- 12. Stormwater Management Aspects
• Design Criteria
– Quantity-City of Beloit-100-Yr Post to 10-Yr
Pre
– Quality-TSS 80% based on Ave. Annual
Rainfall compared to no management
runoff controls
– Infiltration-Non-res development shall
infiltrate 60% of pre-development infiltration
volume

- 13. Stormwater Management Aspects
• Design Criteria
– Exempt from Beloit and NR 151 infiltration
requirements based on existing soils and
local groundwater depth in relation to
proposed basins
– However, provided bio-infiltration islands
consisting of engineered soils and
underdrain systems within green spaces of
parking areas for treatment and storage

- 14. Stormwater Management Aspects
– Detention for Ultimate Conditions req’d a
3.6 ac-ft expansion of the wet detention
basin east of the main bldgs in Phase I.
– Wet detention basins-WDNR Conservation
Practice 1001.
– Prop. Cond-Pre-Dev-13.35 cfs/Post Dev-
8.41 cfs
– Ult. Cond-Pre-Dev-28.25 cfs/Post-Dev-
14.60 cfs

- 15. Stormwater Management Aspects
– Water Quality-Proposed Conditions-
88%TSS removal from wet-detention and
bio-infiltration
– During Ultimate Conditions the amount of
TSS removal was 89%

- 16. Hydraulics/Floodplain Management
associated with Stream Relocation
– WDNR required hydraulic analysis to
determine if elevations and velocities would
increase
– WDNR provided hydraulic model in 2007
– Proposed conditions hydraulic based on
Kerry Centre design
– Iterations performed to determine
relocation cross-section-no impacts

- 17. Hydraulics/Floodplain Management
associated with Stream Relocation
– 1400’ of Spring Brook relocated
– Model provided by WDNR used to develop
FIRM Map for the Turtle Creek Watershed;
part of the Rock County floodplain study
(1982)
– Model revisions based on survey data

- 18. Hydraulics/Floodplain Management
associated with Stream Relocation
– Model provided 10 and 100-year
discharges; 2-year flows were not
developed
– 2-year flows; water surfaces required as
part of Chapter 30
– 2-year was calculated using Conger
(Regression Analysis) as detailed in Flood-
Frequency Characteristics of Wisconsin
Streams

- 22. ACTION PLAN
EMERGENCY
Hydraulics/Floodplain Management
associated with Stream Relocation
• With WDNR approval, we submitted to
FEMA to obtain a CLOMR which was
required for building occupancy
• LOMR will be applied for once building
is complete
