2. Scope and Purpose
Purpose
This document to describe how to handle and manage with any emergency situation at all Maleo Producer Platform facility and
vicinity. An emergency is defined as an event in which control may be lost to some extent / degree. Immediate action is
required to prevent or minimize injury, damage or loss to personnel, the environment or the asset which may give rise to the
following issues that have to be managed:
• The potential for loss of life, damage to the environment and major loss of asset value
• Generate attention by the media, financial institutions; Government authorities, the public
• The potential for public outrage
• The presumption that the Company is not fit to operate and
• An inability to deliver the product.
Scope
All emergency situation which may occurred at Maleo Producer platform facility will be covered by RUI emergency response
team. And how RUI manage the emergencies situation described on RUI ERP Plan

11. ROLE AND RESPONSIBILITY
IMT LEADER / INCIDENT COMMANDER
The IMT Leader is accountable for the overall
response to any emergency involving the facility and
within facility boundaries.
IMT Leader musters in EOC (CCR).
IMT Leader assumes overall command of the
emergency response
Accounts for all personnel on the installation
Decides on the extent of response required and briefs
the site Incident Command Team
Establishes initial and long--term objectives for the
incident response
Contacts and notifies senior management of
developments at regular intervals
Responsible for keeping an individual log of all
significant communications and instructions given.
Responsible for providing written Sitrep reports to
EMT Jakarta at regular intervals
OPERATION SECTION CHIEF
Establish contact and obtain briefing from the IMT
Leader.
Develop and prepare response strategies and
tactical operations of the incident.
Ensure safety of personnel, prevent further
escalation of the incident, and identify/mobilize
Ops personnel required.
Brief and provide assignments to Emergency
Response Teams.
Supervise Operations Section and coordinate
execution of tactical response actions.
Report on effectiveness and status of response
measures to the IMT Leader
Operation Section Chief stands by at EOC
(Emergency Operation Centre)
12. ROLE AND RESPONSIBILITY
ERT LEADER
On Scene Commander is
responsible for supervise/leading
the Strike Team (Fire, Rescue, Oil
Spill Responder, Evacuation and
Security) to fight the incident right at
the scene:
Establish contact and obtain briefing from the
OSC
Assemble and make ready designated response
equipment
Develop response strategy at the scene and
inform the team
Lead the Fire Team or Oil Spill Responder to
response the incident
Carry out assignments as directed by the OSC.
Report on effectiveness and status of response
measures to the OSC.
FIRE TEAM
Deploy fire-fighting equipment and carry out search
and rescue under the direction of On Scene
Commander.
Provide firefighting response.
Rescue trapped/injured personnel.
Maintain closed communication with On Scene
Commander.
13. ROLE AND RESPONSIBILITY
MEDIC
Provides medical aid to casualties at the incident site
Works under the direction of On Scene Commander
in relation to safe locations to work
Reports to On Scene Commander on condition and
status of the casualties under his control
Provides medical aid to casualties once brought to
the clinic.
PLANNING SECTION CHIEF
The Planning Section Chief (PSC)
is primarily responsible for the
collection, evaluation of
information related to the incident
and facilitating the development of
an Emergency Action Plan
(EmAP).
PSC responsibilities include:
Establish contact and obtain briefing from the
IMT Leader.
Collect and evaluate information from IMT
Leader, OSC and LSC.
Determine which (if any) of the pre-prepared
tactical response plans can be used in the initial
response.
Ensure every single response is conducted in
accordance to the TRP
Provide all information and data relates to the
incident
Record each response activity using Emergency
Management System (EMS) Forms
14. ROLE AND RESPONSIBILITY
SITUATION UNIT LEADER
The Situation Unit Leader (SUL) is
responsible for collecting, processing
and organizing incident information
relating to the growth, mitigation or
intelligence activities taking place on
the incident. The SUL may prepare
future projections of incident growth,
maps, weather forecast, trajectory
information and intelligence
information.
SUL responsibilities include:
Establish contact and obtain briefing from the PSC.
Collect and analyst incident data as soon as
possible.
Provide data and information required by OSC
Prepare periodic predictions or as requested by the
PSC.
Provide photographic services and maps if
required.
MUSTER CHECKER
Muster hecker responsibilities
include maintaining discipline
at the muster point, collecting
headcount and assist
Helmsman in loading the
lifeboat or the HLO if departing
by helicopter.
Duties include:
Conduct headcount and report to PSC
Provide LSC with names of any missing
persons from the muster ASAP Muster as
directed by PA, at lifeboat or alternative muster
point
15. ROLE AND RESPONSIBILITY
LOGISTIC SECTION CHIEF
The Logistics Section Chief (LSC) is
responsible for providing facilities, services,
material and support to meet all
incident/event needs.
LSC Responsibilities include:
Establish contact and obtain briefing from the IMT Leader.
Coordinate with Supply and Transport Unit Leader to
provide initial logistical support.
Identify/mobilize personnel and equipment required to
implement the EmAP or area on standby.
Coordinate and process requests for additional resources.
LIFEBOAT COXSWAIN
The Lifeboat Coxswain is primarily
responsible for preparing the lifeboat in
case of PAPA / abandon platform and
overall responsible for personnel inside
the lifeboat. The certified personnel
(Lifeboat Captain / Coxswain) will hold this
position. Lifeboat Coxswain may not start
the lifeboat engines prior get instruction
from LSC. Life Boat Coxswain stands by
at responsible Muster Station.
The coxswain is responsible for the
preparation and launching of the lifeboat,
Duties include:
Ensure maintenance pendants and davit
locking pins are removed.
Open lifeboat door
Check radio communications
Establish contact with standby vessel.
Start engine
Launch lifeboat upon approval of IMT
Leader.
Lifeboat coxswain stand by at lifeboat
area
