Associated Engineering & Technology, Inc.(AE &T) is
a professional engineering company licensed by the Illinois

Applied Soil Mechanics, Inc. of Naperville, IL was
established by Mr. Max L. Calhoon, P.E., S.E. In 1971 and in
2002 it merged its geotechnical engineering consulting services
with Associated Engineering & Technology, Inc.
AE&T provides consulting engineering services in
geotechnical, environmental, structural, construction monitoring
& material testing for both public and private sector clients.
Previous & current projects include geotechnical engineering &
construction material testing services for cellular towers,
highways, commercial & residential developments, public &
private buildings.

PROFESSIONAL BACKGROUND
Mr. Calhoon is the Chief Engineer for Associated Engineering & Technology, Inc.(AET) He is also the
founder president of Applied Soil Mechanics, Inc., Naperville, IL. He is a registered professional engineer
in nine states and is registered as a structural engineer in Illinois. He has published a number of technical
papers and articles in technical society publications, and is a member of the American Society of Civil
Engineers.
Mr. Calhoon has performed soils investigations on over 3,100 projects in Illinois, Michigan, Indiana, Iowa,
Wisconsin, and Minnesota since forming Applied Soil Mechanics, Inc. in 1971. These projects include
buildings of all types from small shopping centers and schools, to large industrial buildings, sanitary
landfills, earth dams, subdivision planning and construction, bridges, sewage treatment plants, sewers,
indoor tennis courts, determining causes of failures on various projects, elevated water tanks (more than
100), pavement design, grain storage silos, etc. He has done a considerable amount of consulting work for
The Upjohn Company, Kalamazoo, Michigan.
He began as a soils engineer, primarily in the field of highway design and construction, from 1952 to 1963,
being involved with the West Virginia Turnpike, the New Jersey Turnpike, the Illinois Toll Highway, and
numerous state highway projects. In 1963 he became the Chief Soils Engineer for the Layne-Western
Company in Aurora, Illinois. Layne-Western had offices in six mid-western states at that time, and Mr.
Calhoon was involved with hundreds of soil mechanics projects throughout the mid-west. In 1968, he
became Assistant Vice President and Chief Soils Engineer for a large consulting firm Westenhoff & Novick,
Inc., Chicago, Illinois where he was in charge of all soils work on many interstate highway projects,
including the Crosstown Expressway in Chicago, and the extension of the East-West Tollway from Aurora
to Rock Falls, Illinois. Many industrial projects were handled, including soils consulting for the Goodyear
Tire and Rubber Company on expansion projects in the eastern United States, and in Mexico and Africa
(Zaire).
SELECTED PROJECT EXPERIENCE
On all of the following projects (unless otherwise stated) Mr. Calhoon was in charge of the soil
borings, laboratory testing, mathematical analysis of the project, and preparation of reports.

East St. Louis, IL: I-64 from State Route 3 in East St. Louis easterly for 5 to 6 miles, which included a
highway, cut about 150’ deep through loessial soils.
East St. Louis, IL 255 bridges from I-270 - I-64.
Hennepin, IL: I-180 Spur over several miles of swamp land to the village of Hennepin, except for the bridge
over the Illinois River.
Alton, IL: F.A.P. Route 2: Designed 3 retaining walls to support roadway embankments. The free height of
the walls varied from 13’ to 26’ and was being built over a deep layer of soft soils. One wall could be
supported upon steel H-beam piles, while it was recommended to use a segmented reinforced type wall,
(SRQ) for the other 2 walls. The estimated settlement of the backfill soil was in the range of 7” to 17”. The
soils information for this project was furnished by IDOT.
Aurora to Rock Falls, IL: Extension of the East-West Tollway 69 miles from Aurora to Rock Falls. Work
included recommendations for the roadway, bridges, major culverts, and services area. This was one of the
largest, if not the largest, geotechnical projects over performed in the State of Illinois by one firm.
Chicago, IL: All preliminary geotechnical work for the proposed 22 mile Cross-town Expressway.
Chicago, IL: All soil design work for the foundation of the bridge to extend Wacker Drive from Michigan
Avenue to Lake Shore Drive.
Jersey City, NJ: New Jersey Turnpike extension from Newark Airport to the Holland Tunnel through Jersey
City, except for the bridge over Newark Bay. A large service area was built over a layer of deep peat by
overloading and consolidation the peat.
Camden, NJ: New Jersey Turnpike extension to connect the original NJ Turnpike to the Pennsylvania
Turnpike from Near Camden, NJ to the Delaware River.
Rockford, IL: Bridge to take Harrison Avenue over the Rock River. Bridge was about 1,000’ in length.
Paddock Lake, WI: Highway 50 designed stone columns to support 1,500’ of embankment over a 25’ deep
peat bog.
Near Bristol, WI: Highway 50 designed wick drains to consolidate a 25’ deep layer of soft peat to support
1,000’ of new embankment.
Franklin Park, IL: Underpass to take Grand Avenue under 6 or 8 railroad tracks. Unique retaining walls
were designed using caissons to support the horizontal earth loads due to lack of ROW to build
conventional retaining walls or earth reinforced type walls. Early use of composite bridge abutments and
girders.
Northwest Tollway (I-90): While not completely geotechnical work, Mr. Calhoon was in Charge of all
construction for 55 miles of the Tollway starting with the bridge over the Fox River at Elgin to the Wisconsin
State Line at South Beloit.
West Virginia Turnpike: Analyzed dozens of landslides along the route of the Turnpike. Most of these
slides were old existing natural slides of clay over shale bedrock that the roadway had to cut through, and
re-activated the sliding forces.
I-280 near Rock Island, IL: Soil and bedrock borings (only) for new bridge over the Mississippi River.

Des Monies, IA: A long bridge over a railroad yard with about 12 to 15 sets of tracks. Bridge length is
about 1,500’.
Stevens Point, WI: Underpass to take a major street under 4 or 5 railroad tracks. The excavation was in
saturated sand with a high ground water table. Designed a permanent pumping facility to permanently de-
water the underpass.
Ottawa, IL: Four replacement bridges over I-80 in the old AASTHO test pavement area of the late 1950’s
and early 1960’s.
Aurora, IL: Farnsworth Avenue Bridge over Burlington-Northern railroad yard, about 1,500’ long.
Lake Winnebigoshish, MN: Lake Winnebigoshish is formed with an earth dam across the Mississippi
River in northwest Minnesota. The only borrow soil available was sand and gravel with which the
embankment was built. A timber sheet pipe wall was driven down through the centerline of the
embankment to act as a seepage cutoff. The dam and concrete spillway were built in about 1897 to 1900
by the U.S. Corps of Engineers. A country highway crosses over the top of the dam and over the spillway
on a steel bridge structure. The Army Corps of Engineers wanted to replace the bridge over the spillway
and also needed an analysis of the concrete spillway. They needed to know whether the spillway, with all of
its retaining walls, some of which supported the bridge, was safe under current design standards, and if
not, what they needed to do to upgrade the spillway structure. Mr. Calhoon did all of the geotechnical work
on the spillway and found that many of the walls needed extensive repairs. Through the use of piezometers
in the downstream slope of the dam the Corps determined that the timber sheet pile wall was allowing way
too much seepage to occur and which could cause a slide failure of the downstream face of the dam. Mr.
Calhoon did a slope stability analysis of the downstream face of the dam, which was supporting the
roadway, and found that pressure relief wells were needed along the toe of the dam to provide a safe factor
of safety for the dam embankment.
Mankato, MN: The confluence of the Minnesota River and the Blue River occurs on the west side of the
City of Mankato. The city has been protected for many years with flood walls and earth dikes. A railroad
belonging at that time to the Chicago and Northwestern RR Co. was located on top of one the dikes along
the Minnesota River and crossed over the Blue River on a bridge. The Corps of Engineers decided that the
dikes and flood walls needed to be raised about 5’ to better protect Mankato. The existing railroad bridge
had to be removed and a new bridge built at a 5’ higher grade. Mr. Calhoon did the geotechnical work for
the bridge foundation as well as to design mattresses filled with riprap size stones to lay on bottom of the
Blue River to prevent scour around the new bridge foundations. Raising the dike on which the RR track was
located involved stability analyses and seepage evaluations which resulted in the need for pressure relief
wells to be installed along the toe of the dike to prevent piping of the dike and resulting failure of the RR
track. There were several existing concrete storm swears that would have 5’ of additional fill placed over
them. Mr. Calhoon analyzed the sewers to determine if they would be safe with the new loading, using the
Marston theory of loads on underground conduits.
Mr. Calhoon has also performed many forensic investigations of foundation failures.

BACKGROUND
Mr. Medhi has over 18 years of design experience in highway and railroad bridges. He has designed and
managed several railroad and highway bridge projects and construction drawings. His experience includes
pre-stressed girder, post-tensioned girder, pre-stressed splice girder, cast-in-place slab, composite steel
girder, deck plate steel girder, through plate steel girder, and timber bridges. Mr. Medhi has also worked on
several widening and rehabilitation projects on bridges. Additionally, Mr. Medhi has performed hydrology
and hydraulic studies for several bridges and culverts.
