Instructional / Training Program Goals

   Level 1 – Reaction Objectives
   Course content will be informative and relevant
   Participants will agree training was a good way to learn the information

   Level 2 – Learning Objectives
   Participants will know procurements policies and procedures
   Participants will know how to use E-Notify

o   Level 3 – Application Objectives
   Participants will develop/implement marketing strategies structured
    around the information learned
   Participants will experience in increase in their purchasing
    opportunities with Milwaukee County
Data Collection
   Constraints
L1 – May not get 100% participation by participants
L2 - Vendors may not register for E-Notify
L3 – Will not have access to participant’s marketing strategy

o   Techniques / Plan
L1 – Questionnaires
L2 – Staff assisting vendors with E-Notify will note participants ease/difficulty
           with registration process
L3 – Focus Group

o   Tools / Technology
L1 – Questionnaires
L2 – Laptops / WiFi Connection
L3 – Room to facilitate focus group
Data Analysis
   L1 – No identifiable constraints
    Techniques:
         Evaluation team will analyze submitted
         questionnaires
o   L2 –
    Constraints:
    o Decentralization of purchasing among departments may
         hinder locating the right people for the right information.
    Techniques:
    o Evaluation team will contact end users and project
       managers to assess vendors’ follow up for business
       opportunities
Data Analysis
 L3 – Constraints:
Getting a representative amount of vendors to    attend
focus group

          Techniques:
   Focus group facilitated by same person who facilitated
    training.
   Participants will be asked to complete a questionnaire
    assessing the impact of the training
   Facilitator will prepare a one page summary report
    detailing focus group outcomes
Evaluation Reporting
 At  the conclusion of the evaluation
  process the stakeholders will receive
  reports detailing the outcomes.
 Some stakeholders will be asked to
  prepare two goal oriented questions as a
  result of the report and be prepared to
  introduce and discuss them at the follow-
  up meeting.
Time and Money
   Level 1 and Level 2 evaluation results will be available
    for reporting within 30 days of the training
   Level 3 evaluation reporting will be available 12 months
    after the training

Costs
The total cost of the evaluation plan is calculated at $550.
This amount covers the employee hourly wage associated
with material preparation and evaluation as well as any
materials needed for the evaluation.
