What makes Gulf education unique?
* push for rapid development (leapfrogging
  development stages)
* potential resource availability, financial base
* penetration of cultural and religious values (in
  many parts of system, but not all)
*both observed and perceived socio-cultural shifts
  because of Western origins of education and
  national level borrowing/targeting Western
  models
* acceptance + resistance to Western influences?
Infrastructure
* training and preparation system for using large
   scale data as policy evidence base...among
   national and regional policy makers as well as
   teachers/etc
* resources and facilities for implementing large
   scale data collection and analysis, which includes
   everything from printing facilities to sophisticated
   statistical software for processing and analyzing
   data
* integrated international assessment system for
   national benchmarking and evaluation
Capacity-building
* data familiarity/expertise

* mechanisms for translating data-based education
