
studying foreign language on standardized achievement tests; and 3) even when
there is no difference in academic achievement between students studying
language and those who are not, the former learn more, simply because they
gain foreign language skills in addition to everything else the comparison group
also learns.
Everywhere in America, even in the most rural communities, there is a
need for cross-cultural education. As a result of recent waves of immigration to
the US, Americans in cities and towns across the country come into direct
contact with cultural and linguistic diversity every day. Cross-cultural
understanding is clearly valuable to the social fabric of our schools and
communities.Further, our students need to have the skills to interact across
cultures in acceptable ways and, more important, the capacity to continue
learning throughout life as they engage in novel cross-cultural encounters both
domestically and abroad. Students can acquire the skills needed for lifelong
successful crosscultural interactions in the foreign language classroom.
2.Access to Foreign Language Learning
There is good news and bad news about foreign language education in the
US The good news is that research has identified the critical features of program
design that make a difference in student learning, and the better news is that
there are many programs in operation — many of them long-standing and well
established — that embody those features. The bad news is that not enough
students are able to study foreign languages at all. But the worst news is that
opportunities for foreign language study frequently reflect the socioeconomic
conditions of our communities.

in our schools, approximately one-fourth of the nation's elementary schools offer
foreign languages. This is not to say that one-fourth of all students study
languages, but rather that the option for some students exists in only one out of
four elementary schools. Like many other academic advantages, language
learning opportunities are less common in urban public schools (25%) than in
suburban private schools (65%). At the middle school level, 78% of private
secular schools report that more than half of their students study foreign
languages, compared with 51% of public middle schools that report a majority
of students studying a foreign language.
For heritage language students who come to school with proficiency in a
home language other than English, there are relatively few opportunities to
maintain and extend those skills while they are learning English. Indeed, it
might appear that our schools seek to substitute English for the linguistic
resources heritage learners bring to school, instead of building on or enriching
those resources.
3. Best Practices
Schools that offer foreign languages should ensure that their programs
incorporate the features that research has shown to make a difference in
language learning. Of these, the most self-evident is adequate time. Learning a
language takes a long time. Students cannot begin a language in high school,
study it for two years, and be able to use it for real-life purposes any more than
they can take two years of beginning mathematics and be prepared to be
engineers.The average high school student gets approximately 150 hours of
language instruction per year.And if experience has shown that a total of 300
hours of instruction spread over two years has proved woefully inadequate for
high school students to develop any usable level of proficiency, then it is not
surprising that elementary school students who receive 30 to 60 minutes of

instruction per week are not demonstrating bilingual fluency at the end of one,
two, or even five years. Students who receive 60 minutes weekly of language
instruction in K-5 schools have accumulated fewer contact hours than high
school students do in two years. As most educators know, time-on-task matters.
But time is not the only important factor. Student engagement may be even more
important.Students need to carry out meaningful, motivating, purposeful tasks
that allow them to use language as a tool for understanding others and for
communicating their own ideas. Whether instruction is delivered by teachers or
through technology, it must foster this kind of active cognitive engagement if
language growth is to occur.
One approach that is increasingly popular is content- based language
learning. In this system, subject matter drawn from the school curriculum may
be delivered through the medium of the foreign language, reinforced through the
language, or practiced in the language. For example, in immersion programs,
half or more of the school uses the target language as the medium of
instruction. In total immersion, students even learn to read in the target language
first and in English second. Immersion teachers are regular elementary school
teachers who teach the same curriculum as other teachers; they just don't do it in
English. Interestingly enough, data on the performance of immersion students
indicates that they equal or surpass their peers on standardized tests, even when
they have learned subjects like mathematics entirely in another language. Two-
way immersion programs, in which native speakers of English and heritage
learners are schooled together, have demonstrated higher levels of academic
achievement for students who need to learn English, high levels of academic
performance for English speakers who learn content through the medium of a
foreign language, and strong skills in both languages.
In another content-based approach, foreign language teachers (or
classroom teachers) use the foreign language instead of English to teach one or

two subjects. Some schools have offered art, music, or physical education in the
foreign language; in others, all science is taught only in the foreign
language. These programs have found ways to increase student contact time
with the foreign language while only minimally decreasing the amount of time
allocated for other subjects in the curriculum.
Foreign language teachers may also use subject matter as a vehicle for
practicing language skills. For example, students can practice the past tense of
verbs by creating timelines of significant events studied in a social studies
course. To practice clothing vocabulary, students may calculate the percentage
of students in class wearing white, blue, or black shirts.This approach to
content-based instruction can be especially valuable in middle schools where
interdisciplinary team-teaching is favored.
The content-based approach incorporates several important features. As
noted above, the first is time. Beyond time, the variables of engagement and
purposeful language use are also addressed. Students have real-life reasons to
want to understand what is being said and to make themselves understood, and
they use language to communicate about topics that are engaging and
motivating.
Another characteristic of high-quality programs is their attention to
articulation — a seamless continuity of learning progress over time. Too often,
students find themselves repeatedly learning the same beginning- level
content. Such repetition is often the result of insufficient time allocation during a
single school year— students cannot learn or remember enough to make
noticeable progress within a school year, so teachers feel compelled to start from
scratch every year. In some schools, in addition to inadequate contact time
during instruction, there are lengthy stretches between class sessions or
cycles. For example, students may see their foreign language teacher just once a
month, or they may have foreign language daily, but for only nine weeks of the

school year. While languagelearning experiences such as these can be valuable,
their value is increased exponentially when attention is paid to continuous
learning and progress toward language proficiency.
Best practices in language education address one additional programmatic
feature —cultural interaction. Such interaction provides students with
opportunities to gain cultural understanding and skills in knowing how and what
to say to whom. This exposure is best achieved through direct contact with
native speakers, either face-to-face or through technology.
4. Building on Best Practices
Anyone who works in or with the public schools knows that there is a
critical shortage of the most important resources needed for high-quality
schooling: time, money, and qualified teachers.There are ways to introduce or
expand foreign language instruction that account for those shortages. Time, for
example, can be addressed through content-based approaches such as immersion
or integrating language with subject- matter learning. The issue of additional
costs can also be minimized by immersion programs, because the classroom
teacher is the foreign language teacher, and foreign language instructional
materials simply replace materials that would otherwise be purchased in
English-language versions. Technology as a supplement to teacher-delivered
instruction (or as a substitute for it) can give students a jumpstart on the road to
proficiency. Whichever solution a district uses, the key to long-term success
(and making the investment of funds and of student time worthwhile) is to keep
front and center the critical design features discussed above:
Time: sufficient contact time to ensure language learning;
Intensity: engaging tasks that motivate learners to expend effort and
persist in challenging work;

Interaction: extensive opportunities to hear (or read) language used by
others and to use language with others in meaningful and purposeful
ways;
Authentic tasks: real-life reasons to use language as a tool for
communication;
Continuity from year to year; and
Cross-cultural learning.
5.Getting Started
For those interested in initiating or expanding foreign language learning in
their local schools, here are some suggestions for how to go about it.
Step 1. Decide that if you're going to do it, you will do it well. This means
committing sufficient resources — both short- and long-term— to make your
investment worthwhile.
Step 2. Determine the target audience. This involves more than
identifying school buildings or grade levels. For example, will all students
participate, or will participation be voluntary?
Step 3. Explore the options. There are abundant program models and
designs. Some are more effective than others. Some are more expensive to
initiate and sustain than others. To help make an informed decision, program
planners can consult print resources, veteran language educators, and
organizations with expertise in the field. Remember to think about sustainability
over the long term when considering human and financial resources.
Step 4. Build it and they will come. Experience has shown that there is a
great deal of pent-up demand for foreign language instruction in elementary
school. Most voluntary programs have substantial waiting lists. Because young
learners are usually successful language learners, they tend to be confident and
motivated enough to continue into middle and high school. Thus early language
programs can play a role in increasing secondary enrollments as well.

If it is time to put the “world” into a world-class education, then it is time
to make foreign languages a greater priority for the US education
system. American students are well behind their counterparts in other
industrialized nations (as well as in a significant number of developing ones)
when it comes to knowledge of other languages and cultures. If we really mean
to leave no child behind, we should not be content to leave our students behind
those in the rest of the world.

Ngoài ra, các nghiên cứu luôn cho thấy rằng 1) không có ảnh hưởng tiêu
cực đến điểm kiểm tra khi các trường học "dành thời gian ra ngoài" trong ngày
để giảng dạy ngoại ngữ; 2) Người học ngôn ngữ trẻ tuổi thường có thành tích
học tập tốt hơn những người không học ngoại ngữ về những bài kiểm tra kết quả
đạt tiêu chuẩn; và 3) ngay cả khi không có sự khác biệt về kết quả học tập giữa
các sinh viên học ngôn ngữ và những người không phải là người học trước, đơn

2.Tiếp cận với học ngoại ngữ
Có tin tốt lành và tin xấu về giáo dục ngoại ngữ ở Hoa Kỳ Tin tốt là
nghiên cứu đã xác định được các đặc điểm quan trọng của thiết kế chương trình
làm nên sự khác biệt trong học tập của học sinh, và tin tốt hơn là có rất nhiều
chương trình hoạt động - nhiều của chúng lâu đời và được thiết lập tốt - thể hiện
những đặc điểm đó. Những tin xấu là không đủ sinh viên có thể học ngoại ngữ ở
tất cả. Nhưng tin tồi tệ nhất là cơ hội học ngoại ngữ thường phản ánh các điều
