SUMMARY
Discussion and possible action on a Resolution authorizing the City Manager to award funds to
the Alamo Heights Bike Park in an amount of $12,500 and the Friends of the Hondondo Creek
Trails in an amount of $12,500 for the Fiscal Year (FY) 2023 Alamo Heights Community
Improvement Grant.
BACKGROUND INFORMATION
In the Fiscal Year 2022-2023 Budget, City Council budgeted $25,000 for local community groups
to support in-demand projects that improve public assets in the City. Many public parks and
community assets are managed by non-profit organizations or collections of engaged residents.
The funds were designated to provide financial assistance to improve these resources to allow for
greater use by the community. The distribution of these funds is competitive.
The City notified six (6) area community groups about the Community Improvement Grant’s
availability, offering the opportunity for interested community groups to submit grant applications
for potential projects. The application period opened on February 7th
, 2023 and closed on March
24th
, 2023. Applications for community improvement projects were submitted by three (3)
organizations: Alamo Heights Optimist Club, Friends of the Hondondo Creek Trails and Alamo
Heights Bike Park. After an initial review of the submitted applications, it was observed that
additional information would be helpful in issuing a funding recommendation. On April 17th
, an
opportunity to provide supplemental information was given to each of the three applicants, with a
deadline to submit of May 3rd
. Of the three applicants, two organizations, Friends of the Hondondo
Creek Trails and Alamo Heights Bike Park, submitted additional information by the May 3rd
deadline.
The three applicants submitted the following proposals:
Alamo Heights Optimist Club requested $24,698 for adding lights and sprinkler system to
irrigate the green space at 212 Kampmann, or the Albert Earl Plaza;
2. Friends of the Hondondo Creek Trails requested $25,000 for materials to improve the
condition and longevity of an existing section of the trail network between Acacia and
Greely; and
Alamo Heights Bike Park requested $25,000 for an entry gate and site fencing at the Bike
Park at 230 Jones Maltsberger.
Each of the grant applications was evaluated according to the organization’s goals and experience
and project proposal, the anticipated project impact, the return on city investment and leveraged
outside funding, and the project completion timeline. Due to these criteria, a proposal is submitted
to Council for consideration to award $12,500 to the Friends of the Hondondo Creek Trails and
$12,500 to the Alamo Heights Bike Park for their respective projects. Funds will be issued on a
reimbursement basis, or via direct payment to vendors with prior approval by the City’s Assistant
City Manager and Finance Director.
POLICY ANALYSIS
The award of Community Improvement Grant funds to the Friends of the Hondondo Creek Trails
and Alamo Heights Bike Park is consistent with the City’s efforts to provide quality recreational
services to the citizens of Alamo Heights and the City of San Antonio per the terms of the City’s
lease agreement.
FISCAL IMPACT
This Resolution authorizes the City Manager to award $12,500.00 to Friends of the Hondondo
Creek Trails for trail improvements and $12,500.00 to Alamo Heights Bike Park for an entry gate
and site fencing from the Community Improvement Grant. Funds are available in the General
Fund’s FY 2023 Adopted Budget.

A RESOLUTION OF THE CITY OF ALAMO HEIGHTS, TEXAS
AUTHORIZING THE CITY MANAGER TO AWARD FUNDS TO
FRIENDS OF THE HONDONDO CREEK TRAILS IN AN AMOUNT OF
$12,500 AND TO ALAMO HEIGHTS BIKE PARK IN AN AMOUNT OF
$12,500 FOR THE FISCAL YEAR 2023 ALAMO HEIGHTS
COMMUNITY IMPROVEMENT GRANT; AND SETTING AN
EFFECTIVE DATE.
WHEREAS, the City of Alamo Heights (“City”) supports the efforts of local community
groups, non-profit organizations, and collections of engaged residents to envision, develop, and
maintain public parks and other community assets in Alamo Heights; and
WHEREAS, the City demonstrated their support of local community groups by budgeting
funds in the amount of $25,000 in Fiscal Year (FY) 2023 for the Alamo Heights Community
Improvement Grant; and
WHEREAS, the Community Improvement Grant funds were designated to provide
financial assistance to improve community assets to allow for greater use by the community; and
WHEREAS, the funds would be awarded for in-demand projects submitted for funding
consideration by eligible non-profits that support Alamo Heights community assets; and
WHEREAS, three local community groups submitted applications for projects for funding
consideration, Alamo Heights Optimist Club, Friends of the Hondondo Creek Trails and Alamo
Heights Bike Park; and
WHEREAS, each of the grant applications was evaluated according to the organization’s
goals and experience and project proposal, the anticipated project impact, the return on city
investment and leveraged outside funding, and the project completion timeline; and
WHEREAS, this Resolution is to award funds for the FY 2023 Alamo Heights Community
Improvement Grant. Funds will be disbursed on a reimbursement basis, or via direct payment to
vendors pending prior approval by the City’s Assistant City Manager and Finance Director; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ALAMO HEIGHTS, TEXAS:
SECTION 1. The City Manager is authorized to award funds in the amount of $12,500 to
Friends of the Hondondo Creek Trails for trail improvements.
SECTION 2. The City Manager is authorized to award funds in the amount of $12,500 to
Alamo Heights Bike Park for an entry gate and site fencing.
SECTION 3. This Resolution shall take effect upon passage by the City Council.
