9. Introduction
What is a Community Radio?
Community Radio means radio broadcasting with the
objective of serving the cause of the community in the
service area by involving members of the community in
broadcast of their programs. It affords a unique advantage
of receiving transmission through low cost battery operated
portable receiving sets.
It broadcasts material that is popular to a local audience.
11. MAHADALITS
As per Census 2011, Dalits constitute nearly 15 percent of Bihar's 104
million population. A total of 21 of the 22 Dalit sub-castes have been
identified as Mahadalits.
Article 38 and Article 46 of Indian Constitution has laid great stress on
Scheduled caste & Scheduled tribe communities to bring them in the
mainstream of society.
Community Radio is one the most important tools that can help to bring
the Mahadalits in the mainstream of society. The main reason for their
socio-economic backwardness has been illiteracy and ignorance which
had led to their severance from the developing and developed society.
Because of the illiteracy factor, the Mahadalits can perceive only visual
& audio messages. Transmission of visual messages to Mahadalits is a
very expensive and impractical proposition; however CRS can transmit
audio messages which will be beneficial for their up-liftment in many
ways.
12. The language issue will be addressed with the
introduction of community stations, given the large
numbers of different local languages in African
countries. In Africa it is not just a question of
whether people can hear broadcasts but rather whether
they can understand the broadcasts.
It addresses human rights issues through the right to
information and communication.
The majority of the people in Mahadalit have been
starved of information. In these days of the
information society, community radio can offer some
form of media education, creating an information
culture.
13. It enhances emancipation and self-worth.
Community radio can serve as a platform for
debate, exchange of ideas and reactions to
plans and projects.
It can accommodate people's ideas and satisfy
their spiritual and psychological wellbeing
much better than any other form of
broadcasting.

22. Program Strategy
According to a report in the Economics Times, dated Feb
01, 2012, Bihar Government is in the process of distribution of 2.2
million radio sets to Mahadalit families in Bihar; with this
advantage in mind, the CR programs will be designed to educate
the Mahadalits about:

Evils of genocide of female fetus
Child Marriage
Benefits of hospitalization for Delivery

Tribulations of superstition
Awareness of various Government Programs

Apart from the Program Contents mentioned in the previous
slide which entails mostly awareness issues; various other topics
will be included which will be of high quality & ‘catchy’ in
nature designed to improve the meager income and thereby the
life-styles of the Mahadalits. These other items will include:
Interviews of the families of Mahadalits about their
short term & long term problems.
Programs about availability of finance from government
for small business.
Programs by experts on health problems of cattle.
Folk Lore & Folk Songs.
Programs by children of Mahadalits.
Programs on home cures by qualified doctors.

Major components in a transmitting chain consist of
