It is the most comprehensive and authoritative assessment of the comparative strengths and weaknesses of national economies, used by governments, academics and business leaders. The GCR was first published in 1979 and its coverage has expanded each year since, now extending to 134 major and emerging economies. Further expansion of coverage is planned. Why is education so resistant to change? Over the next decade will it undergo as radical a transformation as the music industry? If so, it will have to face some of the same issues, such as preserving copyright and maintaining quality, and also some unique ones such as assessing learning in the field and bridging the gap between formal and non-formal education. We urgently need to address these issues if learning is to meet the challenges and opportunities of the mobile age.
As we have just started, we do not yet have many results from this research programme. Let me close this presentation with the results of one particular study on the effects of digital picture books in pre school education that we are – modestly – happy with. Typically, pre-school children typically learn two to three new words each day. Research done by Sardes has revealed that this number can be increased to 5-6 new words each day by using digital picture books. The best results are had when normal picture books are combined with digital picture books: the teachers reads aloud from the normal picture book, and children practice the new words learned with the digital picture book.
The Four in Balance model says that successful implementation of ICT in schools for learning requires at least that four general conditions are met.
