St. Cloud MN – gas pipe explosion which killed 4 peopleWhile this thankfully doesn’t happen too often, it reminds all of us that the ROWs need oversight
- In addition to ensuring safe vehicle and pedestrian traffic along the streets, we need to coordinate utility placement and ensure public safety when the ROWs are being by such activities. We acknowledge the ROWs are the best manner for the industries to hang their wires, place their towers, and plant their infrastructure. It makes perfect logical sense to use this public resource. If the ROW were not available, then the industry would have to go door to door and negotiate its passage through the community. Promised Land. Local government is NOT a BARRIER TO ENTRYDakota County – Dakota Future example. collaborative endeavor between Dakota County local govt agencies, and broadband reps, to determine how to improve broadband delivery throughout the county. A result of this collaboration was that cities now help industry speed the time to market for new deployments. If a BB company has a project passing through multiple cities they can go online, one-stop shop, and get permits from every city in itspath, and county ROW too
- The intial BB Task Force, in their report, acknowledge that no one size fits all. Elected officials don’t wake up saying, let’s build a broadband network today. Sacred cows make the best hamburger.
- Collaboration – The act of working together with one or more people to achieve something. Again, we are not a barrier to entry. We encourage competition, we encourage development, and we are an option.Financing – I ask the Task Force to look at bonding options that local governments can provide as a possible funding solution for a collaborative venture. Again, look at the Dakota County model. I think it is a great example the Task Force encourage. Dig once. Thank you for recommending it and thanks to legislature for passing it.Finally, how can MACTA help in this effort to achieve the State goals. We are willing to provide assistance to the Task Force and to the Office of Broadband. Just ask.
