THE EUROPEAN NETWORK
OF LIVING LABS
• The European Network of Living
Labs (ENoLL) - the international
federation of benchmarked Living
Labs in Europe and worldwide.
• Founded in November 2006 under
the auspices of the Finnish European
Presidency.
• 5 Waves have been finished,
resulting in 62 new accepted Living
Labs (total 274 LL).
• The living lab approach is a new
innovation strategy that increases
the chance your products become a

GENERAL OBJECTIVES
• Transfers approach and methodology of the TN MED programme’s
MedLab project.
• Aim is to transform Central Europe into a broad-reaching laboratory for
innovation.
• Based on a promising approach in the arena of ICT under the name “Living
Lab”. Technology R&D brings infrastructures into real-life contexts to
enable a “co-design” process with end users.
• Method ensures greater relevance and faster time to market for R&D
results (demonstrated by the 274 Living Labs in the ENoLL network).
• Bottom-up approach (using pilot method).

SPECIFIC OBJECTIVES
• to develop a trans-national Central European Living
Lab based on:
• the deep integration of the Living Lab approach into regional policy
• the trans-national framework of ICT product and service R&D
• the governance of territorial innovation

• A survey of the current potential for application of the CentraLab
approach (innovation policies, on-going R&D, and development
initiatives).
• New policy framework that increases the knowledge economy component
of regional development initiatives in a range of fields.
• A coordinated set of trans-national pilot projects: Eco-tourism, Energy,
Micro-SME Networks, Media & Creativity, Mobility, Environment &
Education, Climate Change, Waste Management, Rural Development, and
eHealth.
• A strategic governance work package.

MAIN OUTCOMES
• R&D roadmap identifying the innovative ICT service requirements defined
through the Living Lab user driven approach.
• The development policy implications derived from the concrete
experiences of mixing R&D with local development initiatives.
• The governance models arising from the MoUs (Memoranda's of
Understandings) framing the pilot projects and their integration into the
Central European-wide Living Lab.
• A richly interactive web site and articulated set of Policy Briefing
documents together with an aggressive media strategy and extensive
calendar of events.
