Introduction
The purpose of this assignment is to create an operational plan for a newly developed
sports league and to analyze these designs and detailed plans. The league this assignment will
be focusing on is an adult co-ed, wheelchair basketball league which is competitive in nature.
This original not for profit league involves both tournament and league style play and operates
by rules and regulations sanctioned by Ontario Wheelchair Sports.
Part A: League Overview / Constitution
Name: Steel Wheel’s – Wheelchair Basketball League
“Steel Wheel’s” Wheelchair Basketball League Constitution
ARTICLE 1: NAME
The name of the League shall be the “Steel Wheel’s -- Wheelchair Basketball League.”
ARTICLE 2: AFFILIATION
The League shall affiliate with the Ontario Wheelchair Sports Association (OWSA) and be
subject to their rules and regulations.
ARTICLE 3: MEMBERSHIP
Players belonging to clubs affiliated with the OWSA, and must pay an annual $25 membership
fee.
All OWSA membership fees and registration forms must be complete by Sept. 30th annually.
Membership is valid from October 1 to September 30 of the following year.
Teams are responsible for the actions of their players, officials and spectators. The team’s
parent club is required to take all precautions necessary to prevent its’ players, officials and
spectators from assaulting anyone present at the game, especially game officials.
ARTICLE 4: MEETINGS
An Annual General Meeting (AGM) will be held once a year in October. The AGM must have a
2/3 majority to make any amendments. In addition to the AGM the Executive will have

meetings at least once a month. Members must be given at least one month’s notice of all
meetings.
ARTICLE 5: BYLAWS
1. To be eligible to play at the CWBL National Championships, players must play a minimum of
five games during the season.
2. If a team doesn’t have a minimum of 5 players, they must forfeit the game.
3. Teams may have as many players on their roster as they wish, but only 12 players may be on
the score sheet for each game at CWBL Nationals.
4. Every player is given a classification ranging from 1.0 to 4.5, based on the Wheelchair
Basketball Canada classification system. Able-bodied athletes are classified as 4.5.
5. Each player must be 18 years of age as of January 1st of that seasons year.
6. If a team plays a female player the team will be entitled to add one (1) additional point to the
total for each female player that is on court.
7. All CWBL players must compete in at least five (5) games in order to be eligible for
postseason play
8. If during a game, a player were to it their head, and they seem disoriented or show any sign
of trauma, they must sit for the remainder of the game, and are placed on medical leave until
they receive approval from a doctor to return.

Marketing Summary
Marketing for this league will be done in a variety of ways including indirect and direct
contact to get the information to potential participants. Two of the strongest and most
effective marketing tactics involve the use of new media and by word out mouth. Whether it’s
online or in person, the organization wants to utilize these important outlets to inform about
wheelchair basketball. These participants will also learn that the league is not just intended for
people who are physically disabled, it’s for everyone. Steel Wheel’s wants to encourage people
physically disabled or not, to try something new and to also challenge themselves as wheelchair
basketball is actually quite a difficult sport to learn/play. Ultimately, the organization wants to
demonstrate to people with a physical disability that there are still options for them to play
sports and to the physically abled that this is just as fun and competitive as the basketball their
familiar to.
Indirect Online Marketing
Online and social media will be an area that will be focused on due to the power and the
growth in new media within this generation. Outlets that will have high marketing efforts on
will be Facebook and Twitter. Both outlets will post things like registration dates, informative
descriptions of leagues/tournaments, facts about wheelchair basketball, rising stars/teams, the

benefits of playing/staying active, tips/tricks and many other things. Another beneficial use of
the internet would be to utilize Google and Facebook Ad services which tracks online users
“tracking cookies” so that whenever they are on basketball or related websites the ad for Steel
Wheel’s will show somewhere on the domain, and then the information they are looking for is
simply one click away.
Direct Contact Marketing
The organization will set up a booths at multiple community centers, events, and
schools to promote the league and tournaments to people and to teach them about the sport
and what the organization has to offer. Guests will be informed that the league welcomes all
people the able/disabled, and it leaves the opportunity to learn how to play the sport open to
anyone and everyone. During these direct informational sessions, Steel Wheel’s will teach
people about the sport, how it’s played, and the similarities and differences compared to
physically abled basketball. The ultimate goal through direct contact is to encourage people to
tell others about it so that they can choose to put together a team or sign up individually to
challenge themselves.

Steel Wheels Wheelchair Basketball League
In January of 2014, Steel Wheel’s Wheelchair Basketball League provided a dramatic change in
the pathway of sport. This is the first wheelchair basketball league to ever be created for
persons who are both abled and disabled. Wheelchair Basketball is an extremely intense and
competitive game that is played amongst both genders – males and females. Steel Wheel’s
welcomes 10 co-ed teams; consisting over approximately of 100 athletes, coaches, officials and

spectators that are coming out to witness teams compete for the overall Steel Wheels
Wheelchair Basketball League title.
Offered by Steel Wheel’s are 3 specifically designed sponsorship packages for all potential
sponsors. All the opportunities that are offered provide unique ways for sponsors to assist with
the success of the vastly new and exclusive parasport league. Steel Wheel’s welcomes all
potential sponsors and encourages every sponsor to carefully review every package prior to
making a commitment with the league. We hope you feel that are a desirable fit for the

League Overview (2016)
Divisions: 1
10 Teams: Sauga Hitters, 416 Speeders, Lightning Chasers, See Me Rollin’, Slammin’ Brakes,
CASTROphe, 4 Wheel Drive, Roll Outty, Speed Stream and Speedy Gonzales.
Regular Season Games: All regular season games consist of 10 games and will be played at
Humber College (North Campus) in the gymnasium and a midseason tournament is to be held
at St Augustine School. Each team will face each other once during the season and will all be
guaranteed to have post-season games.
Mid- Season Tournament: May 7-8, 2016, this tournament helps participants to enhance their
ability to play wheelchair basketball and suits them up for the final playoff tournament that will
happen towards the end of the season.
Playoffs: June 18-19, all teams will battle for a win during the final tournament of the year. The
winner of the playoffs will be named the Steel Wheels Wheelchair Basketball Champions.

Package #1 - Steel Wheels Title Sponsor $2,000.00 Annually
This sponsor package will be donated towards the acquisition of all uniforms for the 10 teams
that are a part of the league. A sporting goods company would be best suited for this
sponsorship package.

Equipment
i. Standard size and weight basketballs will be used.
ii. All equipment must be approved by OWSA, any modifications to any equipment must
also be approved.
iii. Basketball nets will be the standard height of 10 feet.
iv. League is not responsible for any damage done to equipment. Teams must have their
own spare wheels, tire covers, axels, and spokes. It is recommended teams have a tool box on
site each game equipped with allenkeys, wrenches and screwdrivers.
v. Scoreboard will be used for scoring and time out. A shot-clock will not be used. Score
keeper will sit at the table off court.
vi. League will have basketball pump on site.
Uniforms
i. Uniforms (jerseys and shorts) must all be the same in: colour, logo and style. Any
player not complying to this rule will not be permitted on the court until they are in unison with
the rest of the team. Exceptions to colours will be made for shoes, socks, and sweatbands.
ii. Uniform fee is included in team registration cost.
-$100.00 for 15 sets per team (-$200.00 from sponsors per team)
-Uniform sponsors (if applicable) have provided $2000.00 towards the overall
league costs
-This fee can be refunded if team already purchased/owns jerseys
-Uniforms can be replaced for a fee of $25.00/individual set
iii. Uniform requests must be submitted no later than 14 days before each team’s first
game to ensure they are prepared and ready on time.
iv. Jerseys will be reversible, only colour will change. Visitor side will reverse jersey if
both teams have similar colours.

vi. Teams in hosted tournaments are able to wear regular season jerseys.
Awards Plan
i. Awards and trophies will be distributed at the end of each tournament and post
season individual games.
ii. Each game will have one MVP per team, agreed on by the referee’s and scorekeeper,
they will receive a small trophy.
iii. All players on teams in the championship game final will receive “Runner up” or
“Champions” medals, and one large trophy. One MVP from the winning team will receive a
large trophy as the overall tournament MVP.
iv. All awards will read “Steel Wheel’s Tournament/Season & Champion/MVP/Runner
Up
v. Awards broken or damaged by players will not be replaced, any defective awards are
to be reported by team coach immediately after the game and a replacement will then be
issued.
vi. Costs of awards ($880.00) is not included in league fees as the cost is covered with
the sponsorship/in-kind donation from Manhattan Trophies.

Rules and regulations
1: Games will consist of 4 – ten minute quarters. All quarters will run as stop time.
2: Each team will be allowed 2 – thirty second time outs within each half. Clock will be stopped
during each time out.
3. Teams will play 5 vs 5 with substitutes allowed on stoppages in play.
4. Any injury during play, clock will stop and play will not resume until player is safely off the
court. In the event of a serious injury, league staff has final say on cancellation or rescheduling
of games.
5. Steel Wheel’s Wheelchair Basketball League will operate under the rules and regulations of
Wheelchair Basketball Canada/Ontario Wheelchair Sports Association.

6. League fees are due before the individual team’s first game, any late payments will result in a
$100.00 penalty and their locker room will be locked until payment has been received.
7. Teams can register a minimum of 12 and a maximum of 15 players on their rosters. ALL
PLAYERS MUST BE 18 YEARS OF AGE OR OLDER BY JANUARY 1 2016.
8. No games will result in a tie, a 10 minute stop time quarter will commence, and the team
with higher points at the end of the 10 minutes will be the winner.
9. It is up to the official’s decision if the two teams jerseys colours are similar, they have final
say get the VISITOR team to wear alternate jerseys, or pinnies.
10. Any team that is later than 5 minutes past the game start time, will have that game resulted
in their loss. No Appeals Can Be Made Through This Rule, Or At Any Time During Regular Season
Games. Appeals CAN be made during playoffs.
Part D: Tournament Design
Tournament format
1.Tournament will follow a single elimination style format.
2. Tournament will consist of all 10 teams.–
3. Teams will be eliminated after first loss.
4. Each team is only guaranteed one game.
5. Top six teams in seeding automatically advance to second round.

Rules and regulations
All Rules and Regulations must be understood and read by every player, coach and official.
1: Steel Wheel’s Wheelchair Basketball League will operate under the rules and regulations of
Wheelchair Basketball Canada/Ontario Wheelchair Sports Association
2: Tournament will follow a single elimination style format, a forfeit will count against a team as
a game played.
3: Full tournament rosters, including waivers, must be signed and approved before the team’s
first game. Failure to do so will result in ineligibility, resulting in a team’s forfeit from a single to
the entire tournament. No additions or deletions to each roster will be made once submitted.
4: No player shall play for more than one team in the tournament.
5: Protests require a $50.00 deposit, if the protest is successful money will be donated to
Wheelchair Basketball Canada.
6: Only tournament approved equipment will be eligible for tournament play, any player caught
violating this rule by an official or tournament staff will be ejected from the tournament.
7: Any damage to the dressing rooms of players will be fined onto the teams account.
8: There is a zero tolerance policy for use, possession or distribution of any alcohol or drugs
during the tournament. This applies to all players, spectators, and officials. Violation of this rule
will result into immediate tournament ejection.
9: Tournament will consist of 4 – ten minute quarters. All quarters will run as stop time.
10: Each team will be allowed 2 – thirty second time outs within each half. Clock will be stopped
during each time out.
11. Teams are to be ready and warming up 10 minutes before game start time, any team later
than 5 minutes past start time will result in a forfeit for that game.
12. Any abuse of officials, tournament staff, or to players by opposing players or spectators will
not be tolerated and will result in game or tournament ejection. Teams are held responsible for
their spectator’s behavior and comments. All officials including but not limited to referees,
scorekeepers and timekeepers are permitted to give technical fouls during game time.

13. All teams must wear matching jerseys and shorts, and numbers must be visible to officials.
All jewelry must be removed prior to game time.
14. No games will result in a tie, overtime will be 5 minutes, stop time. Teams are allowed 1
time out each in overtime.
