Taking the High Road to Cleaner Air for Kids and Communities
8. ● Improved air quality is a major benefit
for workers
● Urgent need for new training - both for
job quality and to successfully electrify
● Need for more competitive pay for
drivers, mechanics, and attendants

10. ● EV supply chain largely offshore - meaning
big job losses without good policies to grow
the domestic supply chain
● New companies may push down wages
● Equity for hiring AND promotion is needed
● Context: years of decline in jobs AND quality

15. ● EVSE installation for school buses alone
could create 12,000 to 23,000 jobs
● Electricians should be certified by EVITP for
safe and proper installation

16. The U.S. Jobs Plan: Public purchasing for the public good
What it does:
● Creates a race to the top among bidders for public
contracts or applicants for public funding
● Incentivizes good jobs with inclusive hiring practices
How it works:
● Companies create legally binding commitments
to good jobs and inclusive hiring practices
● Procurement officials score U.S. Jobs Plan
commitments
● Scores can be tied to bidding evaluation, funding,
or certifications
● US Jobs Plans are transparent and enforceable

19. ● Legally binding agreement between the company and the community coalition
● JMA’s CBAs have a specific focus on creating pathways into high quality jobs for historically
marginalized communities
What is a CBA?

20. ● Covers facilities in Alabama and California
● 45% of new hires and 20% of promotions from historically
disadvantaged groups
● Development of pre-apprenticeship program & technical training
program
● Semi-annual on-site (1) independent safety training & (2) debt clinic
● Hiring protections for systems-impacted people
● Increased Spanish bilingual capacity
● Supplemental worker complaint system

31. ESB INDUSTRY CHALLENGES
Through conversations across the supply chain, WRI identified key barriers to accelerating
ESB manufacturing & deployment:
Education and
training gap
Limited production
capacity
Maximizing uptime
& reliability
Supply chain
challenges
Low volume orders
& grant-dependent
marketplace
Repowering &
scrappage
Standardization &
safety
High vehicle costs
and technology
risk

35. NYCSBUS-NYSERDA PRIZE (PENDING)
NYCSBUS, a non-profit fleet operator in NYC, is a finalist for an $8 million
NYSERDA Prize. Anticipated Fall 2022 announcement of 3 awards among 5
finalists.
Project: Electrify 30 school buses with plans to scale to entire 1,000 school bus fleet in a Bronx depot while
creating a Center of Excellence and ESB training curricula for NYCSBUS staff and BCC students.
37. TRAINING IS VARIABLE BY DEALER
• In an RFI/RFP, ask about what training is
offered
• Understand the modules you will receive and
who will train your team
• Be specific in your contract (# hours, topics, on-
call support)
o What will follow-up or interim training look like?
o Will they use a train-the-trainer model?
o How will you train new staff?
38. CUSTOMIZE TRAINING BASED ON STAFF
• School bus drivers (basic training, operating vehicle)
• Technicians and mechanics (advanced training)
• Dispatchers, depot managers, and others (basic
training)
• Master trainer for new staff or any staff turnover
• Local first responder inclusion
