prepared a pioneer’s preference proposal for submission to the FCC. Project involved
developing 1850-2990 MHz propagation tools, test equipment and procedures, along with
constructing and preparing the report for the FCC. APCN was in the top-10 of finalists for
the pioneer’s preference license.
