Labour Market in the Republic of Croatia

integration of persons with disabilities

Introduction
According to the Terms of Reference of the project Fostering Effective Inclusion of the
Persons with Disabilities into the Labour Market the Action Plans for Employment of
persons with disabilities have to developed. The Action Plans will define objectives,
priorities and measures and have to be coordinated with other sector policies and be in
line with relevant national documents like the National Strategy of Equalization of
Possibilities for Persons with Disabilities 2007-2015 and relevant regional documents.
Stakeholders responsible for each measure, period of implementation and financial
sources should also be identified in the Action Plans. The Action Plans will also include
objectively verifiable indicators for the purpose of monitoring and evaluation.
1. Contents of the Action Plan
The Action Plans for Labour Market integration of persons
with disabilities will concentrate on all issues that affect
access to jobs like:
• social services,
• general and specific education,
• transport,
• de-institutionalization,
• structural changes in work accessibility and
ergonomics
• active labour market measures and services
provided to facilitate LM integration of PWD
(provided by CES, Fund, Regional/Local entities
and social partners).
(Job Search; training; wage subsidies;
entrepreneurship; public works; capacity building
for CES)
• Etc.
Special attention and more importance and concerted
efforts will be implemented including the following areas
but placing emphasis on issues related to professional
education and training and active labour market measures,
and all labour market related policies and tools.
The themathic issues and main areas in the Action Plans
for Labour Market integration of persons with disabilities
will be labelled as Axis.
2. Structure of the Action Plan
2.1. Introduction and assessment
The introduction provides overall context of the Action
Plan. The introduction describes the existing situation in
the labour market in the respective county and position
persons with disabilities.
In the introduction also main regional, national and EU
legislation acts that affect the situation are described.
The introduction also gives an insight in a recent
development if there have been positive or negative
changes in the labour market in the respective county
regarding persons with disabilities and what created those
changes. The introduction may give an overview of the
main branches or even companies that play crucial role
in the employment of persons with disabilities in the given county.
2.2. Statistics
Introduction also features statistical data on
unemployment of the disabled people from one of the
trustful sources- for example the CES and National
Statistics Office.
The statistics may give insight is following areas: number
of persons employed, number of persons employed with
disabilities, profile per genders, age, type of disability.
The situation in other counties also could be shortly
mentioned in order to give overall context.
Statistics information will be complemented by
qualitative information provided by target group
representatives, final users and intermediary organizations on satisfaction and utility of
programs.
2.3. Objectives of the Action Plan
The Action Plan outlines the objectives that the Action Plan
has to contribute reaching, for example, the facilitation
of the participation of persons with disabilities in
vocational trainings,guidance, general and voccational education and services related to
employment and labour market. .
The Action Plan in this section may contain also general principles like integration and equal
opportunities to the access to employment.
2.4. Proposed Measures and Activities for each thematic
Axis
The measures and activities included in the Action Plan
have to be coordinated with other sector policies and be
in line with relevant national documents like the
National Strategy of Equalization of Possibilities for
Persons with Disabilities 2007-2015 and relevant regional
documents, including the recently undertaken EU’ project
study on “LM Needs for the PWD in Croatia”.
As there is number of thematically axis that the Action Plan
focuses on, each Axis is supported by several Measures
who in turn are implemented through number of
activities. The Plan will address to these issues in order of
priority staggered over time.
In this section Measure and Activities would be described
in following way:
Structure looks in following way:
1. Themathical Axis containing extended description
and main findings about the themathic axis and
how it does influence the situation with
employment of the disabled people. Eg. Training.
2. Measure: Measure is the goal that would be
achieved with the activities included in the Action
Plan. Eg: Improve levels of training for
professionals and PWD
3. Activity: To achieve Measure, several activities
shall be outlined. This section would shortly describe
the activity and the target group it should reach. Eg.
“Spread knowledge about autism among target
group”
4. Responsible stakeholders: The main actors who can
influence the situation and have authority to
implement the activity, for example, Croatian Employment
Service, Local municipality etc.
5. Period of implementation: the section outlines the deadline for each
particular activity. The period of implementation can be either year our a month, but it can be
also ongoing.
6. Partners involved: the description names main
involved partners in the activity.
7. Financial sources: rough estimation of the needed
financial sources has to be outlined.

4. Carry out
trainings.
The Implementation Plans need to clarify who will
manage the program and who will provide the services
required by it. The key actors responsible should be
brought together in an Implementation Team; in theory,
there could be a dedicated team for each measure, but (to
avoid proliferation) it might be preferable to form
implementation teams around combined clusters of
measures.
2.5. Coordination and delivery of the Action Plan
The Action Plan will explain how the working groups at
regional level will be established and which main
stakeholders (for example, CES regional offices, Social
Welfare Centres, local and regional authorities, general or
vocational schools, private employment agencies,
representatives of the civil society organizations of persons
with disabilities and also those providing services to
persons with disabilities, employers association,
representatives of employers, etc.) will be involved in
which measure/activity.
The Action Plan will contain a procedure how the
composition of the working groups will be agreed with
representatives of CES regional offices in order to ensure a
balance between different sectors: public, private and civil
sector.
The Action Plans will try to be integrated into the
manuals, instructions or guidelines of each organization
and service provider so that the AP become a real tool
for implementation of measures aimed to
integrate/reintegrate PWD in LM in a sustainable way.
2.6. Evaluation of the Action Plan
The Action Plan will contain objectively verifiable
indicators for the purpose of monitoring and evaluation,
as the plan is implemented for a period of x years, it will be
monitored regularly and information on the
performance will be gathered regularly.
The Action Plan will contain a tool for gathering the data
about the evaluation of the Action Plan. The form annexed
to the Action Plan will serve as a tool for monitoring plan.
The form is a template how the data about each block
would be gathered. For example:

2.7. Annexes to the Action Plan
The Action Plan will contain several annexes:
2.7.1. The proceedings, protocoles and methodology for
collecting and retieving relevant data for monitoring
and evaluation (see 2.6.for description);
2.7.2. List of abbreviations used;
2.7.3. organizations in charge of each measure or axis,
coordination system, timetable, persons appointed to
undertake the activities and reporting.
2.7.4. Funding Plan containing overview information
about needed finances for all measures and activities.
Identified resources needs and funding.

  • 1. Fostering Effective Inclusion of the Persons with Disabilities into the Labour Market in the Republic of Croatia DRAFT ON Typical structure and contents of Action Plan for Labour Market integration of persons with disabilities Alberto Cerdá Micó, Key Expert 2 on ALMM for PWD Summer 2010
  • 2. Introduction According to the Terms of Reference of the project Fostering Effective Inclusion of the Persons with Disabilities into the Labour Market the Action Plans for Employment of persons with disabilities have to developed. The Action Plans will define objectives, priorities and measures and have to be coordinated with other sector policies and be in line with relevant national documents like the National Strategy of Equalization of Possibilities for Persons with Disabilities 2007-2015 and relevant regional documents. Stakeholders responsible for each measure, period of implementation and financial sources should also be identified in the Action Plans. The Action Plans will also include objectively verifiable indicators for the purpose of monitoring and evaluation.
  • 3. 1. Contents of the Action Plan The Action Plans for Labour Market integration of persons with disabilities will concentrate on all issues that affect access to jobs like: • social services, • general and specific education, • transport, • de-institutionalization, • structural changes in work accessibility and ergonomics • active labour market measures and services provided to facilitate LM integration of PWD (provided by CES, Fund, Regional/Local entities and social partners). (Job Search; training; wage subsidies; entrepreneurship; public works; capacity building for CES) • Etc. Special attention and more importance and concerted efforts will be implemented including the following areas but placing emphasis on issues related to professional education and training and active labour market measures, and all labour market related policies and tools.
  • 4. The themathic issues and main areas in the Action Plans for Labour Market integration of persons with disabilities will be labelled as Axis.
  • 5. 2. Structure of the Action Plan 2.1. Introduction and assessment The introduction provides overall context of the Action Plan. The introduction describes the existing situation in the labour market in the respective county and position persons with disabilities. In the introduction also main regional, national and EU legislation acts that affect the situation are described. The introduction also gives an insight in a recent development if there have been positive or negative changes in the labour market in the respective county regarding persons with disabilities and what created those changes. The introduction may give an overview of the main branches or even companies that play crucial role in the employment of persons with disabilities in the given county.
  • 6. 2.2. Statistics Introduction also features statistical data on unemployment of the disabled people from one of the trustful sources- for example the CES and National Statistics Office. The statistics may give insight is following areas: number of persons employed, number of persons employed with disabilities, profile per genders, age, type of disability. The situation in other counties also could be shortly mentioned in order to give overall context. Statistics information will be complemented by qualitative information provided by target group representatives, final users and intermediary organizations on satisfaction and utility of programs.
  • 7. 2.3. Objectives of the Action Plan The Action Plan outlines the objectives that the Action Plan has to contribute reaching, for example, the facilitation of the participation of persons with disabilities in vocational trainings,guidance, general and voccational education and services related to employment and labour market. . The Action Plan in this section may contain also general principles like integration and equal opportunities to the access to employment.
  • 8. 2.4. Proposed Measures and Activities for each thematic Axis The measures and activities included in the Action Plan have to be coordinated with other sector policies and be in line with relevant national documents like the National Strategy of Equalization of Possibilities for Persons with Disabilities 2007-2015 and relevant regional documents, including the recently undertaken EU’ project study on “LM Needs for the PWD in Croatia”. As there is number of thematically axis that the Action Plan focuses on, each Axis is supported by several Measures who in turn are implemented through number of activities. The Plan will address to these issues in order of priority staggered over time. In this section Measure and Activities would be described in following way: Structure looks in following way: 1. Themathical Axis containing extended description and main findings about the themathic axis and how it does influence the situation with employment of the disabled people. Eg. Training. 2. Measure: Measure is the goal that would be achieved with the activities included in the Action Plan. Eg: Improve levels of training for professionals and PWD
  • 9. 3. Activity: To achieve Measure, several activities shall be outlined. This section would shortly describe the activity and the target group it should reach. Eg. “Spread knowledge about autism among target group” 4. Responsible stakeholders: The main actors who can influence the situation and have authority to implement the activity, for example, Croatian Employment Service, Local municipality etc. 5. Period of implementation: the section outlines the deadline for each particular activity. The period of implementation can be either year our a month, but it can be also ongoing. 6.   • 12. 4. Carry out trainings. The Implementation Plans need to clarify who will manage the program and who will provide the services required by it. The key actors responsible should be brought together in an Implementation Team; in theory, there could be a dedicated team for each measure, but (to avoid proliferation) it might be preferable to form implementation teams around combined clusters of measures.

Coordination and delivery of the Action Plan The Action Plan will explain how the working groups at regional level will be established and which main stakeholders (for example, CES regional offices, Social Welfare Centres, local and regional authorities, general or vocational schools, private employment agencies, representatives of the civil society organizations of persons with disabilities and also those providing services to persons with disabilities, employers association, representatives of employers, etc.) will be involved in which measure/activity. The Action Plan will contain a procedure how the composition of the working groups will be agreed with representatives of CES regional offices in order to ensure a balance between different sectors: public, private and civil sector. The Action Plans will try to be integrated into the manuals, instructions or guidelines of each organization and service provider so that the AP become a real tool for implementation of measures aimed to integrate/reintegrate PWD in LM in a sustainable way.

Evaluation of the Action Plan The Action Plan will contain objectively verifiable indicators for the purpose of monitoring and evaluation, as the plan is implemented for a period of x years, it will be monitored regularly and information on the performance will be gathered regularly. The Action Plan will contain a tool for gathering the data about the evaluation of the Action Plan. The form annexed to the Action Plan will serve as a tool for monitoring plan.
