Why did the government have to
       reduce the birth rate?
• Not able to provide jobs, housing, education &
  healthcare with the limited resources
  available
• In order to manage the available resources
  well to meet the needs of the people, the
  government had to find ways to reduce the
  birth rate.
What measures did the government put in
 place to help them reduce the birth rate?
• 1960s – 1970s:
  – Use of contraceptives were promoted
  – Abortion was legalised
• 1970s – 1980s:
  – Promotion of small families: quality of life & time
    spent is increased
  – ‘Stop at two’
  – Delay marriage & having children
  – Housing incentives for small families
  – Delivery chargers were increased
  – Income tax relief for first 3 children
