We deeply appreciate your continuous support of our organization
and our activities that are essential to furthering our mission to
steer Ukraine’s transition and to promote the development of a self-
sufficient Ukrainian state and society.
In 2019, Ukraine Crisis Media Center has marked the fifth anniversary
since its inception. We used this milestone to reflect on the
transformations Ukraine has been through the past five years. Those
who were among the first speakers in the UCMC rostrum joined our
marathon “Dialogues in Time” to recall expectations from that period
and to share their views from the current standpoint on how those
ideas evolved and what the new challenges are.
In the past five years we were often at the forefront of the hybrid,
frequently virtual informational environment. We succeeded in what
seemed impossible in those early days: uniting the key states around
the globe to support Ukraine and ensuring non-acceptance for the
Crimea’s annexation. Today, unfortunately, the importance and
urgency of these tasks have the same level of gravity, and UCMC’s
role in negating the hybrid warfare and Russian information attacks
remains equally important.
We wanted to also make a footprint in the physical dimension and
addressed to the artistic interpretation of the value of freedom. On
the occasion of the fifth anniversary of the Maidan events and the
creation of UCMC, we organized a competition to comprehend and
commemorate the Revolution of Dignity. Our winner – “Confrontation”
by Oleksii Zolotariov – provokes thinking, analyzing and interpretation
in a special way. It visualizes the feeling of inner tension and conflict
– an unstoppable force that resists mind control. The sculpture
aspires to say that freedom is a constant struggle from which the truth
has a chance to emerge.
Through the experience and lessons over the past years, Ukraine
Crisis Media Center has transformed from an “immediate reaction
unit” to a kind of informational division bearing truth on its flag,
whatever arduous it is. We believe that each our action makes a
difference every day, one small step at a time. These changes would
have been impossible without you. Thank you for your commitment
and support.

From the very beginning, Ukraine Crisis Media
Center (UCMC) was created to support Ukraine’s
statehood and to promote Ukraine abroad. We have
chosen a steep way of working with complex topics,
and we have no illusions about the possibility of
fast solutions. We understand the importance of
transformations that took place in our country in
recent years and recognize human sacrifices that
made them possible.

Non-governmental organization Ukraine Crisis Media
Center was launched in the spirit of the Revolution of
Dignity in March 2014 as a rapid response to the Russian
occupation of Crimea with an objective to defend Ukraine’s
sovereignty and its national interests in the global
information space. Since its inception, UCMC has evolved
into the international strategic communications hub with
active outreach to audiences both in Ukraine and abroad.
Expertise of UCMC ranges from its staple Media Center,
exemplary governmental communications reform projects,
full-media support to large foreign aid initiatives, in-depth
work with regional journalists, communication of ongoing
reforms, cultural events and happenings, youth media
literacy, and complex analysis of disinformation acts in
media space.
MEDIA CENTER acts as a hub for added interoperability
of the Organization. Regular meetings between all teams
allow us to align around and amplify the most important
issues encountered across organization’s spectrum to
either domestic or foreign audiences.
Over the years UCMC and its various projects were
supported by: Ukrainian World Foundation, USAID, NED,
EED, NATO, UNICEF, German Marshall Fund/Black Sea
Trust, UNHCR, International Renaissance Foundation, GIZ,
Embassies of the US, Netherlands, Switzerland, Finland,
Norway, Sweden and Germany, Spirit of America, Heinrich
Boll Stiftung, the Institute for Statecraft, Estonian Center
for Eastern Partnership, European Values Think Tank, and
others. At UCMC, we take our reputation very seriously. We
maintain high professional and ethical standards in all of
our activities, avoid conflicts of interest and communicate
with our partners to the highest degree of excellence.
Therefore, in order to prove it, UCMC and its work are
subject to regular international project audits – with 13
successfully passed since 2014.

The UCMC Media Center is the cornerstone of the organization and the
only independent platform that offers turnkey support for organizing
media events 24/7 in Ukraine. We offer a fully equipped briefing room
with the ability to provide live broadcasts in Ukrainian and in English.
We reach over 10,000 media globally. We act as an international Press
Club and a first stop for media arriving to cover Ukraine.
UCMC’s Media Center is a unique civil society platform that allows
top Ukrainian and foreign institutions, NGOs, experts and community
activists to reach the general public via live streamed briefings and
extensive mailers. Since 2014 the platform provides a continuously
working press room, complete with professional equipment for
broadcasting, and provides on-demand streaming, interpretation and
press-release services completely free of charge for its users.
Since its opening, UCMC’s press center has conducted over
6 430 press events, produced 13 830 press releases, involved
16 000 speakers, attracted 15 900 journalists. There are nearly
34 000 subscribers to our materials and overall monthly reach of
the organization is averaging at 39,6 million contacts per month
domestically and 1 million for foreign audiences.
We are honored to serve as a hub that promotes the voices of the
civil society in Ukraine and are always happy to host the non-profit
organizations whose principles conform with the UCMC’s vision
of a democratic and strong Ukraine. It was a pleasure to render
the Media Center services to sound off the topics of environment,
human rights, inclusion, national minorities rights and equality by
a number of reputable Ukrainian organizations like Ilko Kucheriv
Democratic Initiatives Foundation, DixiGroup, Ukrainian Helsinki
Human Rights Union, Crimean Tatar Resource Center, Congress of
the National Minorities of Ukraine, Vostok SOS, Kyiv Pride, Center
for Environmental Initiatives Ecoaction, Charitable Foundation
“Environment People Law” and many others.
UCMC also appreciates the strong international partnerships and is
proud of its relationship with such stakeholders as OSCE, Freedom
House, EС Delegation to Ukraine, US Embassy Kyiv, Atlantic Council
and many others. As well as domestic organizations, they are regular
guests at the Media Center and enjoy our ample contacts database
among national and foreign media, experts, NGOs and government
officials to reach their target audiences.
The Media Center also engages in production of its own products,
including infographics and longreads primarily targeted at Ukrainian
journalists. These materials are especially of use for the regional
journalists, who lack direct access to government officials and
credible field experts by allowing them to base their coverage on
source material.

International Outreach works in synergy with other departments of
UCMC to promote Ukraine abroad. We maintain contact with over
3000 representatives of foreign media, private journalists and foreign
organizations in order to spread success stories of modern Ukraine as
well as to bring their attention to the existing issues in reforming our
country.
The Media Center expertise is widely known beyond Ukraine, and we
are proud to be occasionally selected for organizing press tours for
international media representatives. In 2019, five journalists visited
Ukraine under support of the U.S. Embassy in the Slovak Republic and
received UCMC’s extensive professional support for their work.
International Outreach also facilitates and conducts interviews with
local and foreign news-makers, produces its own analytical materials
for different target audiences abroad. In 2019, Ukraine was in the
international media headlines on several occasions, first of all with
regard to the Presidential and Parliamentary elections and their
respective results. 320 publications in English, German, French and
Italian were released to help the world understand the happenings in
Ukraine. These publications were followed by 32 381 Facebook and
16 652 Twitter subscribers worldwide.
Regular work of International Outreach covers over 30 countries in
Europe and North America, with over 280 publications in top outlets
annually.
“I arrived in Kyiv for my first visit in July 2016 without
knowing how to speak Ukrainian and with a couple of
interviews scheduled. The tireless work of the staff at
the Ukraine Crisis Media Center gave me the possibility
to widen my perspectives; either by helping me arrange
some meetings that otherwise I wouldn’t get, either by
providing irreprehensible translating of any interview.
After each visit I made to the Center, I got the sense
that I knew a little bit more about Ukraine, its politics,
its history, and its society. Many times, a simple
conversation with the staff, even informal, would be
enough to find a new angle or a new theme for a feature.

With the shifts that occurred in Ukraine in 2019, UCMC has undergone
certain structural changes, when Ukraine Reforms Communications
Taskforce integrated into the Media Center, sharing similar tasks and
same approaches in constructive journalism.
The team has successfully completed the 2nd phase of “Assembly
point: anti-corruption initiatives through support of media, experts
and authorities” - the communications activity undertaken within the
“USAID ВзаємоДія!” (SACCI) Program, a USAID-funded flagship
initiative for corruption prevention work in Ukraine. This program
overall pursues three objectives:
»» empower key government institutions to fight corruption
»» increase public support for and engagement in anti-corruption 	
	efforts
»» reduce public tolerance of corrupt practices.
We understand that the fight against corruption is a complex issue
that is on top of the public debates in Ukraine but at the same time it
is extremely poorly covered. The media overall, and the regional media
in particular, lack the skills to communicate the topic and usually
cover it in a superficial manner that does not promote understanding
of the problem.
“SACCI project is definitely highly useful for me and for
the society overall. Work over Drohobych Smart City
provided our research team with a unique opportunity
to get insights on applying changes into the life of local
authorities and community in a small city. This grass-
roots work allowed us to deep dive and understand what
and who are the key obstacles in introducing changes,
how they can be eliminated and how manage the
changes efficiently.”

As a communications partner in “USAID ВзаємоДія!” (SACCI)
Program, UCMC team mentors local media that work on pilot cases
on in-depth professional reporting regarding the impact of local
spending on daily life. We also provide support to selected government
institutions in order to implement anticorruption communication
strategy effectively, promote anti-corruption efforts and engage
regional and national media to report on corruption. In addition, UCMC
works with the youth (aged 15-24) audience, to introduce general and
personal value of transparent work and reduce tolerance to corruption.
A new tool for this purpose was released and presented in December
2019: online game (In)corruptibility. It guides a player through routine
situations from real life, offering to resolve the issues in legal or not
quite correct way, and one can eventually end up in a virtual prison,
should the corrupt practices prevail in decision-making. As a result,
the Center delivers better understanding of the benefits of transparent
governance.
In close co-operation with SACCI team, UCMC communicates
key topics with key champion institutions: Sumy Oblast State
Administration, Drohobych City administration, Ministry of Health and
Ministry of Infrastructure.

»» 1 3 7 5 6 3 8 O U T R E A C H In 2019, UCMC Media Center joined efforts with the Ukrainian
Association of Media Business to counterpart Internews Network in
implementing The Media Program in Ukraine. It aims at facilitating
public debate about local issues and transformation opportunities in
the regions through content production and information campaigns.
Within the scope of this project, we worked with five regional media
and local stakeholders to create communication hubs to solve ongoing
problems connected to reforms and their understanding among
general public through quality content.
UCMC particularly worked to:
»» establish the most pressing and controversial topics in local 		
	communities;
»» bolster public debates on the issues, involving specialists from 	
	 a 	relevant field, including governmental officials, experts from 	
	 NGOs or business;
»» develop regional mechanisms for collaborative reporting, content	
	 exchange, and continuing professional growth.
The local public events focused on role and responsibilities of the local
governments in the overall advancement of Ukraine in reforms.
In our project work we are guided by the belief that the media can
and shall serve for the purposes of good governance providing
explanations on reforms, budget transparency and efficiency. In
this approach, UCMC supports the local media with the germane
information, access to expert knowledge, facilitation and mentoring in
the most controversial and knotty topics.

Ever since the annexation of Crimea and the start of Russian-
Ukrainian war, Ukraine Crisis Media Center has dedicated its efforts
to counteract Russian influence on public opinion in Ukraine and to
help our allies learn about these activities. With its Hybrid Warfare
Analytical Group (HWAG) established in late 2017, UCMC aims to
identify ongoing information threats from Russian Federation, and
to notify national, European and American stakeholders of the ways
to negate its influence on democratic processes in their respective
countries and regions.
Hybrid Warfare Analytical Group of UCMC is led by the expert, who
worked in-house supporting Ukrainian Armed forces and Government
institutions communications efforts in partnership with our Western
allies since the beginning of Russia’s aggression against Ukraine.
All the Group’s experts work to explore and forecast new potential
scenarios of the global hybrid warfare and help Ukraine and its
international partners in developing policies and solutions to preempt
and address them.
Since its inception the Group has already produced and released three
major quantitative studies on methods and indicators of Russian
propaganda, in particular on such topics as: How Russia foments
hostility towards the West, Image of Europe in Russian Media and
Image of Ukraine in Russian Media. In 2019 the Group continued to
build up and expand on the findings, identifying new evidences in the
areas of

»» Narratives aimed at whitewashing the Soviet past and 			
	 reconstructing the empire

The team has built a strong network of over 40 partner organizations
in Ukraine and worldwide. Among them - Rennaissance and Fullbright
Foundations; U.S. Department of State, NATO and OSCE Offices;
The German Marshall, Konrad Adenauer and Heinrich Boll Funds;
Ukrainian World Congress and Canadem of Canada; Chatham House
and The Institute for Statecraft of Great Britain; European Values
Center for Security Policy and Prague Civil Society Center of the Czech
Republic; Estonian Center of Eastern Partnership, Norwegian Institute
of International Affairs, Swedish Civil Contingencies Agency. We are
also proud to partner and enhance each other’s efforts in Ukraine
with the Ukrainian Prism, Ukrainian Foundation for Security Studies,
Euromaidan Press, StopFake and the Ukrainian Catholic University.
»» MH17 information marathon at the UCMC Media Center on the occasion of the 5th anniversary of the 	
	 MH17 tragedy. The event was attended by 17 journalists, including top-ranking national TV channels, 	
	 and 8 400+ people watched the online streaming in YouTube.
»» HWAG experts spoke at the Kyiv Security Forum, one of the top events in Ukraine that is attended by 	
	 Ukraine’s President, Prime Minister as well as many other Ukrainian and foreign top officials.
»» Analyses of RU narratives evolvement on the example of MH17 and Skripal’s poisoning cases.
»» 10 presentations “Russia Portraying Ukraine and Europe in TV” within the trainings on counteracting 	
	 hate speech for regional journalists organized by the National Outreach in Southern and Eastern 		
	Ukraine.
»» 5 trainings in collaboration with the National Outreach covering cyber security and information threats.
»» Presentation of the report “Surkov Leaks”, co-authored by Alya Shandra from the Ukrainian NGO 		
	 «Euromaidan Press» and Bob Seely, British politician and the Member of Parliament. Having studied 	
	 the report, HWAG experts recognized its urgency and importance for society, and proposed to 		
	 organize a presentation for experts, journalists and general public. Thus, another cause for high 		
	 media and public attention was created, at which UCMC Media Center and HWAG teams demonstrated 	
	 their professionalism and hospitality.
»» Expert participation in the roundtable “Steinmeier formula” and the Minsk Protocol: how to resolve 	
	 the conflict in Donbas?”, organized by UCMC Media Center and HWAG team, has become an important 	
	 milestone to facilitate communication on the issue between the government, the opposition and the 	
	 third sector. This single event provoked a huge media interest with over 1,367,000 total coverage.

UChoose is one of UCMC’s most daring projects to date – it uses a
combination of modern communication tools, colorful and memorable
visuals, quirky and sometimes outright “hooligan”-ish language in
condensed texts to reach youth audiences.
We aim not only to introduce young Ukrainian citizens to political life
of the country, but also do so with critical thinking in mind. We bring
up and discuss most important and controversial topics present in
the society in a fun and approachable manner. Such approach finds
support among opinion leaders as well, and we are proud of been
quoted and shared by leading Ukrainian experts.
Our complex activity includes a separate web-portal with articles,
videos, and online quizzes to actively engage the audience in social
media. The portal also accommodates The First Political Game, which
has become our most recognizable, visually striking, cherished and
popular accomplishment. The Game reflects many ongoing challenges
in the Ukrainian society and actively engages in explaining the reasons
behind them. It allows a player to take on a role of a political figure
– the President, Prime Minister, Member of Parliament or the Head
of an Amalgamated Community – and introduces to the day-to-day
communication challenges and compromises that they have to make.
The roles of Prime Minister and Head of an Amalgamated Community
were developed in 2019. The latter one, presenting practical
challenges faced in rural areas, appeared thanks to a project
expanding awareness of decentralization reform and funded by
U-Lead/GIZ. The game with this character was played 48 500 times,
while publications and other promotion activities under the project
reached over 250 000 contacts.
UChoose team is also active in off-line events, involving respected
experts, celebrities, bloggers who provide live lectures to university
and high school students.
These events in Kyiv, Odesa, Kharkiv, Uzhgorod, Beregove, Lviv and
Bakhmut reached over 1 100 people off-line.
Obviously, live interactive events have a much deeper influence, and
our hosts are generous in positive feedbacks to the UChoose team.

In 2019, UChoose team has accomplished the “Ukrainian Hungarians:
Integration and Cooperation” project, which was funded by the U.S.
Embassy, Kyiv. The project aimed at informing Ukrainian citizens
of Hungarian minority in Zakarpattia region about the available
opportunities and further integrating them into the Ukrainian context.
The approach presented advantages to studying and working in
Ukraine, showcased most prominent initiatives in multiple fields and
reasons to be proud for being a Ukrainian citizen.
A football tournament among the local rural Hungarian and Ukrainian
teams of school children became one of the brightest events of
the project. It engaged 30 children, their families and the whole
communities of three Zakarpattian villages and demonstrated the
connecting language of sport.
Though the project has completed, it unbottled a whole complex
of issues that exist in the community of the region. UCMC is
looking forward to continue and expand the work on building better
communication and understanding of larger perspectives for the youth
as well as to bridge the diverse local population.

National Outreach: Media Reboot works to support Ukrainian regional
media, with specific focus on the East and South of Ukraine. We aim
to help regional media outlets to meet modern challenges, produce
better and more reliable content, provide them with opportunities for
learning, professional exchange and technical support. We:
»» help regional media to “reboot”: change the work format, 		
	 produce quality and unique content, receive new professional 		
	 skills and knowledge, help local initiatives to address relevant 	
	issues;
»» help regional editorial staff to better adapt to modern conditions 	
	 by providing access to information and methods for its 		
	 verification, free media services for creating professional and 	
	 high-quality content, updating the design of printed media, 		
	 teaching to design, create and maintain websites, enhance social 	
	 networking skills;
»» leverage our established network of professional trainers and 		
	 experts retaining exclusive interactive training programs for 		
	 regional journalists on standards of media literacy and critical 	
	 thinking; specifics and challenges of the reform 			
	 process; current trends and new directions of world journalism;
»» provide access to the source of information by organizing 		
	 press tours and collective interviews with decision-level 		
	 representatives of executive and legislative authorities and 		
	 experts in Kyiv;
»» build horizontal links between regions of Ukraine by organizing 	
	 press tours and collective interviews in the regions of Ukraine for 	
	 sharing experiences and successful practices, networking with 	
	 local journalists;
»» organize study visits to other countries to enhance the gained 		
	knowledge;
»» maintain constructive relationship with regional press centers 	
	 - our partners in Mykolaiv, Kherson and Severodonetsk by 		
	 organizing joint press-events and other activities.
We help regional media to transform and change to stay fit and
competent under modern conditions. Access to information and
methods for its verification, free media services for creating
professional and high-quality content (photos, infographics, pictures,
etc.), updating the design of printed publications, enhancing social
networking skills (via Facebook, Telegram, Youtube) are among the
methods we use on this journey.

Key highlights from the projects with the Estonian Center of Eastern
Partnership:
»» Within the “Media Competence as a Response to Modern
Informational Threats. Standards in Profession and Responsibility
of a Journalist”, 10 trainings were conducted for members of the
press and students of journalism. 111 editors-in-chief and journalists
and 74 students learned to identify hate speech and avoid it in own
materials, to weight own opinions via the prism of journalist ethnic
standards. They have re-discovered their responsibility as journalism
professionals and the consequences a journalist’s word can cause.
The trainings were very inspirational, demonstrating modern trends
in European journalism, and the participants graduated with strong
determination to apply principles of constructive journalism in their
daily work.
»» 99 editor-in-chief and journalists participated in another series
of trainings, “Cybersecurity personal and editorial: reality of threats
and protection practices. Nonobvious disinformation influences.
Election period peculiarities”. The basic rules of cybersecurity were
surprisingly of high demand in the audience, who learned what a
strong password is, how to secure Wi-Fi connection, make a back-
up. The participants also practiced to distinguish cyberthreats in the
informational area and avoid them, to identify manipulations in the
election process, to apply fact-checking instruments.
»» A series of press tours to Kyiv dedicated to reforms progress
and the topics of European and Euro-Atlantic Integration of Ukraine.
Regional journalists participated in 37 high-profile meetings, having
direct access and responses to their questions from members of the
Parliament and Government officials. In their 158 pieces for local
media they explained how the decisions at the national level relate and
touch daily life of everyone in the country.
»» One conference in Kyiv for 40 regional journalists “Media hygiene
and critical thinking. Is ‘cleanup’ of information space possible?”.
It aimed at bringing the attention of regional media representatives
to the importance of adhering to the standards of journalism at work
and the consequences and responsibility for their non-compliance in
professional activities, as well as enhancing the knowledge and skills
of journalists in verifying information, protecting the digital space and
writing journalistic materials.
»» Co-organization of the conference “Disinformation and Cyber
Security during Elections in Ukraine: Lessons Learned and Future
Steps” in cooperation with Estonian Center of Eastern Partnership and
CybExer Technologies (EU-funded project).
»» 	 Two study visits – to Belgium and Estonia – left unforgettable
memories for 20 regional journalists. The first trip brought closer
understanding of the European Commission, work and activities of
the European institutions, the support Ukraine receives, unveiled
approaches of the European journalists and demonstrated how the
professional standards are working in the EU. The second visit was
built around reforms: understanding of the situation at the local
level, interviewing decision-makers in specific areas at the national
level, and then seeing similar spheres in Estonia to compare the path
Ukraine is going through. Both these events had enormous influence
on regional journalists, their convictions, and as a result – on the
number of high-quality, interesting for the local audience materials in
the local media.
»» Co-organizing and participation in the open discussion on media
hygiene and crisis period at the Opinion Festival in Paide, Estonia.
Participation in the UCMC’s project by the Estonian
Center of Eastern Partnership brought me experience
and demonstrated best practices from the Ukrainian
and Estonian journalism, I re-discovered constructive
journalism as a powerful and correct approach to shape
public opinion, joining efforts of community, authorities
and business, outlining prospects for growth and
development.

Decentralization Reform Communication Team is a principal
direction of UCMC aimed at communicating the reform on all levels.
Currently, the Team is responsible for communications component
of Decentralization Offering Better Results and Efficiency (DOBRE),
2016-2021 initiative sponsored by USAID and managed by Global
Communities.
Within the program UCMC helped establish a coherent, systematic,
and consolidated approach for communicating the results of the
Decentralization reform and improved local governance. The
strategy helps crystallize messages, analyze target audiences,
determine methods, and unite all players in order to make the reform
successful, as well as ensure economic growth and stability in the
regions. UCMC works in seven target regions: Dnipropetrovsk, Ivano-
Frankivsk, Kharkiv, Kherson, Kirovohrad, Mykolayiv, and Ternopil
having selected and providing direct assistance to 75 consolidated
communities in these oblasts. The experience from these communities
gets multiplicated for growth of the other amalgamated communities
across Ukraine.
In 2019 the team organized 8 press tours for the regional journalists,
20 media events at UCMC Media Center and 15 discussions in the
communities, 10 trainings and 18 press briefings for the heads of the
communities. They resulted in over 400 articles in the national and
regional media on top to the UCMC’s more than 550 own publications
on decentralization reform, local communities, their successes and
lessons.

In 2019 we: wrote 16 topical long-reads; produced 4 promo videos for
communities; initiated creation of 7 communication strategies and 4
community logo and branding; conducted four waves of trainings in
public communication for 48 heads of communities followed by three
waves of similar trainings for the 35 communication officers in the
communities and three waves of trainings for regional journalists;
regular “Community Spokesperson” press-events in Kyiv where
community leaders shared their secrets of effective management and
good governance.
The promo videos portraying cross-municipal cooperation,
opportunities for tourists and investors in Bashtanska, Prysyvaska,
Terebovlianska, Pechenizhynska and Nyzhnioverbizka communities
were produced in collaboration with the Ministry for Communities
and Territorial Development of Ukraine. They were broadcasted in the
Intercity trains across Ukraine and presented at various fora. Their
quality and inspirational mood conduced to requests for broadcast at
the Ternopil city channel “Smile”, Trostianets TV, regional branches
of the Suspilne TV in Kherson, Mykolaiv and Ternopil regions, as well
as Parliament’s TV Channel “Rada”.

and organizing a study tour to learn about the basics
of professional communication for the communities
of Ternopil region in September this year. Oleg
Protsyk, program specialist at our Ternopil Office and
coordinator of the trip, noted that UCMC team-partners
have put in 100% efforts to make this event highly
intensive and interesting. The UCMC report about the
event in fact went beyond all our expectations - it was
done very professionally, interesting, modern and
unique. To tell the truth, I would like to ask everyone in
our program to prepare their reports the same way you

“I participated in “Mass Media for Communities: First
Steps to Creating and Successful Formats” training. It
inspired and gave me knowledge how to improve our
printed bulletin of the Pokrovska community. I submitted
my concept of improvements to the organizers, and our
community was chosen for the next cycle of the training
program. On top of that, we received expert support
for modern and improved layout of the newsletter. As
a result, we now have our own new design and valuable
knowledge, which we apply when preparing content and
layout of the bulletin.”

“Hromada na Million. Specialisty” (“Community for a Million.
Specialists”), a joint with 1+1 TV channel show, advanced with its
second season building up on the high popularity of the 2018 season.
This year the show followed 16 specialists in various fields from
the amalgamated communities who switched their workplaces for
one week with the specialists from other community in Ukraine or
abroad, and tried to cope with the tasks delivering best solutions
in their professional field and to learn the best practices and bring
them home. Following the adventures of the heroes in the show, the
viewers could see the tectonic changes that happened in the result of
decentralization across Ukraine. When villages opposing consolidation
decide to join amalgamated community, when a subsidized town with
large tourist potential finds the solutions turning opportunities into
successes – we at DOBRE celebrate as our best awards.
This year our team was the first to communicate decentralization
reform at the grass-roots level even beyond the borders of Ukraine:
a teacher, a doctor, a hotel owner, a community leader, a culture
manager, and some other specialists exchanged with their colleagues
from other communities of Ukraine but also of Italy, France,
Finland, Germany, Estonia to bring international practices to their
communities.
“The second season of “Hromada na Million. Specialisty”
aired in 1+1 TV Channel has finished. I am impressed
very much with our communities: how they have grown
their moral firmness, developed and matured. When
the decentralization reform started in 2015, it was very
difficult to explain people what’s in it for them. Now
every amalgamated community has numerous positive
examples what decentralization has brought to it and
to its every resident. Though the examples are very
different, they have one thing in common: setting free
the spirit of initiatives, creativity, energy, solidifying
goals and confident move towards them. Everything
started with the communities’ initiatives: from the
initiative to consolidate and be further on responsible
for own future, from the initiative to change what was
of dislike, from the initiative to build what was missing.
Surely, there were many risks: what if something
doesn’t work out? But the risks of inactivity are by far
bigger. Today, we can compare the invigorated life in the
amalgamated communities and the life in those villages
and towns that stay still in comfortable environment
of inactivity. It’s so easy to complain about the lack of
money or authorities and do nothing. No actions – no
mistakes. I think “Hromada na Million. Specialisty”
opens the world of opportunities that decentralization
can bring to such communities. And the Program’s
heroes prove that not all wheels are invented. I’m deeply
thankful to 1+1 Production, USAID Ukraine, DOBRE
Program and Ukraine Crisis Media Center.”

For the third year in a row, UCMC DOBRE team actively involved in
organizing the Third Annual Strategic Development and Investment
Conference, which has already become a traditional venue for meetings
and discussions how to attract investors, motivate them to partnership,
choose reliable investment strategy and enhance investment
attractiveness for the amalgamated communities. This year for the
first time, besides 75 DOBRE partnering communities, the organizers
provided opportunity for other communities, not enrolled in the program,
to apply and participate in the conference.
Nearly 400 participants representing local self-governance, central
and regional authorities, international technical assistance projects,
investment funds, financial institutions, large and local business,
convened in Kyiv. The discussions focused around communities’
capabilities, land reform, investment and tourist potential in
communities, building dialogue between investors and amalgamated
communities, solutions to foster local economic development.
“Tet-a-Tet with Investor”, a unique discussion format, is also a part of
the two-day convention. Each community participating in the conference
has an opportunity to directly communicate with investors: in a few
minutes present its key idea, get immediate feedback, discuss and, if
necessary, correct it in order to meet investors’ expectations.
Open discussions on challenges in local economic development became
another format that was introduced at the 2019 conference. Heads of
communities shared their failures in engaging and humorous form so
that others could learn the lessons and avoid similar mistakes.
This event provided opportunities for representatives of amalgamated
communities to exchange views on common topics, share best practices
and ideas to foster growth, but more importantly – to learn from each
other’s success and failures. This highly practical approach makes
the Conference important and appreciated by the participants and all
stakeholders involved in DOBRE activity.

Arts & Culture has been a cross-cutting direction at UCMC that started
with “Cultural Diplomacy between the Regions of Ukraine” project in
early 2015 in Severodonetsk, Slovyansk, Kramatorsk, Druzhkivka and
Mariupol. It had been evolving through a series of workshops “DE”,
exhibition project “International Investments in Ukraine at the End of
19th – Beginning of 20th Century”. These initiatives aimed at helping
Ukrainian artists achieve more expertise and recognition; prepare
and conduct exhibitions, organize exchanges and arts residences,
performances, workshops and communicate local heritage researches
in Ukrainian regions.
In spring 2019 UCMC has completed its Arts & Culture signature
program for Donetsk and Luhansk regions – the fourth phase of
“Under Construction: Museum Open”, funded by USAID through
Chemonics and UCBI initiatives. In the course of this phase,
19 projects were submitted for a contest aiming to create new
expositions. Six proposals were awarded with the mini-grants and on
top of that, Druzhkivka History & Arts Museum was chosen to support
in digitalizing the museum’s unique collection of porcelain by creating
an e-catalogue.
The project curators visited each of the museums to identify what
support is needed to implement their projects, and three of them –
in Mariupol, Bilovodsk and Novoaydar – received direct curators’
supervision, while three other – in Velyko-Anadolsk, Neskuchne and
Pokrovsk – were guided via videoconferences.
The six new expositions in museums are:
“Collection of traditional costumes, Novoaydar district“
The exposition expanded from old small room in the museum to
three-rooms, presenting history of ethnical groups moves in the
area through diversity of their traditional wear. The format of the
main exposition has dramatically changed: the costumes are now
demonstrated on mannequins in the podium as well in the spectators’
seats.
“The Capital of Equestrianism, Bilovodsk”
Three out of 11 Ukrainian equestrian factories are located in Bilovodsk
district, and the new exposition tells their history and success stories.
It is especially important as the topic is central for the community, its
sustainable development and consolidation.
“Pokrovsk Culture Code”
The new exposition is one of the elements in the town’s journey to
shift its identity from purely industrial to more local cultural center.
Starting with work on exposition dedicated to Mykola Leontovych, who
lived here for three years, the museum decided to leverage collective
memory and opened to proposals as to who and what influenced
the town’s cultural code. The museum has got the only in the area
multimedia stand that can be transformed for other expositions, but
currently sounds one of the versions of Leontovych’sworld-famous
“Shchedryk” (known as Carol of the Bells) performed by Bria Blessing.
“Environmental Observatory” in Velyko-Anadolsk Timber Museum
The exposition, located in the museum dedicated to the man-made
forest planted for environmental purposed, expands the important for
the region eco-theme. The museum has got six multimedia stands
engaging young audience with topics of waste management, waste
environmental impacts, renewable energy and others.
Project “Phantom”, Museum in the name of Nemyrovych-Danchenko
and Korf in Neskuchne
This was a challenge our team faced for the first time: make a
museum in abandoned premises. The whole story started with a
town’s resident granting an old building to the museum. It appeared
to be the premises of junior school constructed by Mykola Korf, a
teacher who in mid-19th century initiated secular education at that
time the Russian empire. As an “imperialist activist”, his name was
banned in the Soviet times. The project thus demonstrated not only
how to renovate the museum “new” premises but also un-curtain
the personality and his role for the region. The museum, wearing the
name of Nemyrovych-Danchenko, added another name to its title –
Mykola Korf.
“Challenges of Our Time”, Mariupol Local History Museum
Unlike majority of the museums on Donetsk and Luhansk regions, the
one in Mariupol was established at the beginning of the 20th century
as an attempt to preserve treasures at the times of mass destructions
in 1917-1920. Still, in the Soviet times, this museum as well as all the
museums, was transformed to serve for propaganda purposes. Our
project invigorated the museum and engaged local authorities and
residents to search for new identity. Through polling the residents,
joint round tables and open discussions, the museum has got a
roadmap for its further development and a communication strategy to
engage all stakeholders. On the occasion of the 100th Anniversary of
the museum, a round table “If and How the Residents Can Influence
the Museum’s Exhibitions” and a movable exposition were organized.
In three years of “Under Construction: Museum Open”, the Arts &
Culture team has managed to establish a strong community of local
museums across Donetsk and Luhansk oblasts, inspired to drive
changes to uphold to the current realities. Each museum that joined
our program went through transformations – in their expositions
but what’s more important, in their philosophy. 76% of our survey
participants confirmed that their museum has changed within the past
year and 82% were confident that museum has an important role in
consolidating the community.

INFORMATION MARATHON COMMEMORATING THE
5TH ANNIVERSARY OF MH17 TRAGEDY
UCMC Media Center and HWAG teams came up with the idea to
organize a special event to remind the Ukrainian and international
community on the tragedy that happen five years ago, when
Malaysia Airlines MH17, a scheduled passenger flight, was shot
down on 17 July 2014 over Donetsk region. Both teams worked
hand-in-hand inviting experts and investigators, both in Ukraine
and internationally, creating announcement and videographics for
the event, and inviting journalists. UCMC Media Center was the
venue for the marathon, providing full support to the experts and
journalists attending the panels, including sound, light, recording,
live streaming and simultaneous translation. During the event, HWAG
expert guided one of the panels while Head of HWAG presented as a
subject-matter expert. The materials of the marathon were prepared
and disseminated by the teams of the Media Center, International
Outreach and UChoose in various formats for their target audiences.
The attendance to the event and post-event coverage exceeded
all expectations of the representatives from Open Information
Partnership, UK Government’s flagship counter-disinformation
programme, for whom this was the first funded project.

C O L L A B O R A T I O N
IMPACTFUL EVENTS FOR REGIONAL JOURNALISTS
National Outreach is the primary direction in UCMC taking most
care for the professional development of the regional journalists
and buildings capabilities of the media across Ukraine. It organizes
numerous events pursuing the goal to raise the professional standards
in journalism all over the country in order to supply Ukrainians with
trusted and well-balanced information, that is key to making informed
choice.
Demand for skills that enable identifying and counteracting
disinformation were at the top of the wish list from the journalists to
the team. UCMC HWAG experts were always happy to join the projects
as co-trainers and presenters whereas the topics of disinformation,
instilling hate language and negative stereotypes, fact-checking tools
are discussed. Their expertise and unique collection of materials and
evidence get deeply into hearts and minds of the audience.
Press events for regional journalists in Kyiv are always an impactful
tool. Here, all UCMC teams join in every time to maximize the effect
– either in organizing top-level group interviews, presenting UCMC
expertise in related areas, and certainly demonstrating Media Center
as a perfect host and service for media.

SERVING LOCAL COMMUNITIES ACROSS UKRAINE
Working closely with selected amalgamated communities on their
historical narratives, identity formation and branding, throughout
a year DOBRE team gathered valuable observations in the field of
culture, and together with Arts&Culture direction initiated research on
cultural infrastructure of 75 amalgamated communities of 7 regions
of Ukraine. This work identified key issues and priorities to work
on and which can be extrapolated to all Ukraine`s rural and town
communities. The presentation of the results of research hosted by
UCMC Media Center generated an important discussion and united
the representatives of amalgamated communities, the Ministry of
Regional Development of Ukraine, Ministry of Culture of Ukraine and
the Ukrainian Cultural Fund in search for the incremental solution of
the issue.

In 2019, Ukraine Crisis Media Center has marked the fifth anniversary since its inception. We used this milestone to reflect on the transformations Ukraine has been through the past five years. Those who were among the first speakers in the UCMC rostrum joined our marathon “Dialogues in Time” to recall expectations from that period and to share their views from the current standpoint on how those ideas evolved and what the new challenges are. In the past five years we were often at the forefront of the hybrid, frequently virtual informational environment. We succeeded in what seemed impossible in those early days: uniting the key states around the globe to support Ukraine and ensuring non-acceptance for the Crimea’s annexation. Today, unfortunately, the importance and urgency of these tasks have the same level of gravity, and UCMC’s role in negating the hybrid warfare and Russian information attacks remains equally important. We wanted to also make a footprint in the physical dimension and addressed to the artistic interpretation of the value of freedom. On the occasion of the fifth anniversary of the Maidan events and the creation of UCMC, we organized a competition to comprehend and commemorate the Revolution of Dignity. Our winner – “Confrontation” by Oleksii Zolotariov – provokes thinking, analyzing and interpretation in a special way. It visualizes the feeling of inner tension and conflict – an unstoppable force that resists mind control. The sculpture aspires to say that freedom is a constant struggle from which the truth has a chance to emerge. Through the experience and lessons over the past years, Ukraine Crisis Media Center has transformed from an “immediate reaction unit” to a kind of informational division bearing truth on its flag, whatever arduous it is. We believe that each our action makes a difference every day, one small step at a time. These changes would have been impossible without you. Thank you for your commitment and support. W H O W E A R E From the very beginning, Ukraine Crisis Media Center (UCMC) was created to support Ukraine’s statehood and to promote Ukraine abroad. We have chosen a steep way of working with complex topics, and we have no illusions about the possibility of fast solutions. We understand the importance of transformations that took place in our country in recent years and recognize human sacrifices that made them possible.

U K R A I N E C R I S I S M E D I A C E N T E R / F I V E Y E A R S A T T H E I N F O R M A T I O N A L F O R E F R O N T 2 0 1 9 / R E P O R T W H A T W E D O Non-governmental organization Ukraine Crisis Media Center was launched in the spirit of the Revolution of Dignity in March 2014 as a rapid response to the Russian occupation of Crimea with an objective to defend Ukraine’s sovereignty and its national interests in the global information space. Since its inception, UCMC has evolved into the international strategic communications hub with active outreach to audiences both in Ukraine and abroad. Expertise of UCMC ranges from its staple Media Center, exemplary governmental communications reform projects, full-media support to large foreign aid initiatives, in-depth work with regional journalists, communication of ongoing reforms, cultural events and happenings, youth media literacy, and complex analysis of disinformation acts in media space. MEDIA CENTER acts as a hub for added interoperability of the Organization. Regular meetings between all teams allow us to align around and amplify the most important issues encountered across organization’s spectrum to either domestic or foreign audiences. Over the years UCMC and its various projects were supported by: Ukrainian World Foundation, USAID, NED, EED, NATO, UNICEF, German Marshall Fund/Black Sea Trust, UNHCR, International Renaissance Foundation, GIZ, Embassies of the US, Netherlands, Switzerland, Finland, Norway, Sweden and Germany, Spirit of America, Heinrich Boll Stiftung, the Institute for Statecraft, Estonian Center for Eastern Partnership, European Values Think Tank, and others. At UCMC, we take our reputation very seriously. We maintain high professional and ethical standards in all of our activities, avoid conflicts of interest and communicate with our partners to the highest degree of excellence. Therefore, in order to prove it, UCMC and its work are subject to regular international project audits – with 13 successfully passed since 2014.

We offer a fully equipped briefing room with the ability to provide live broadcasts in Ukrainian and in English. We reach over 10,000 media globally. We act as an international Press Club and a first stop for media arriving to cover Ukraine. UCMC’s Media Center is a unique civil society platform that allows top Ukrainian and foreign institutions, NGOs, experts and community activists to reach the general public via live streamed briefings and extensive mailers. Since 2014 the platform provides a continuously working press room, complete with professional equipment for broadcasting, and provides on-demand streaming, interpretation and press-release services completely free of charge for its users. Since its opening, UCMC’s press center has conducted over 6 430 press events, produced 13 830 press releases, involved 16 000 speakers, attracted 15 900 journalists. There are nearly 34 000 subscribers to our materials and overall monthly reach of the organization is averaging at 39,6 million contacts per month domestically and 1 million for foreign audiences. We are honored to serve as a hub that promotes the voices of the civil society in Ukraine and are always happy to host the non-profit organizations whose principles conform with the UCMC’s vision of a democratic and strong Ukraine. It was a pleasure to render the Media Center services to sound off the topics of environment, human rights, inclusion, national minorities rights and equality by a number of reputable Ukrainian organizations like Ilko Kucheriv Democratic Initiatives Foundation, DixiGroup, Ukrainian Helsinki Human Rights Union, Crimean Tatar Resource Center, Congress of the National Minorities of Ukraine, Vostok SOS, Kyiv Pride, Center for Environmental Initiatives Ecoaction, Charitable Foundation “Environment People Law” and many others. UCMC also appreciates the strong international partnerships and is proud of its relationship with such stakeholders as OSCE, Freedom House, EС Delegation to Ukraine, US Embassy Kyiv, Atlantic Council and many others. As well as domestic organizations, they are regular guests at the Media Center and enjoy our ample contacts database among national and foreign media, experts, NGOs and government officials to reach their target audiences. The Media Center also engages in production of its own products, including infographics and longreads primarily targeted at Ukrainian journalists. These materials are especially of use for the regional journalists, who lack direct access to government officials and credible field experts by allowing them to base their coverage on source material. “Ukraine Crisis Media Center was born in the Revolution of Dignity and, I would say, creditably endured from it. We maintain contact with over 3000 representatives of foreign media, private journalists and foreign organizations in order to spread success stories of modern Ukraine as well as to bring their attention to the existing issues in reforming our country. The Media Center expertise is widely known beyond Ukraine, and we are proud to be occasionally selected for organizing press tours for international media representatives. In 2019, five journalists visited Ukraine under support of the U.S. Embassy in the Slovak Republic and received UCMC’s extensive professional support for their work. International Outreach also facilitates and conducts interviews with local and foreign news-makers, produces its own analytical materials for different target audiences abroad. In 2019, Ukraine was in the international media headlines on several occasions, first of all with regard to the Presidential and Parliamentary elections and their respective results. 320 publications in English, German, French and Italian were released to help the world understand the happenings in Ukraine. These publications were followed by 32 381 Facebook and 16 652 Twitter subscribers worldwide. Regular work of International Outreach covers over 30 countries in Europe and North America, with over 280 publications in top outlets annually. “I arrived in Kyiv for my first visit in July 2016 without knowing how to speak Ukrainian and with a couple of interviews scheduled. The tireless work of the staff at the Ukraine Crisis Media Center gave me the possibility to widen my perspectives; either by helping me arrange some meetings that otherwise I wouldn’t get, either by providing irreprehensible translating of any interview. After each visit I made to the Center, I got the sense that I knew a little bit more about Ukraine, its politics, its history, and its society. Many times, a simple conversation with the staff, even informal, would be enough to find a new angle or a new theme for a feature. U K R A I N E C R I S I S M E D I A C E N T E R / F I V E Y E A R S A T T H E I N F O R M A T I O N A L F O R E F R O N T 2 0 1 9 / R E P O R T With the shifts that occurred in Ukraine in 2019, UCMC has undergone certain structural changes, when Ukraine Reforms Communications Taskforce integrated into the Media Center, sharing similar tasks and same approaches in constructive journalism. The team has successfully completed the 2nd phase of “Assembly point: anti-corruption initiatives through support of media, experts and authorities” - the communications activity undertaken within the “USAID ВзаємоДія!” (SACCI) Program, a USAID-funded flagship initiative for corruption prevention work in Ukraine. This program overall pursues three objectives: »» empower key government institutions to fight corruption »» increase public support for and engagement in anti-corruption efforts »» reduce public tolerance of corrupt practices. We understand that the fight against corruption is a complex issue that is on top of the public debates in Ukraine but at the same time it is extremely poorly covered. The media overall, and the regional media in particular, lack the skills to communicate the topic and usually cover it in a superficial manner that does not promote understanding of the problem. “SACCI project is definitely highly useful for me and for the society overall. Work over Drohobych Smart City provided our research team with a unique opportunity to get insights on applying changes into the life of local authorities and community in a small city. This grass- roots work allowed us to deep dive and understand what and who are the key obstacles in introducing changes, how they can be eliminated and how manage the changes efficiently.” Ihor Balynskyi, Analyst of the Lviv Media Forum As a communications partner in “USAID ВзаємоДія!” (SACCI) Program, UCMC team mentors local media that work on pilot cases on in-depth professional reporting regarding the impact of local spending on daily life. We also provide support to selected government institutions in order to implement anticorruption communication strategy effectively, promote anti-corruption efforts and engage regional and national media to report on corruption. In addition, UCMC works with the youth (aged 15-24) audience, to introduce general and personal value of transparent work and reduce tolerance to corruption. A new tool for this purpose was released and presented in December 2019: online game (In)corruptibility. It guides a player through routine situations from real life, offering to resolve the issues in legal or not quite correct way, and one can eventually end up in a virtual prison, should the corrupt practices prevail in decision-making. As a result, the Center delivers better understanding of the benefits of transparent governance. In close co-operation with SACCI team, UCMC communicates key topics with key champion institutions: Sumy Oblast State Administration, Drohobych City administration, Ministry of Health and Ministry of Infrastructure. It aims at facilitating public debate about local issues and transformation opportunities in the regions through content production and information campaigns. Within the scope of this project, we worked with five regional media and local stakeholders to create communication hubs to solve ongoing problems connected to reforms and their understanding among general public through quality content. UCMC particularly worked to: »» establish the most pressing and controversial topics in local communities; »» bolster public debates on the issues, involving specialists from a relevant field, including governmental officials, experts from NGOs or business; »» develop regional mechanisms for collaborative reporting, content exchange, and continuing professional growth. The local public events focused on role and responsibilities of the local governments in the overall advancement of Ukraine in reforms. In our project work we are guided by the belief that the media can and shall serve for the purposes of good governance providing explanations on reforms, budget transparency and efficiency. In this approach, UCMC supports the local media with the germane information, access to expert knowledge, facilitation and mentoring in the most controversial and knotty topics. «Thanks to USAID-Internews Media Program in Ukraine and with support from the teams of UCMC and UAMB, we started practicing new formats in producing content. U K R A I N E C R I S I S M E D I A C E N T E R / F I V E Y E A R S A T T H E I N F O R M A T I O N A L F O R E F R O N T 2 0 1 9 / R E P O R T Ever since the annexation of Crimea and the start of Russian- Ukrainian war, Ukraine Crisis Media Center has dedicated its efforts to counteract Russian influence on public opinion in Ukraine and to help our allies learn about these activities. With its Hybrid Warfare Analytical Group (HWAG) established in late 2017, UCMC aims to identify ongoing information threats from Russian Federation, and to notify national, European and American stakeholders of the ways to negate its influence on democratic processes in their respective countries and regions. Hybrid Warfare Analytical Group of UCMC is led by the expert, who worked in-house supporting Ukrainian Armed forces and Government institutions communications efforts in partnership with our Western allies since the beginning of Russia’s aggression against Ukraine. All the Group’s experts work to explore and forecast new potential scenarios of the global hybrid warfare and help Ukraine and its international partners in developing policies and solutions to preempt and address them. We aim not only to introduce young Ukrainian citizens to political life of the country, but also do so with critical thinking in mind. We bring up and discuss most important and controversial topics present in the society in a fun and approachable manner. Such approach finds support among opinion leaders as well, and we are proud of been quoted and shared by leading Ukrainian experts. Our complex activity includes a separate web-portal with articles, videos, and online quizzes to actively engage the audience in social media. The portal also accommodates The First Political Game, which has become our most recognizable, visually striking, cherished and popular accomplishment. The Game reflects many ongoing challenges in the Ukrainian society and actively engages in explaining the reasons behind them. It allows a player to take on a role of a political figure – the President, Prime Minister, Member of Parliament or the Head of an Amalgamated Community – and introduces to the day-to-day communication challenges and compromises that they have to make. The roles of Prime Minister and Head of an Amalgamated Community were developed in 2019. The latter one, presenting practical challenges faced in rural areas, appeared thanks to a project expanding awareness of decentralization reform and funded by U-Lead/GIZ. The game with this character was played 48 500 times, while publications and other promotion activities under the project reached over 250 000 contacts. UChoose team is also active in off-line events, involving respected experts, celebrities, bloggers who provide live lectures to university and high school students. These events in Kyiv, Odesa, Kharkiv, Uzhgorod, Beregove, Lviv and Bakhmut reached over 1 100 people off-line. Obviously, live interactive events have a much deeper influence, and our hosts are generous in positive feedbacks to the UChoose team. “A really cool master class on critical thinking for our students at the Educational & Scientific Institute for Economy and Management! The project aimed at informing Ukrainian citizens of Hungarian minority in Zakarpattia region about the available opportunities and further integrating them into the Ukrainian context. The approach presented advantages to studying and working in Ukraine, showcased most prominent initiatives in multiple fields and reasons to be proud for being a Ukrainian citizen. A football tournament among the local rural Hungarian and Ukrainian teams of school children became one of the brightest events of the project. It engaged 30 children, their families and the whole communities of three Zakarpattian villages and demonstrated the connecting language of sport. Though the project has completed, it unbottled a whole complex of issues that exist in the community of the region. Standards in Profession and Responsibility of a Journalist”, 10 trainings were conducted for members of the press and students of journalism. 111 editors-in-chief and journalists and 74 students learned to identify hate speech and avoid it in own materials, to weight own opinions via the prism of journalist ethnic standards. They have re-discovered their responsibility as journalism professionals and the consequences a journalist’s word can cause. The trainings were very inspirational, demonstrating modern trends in European journalism, and the participants graduated with strong determination to apply principles of constructive journalism in their daily work. »» 99 editor-in-chief and journalists participated in another series of trainings, “Cybersecurity personal and editorial: reality of threats and protection practices. Nonobvious disinformation influences. Election period peculiarities”. The basic rules of cybersecurity were surprisingly of high demand in the audience, who learned what a strong password is, how to secure Wi-Fi connection, make a back- up. The participants also practiced to distinguish cyberthreats in the informational area and avoid them, to identify manipulations in the election process, to apply fact-checking instruments. »» A series of press tours to Kyiv dedicated to reforms progress and the topics of European and Euro-Atlantic Integration of Ukraine. Regional journalists participated in 37 high-profile meetings, having direct access and responses to their questions from members of the Parliament and Government officials. In their 158 pieces for local media they explained how the decisions at the national level relate and touch daily life of everyone in the country. »» One conference in Kyiv for 40 regional journalists “Media hygiene and critical thinking. Is ‘cleanup’ of information space possible?”. It aimed at bringing the attention of regional media representatives to the importance of adhering to the standards of journalism at work and the consequences and responsibility for their non-compliance in professional activities, as well as enhancing the knowledge and skills of journalists in verifying information, protecting the digital space and writing journalistic materials. »» Co-organization of the conference “Disinformation and Cyber Security during Elections in Ukraine: Lessons Learned and Future Steps” in cooperation with Estonian Center of Eastern Partnership and CybExer Technologies (EU-funded project). »» Two study visits – to Belgium and Estonia – left unforgettable memories for 20 regional journalists. The first trip brought closer understanding of the European Commission, work and activities of the European institutions, the support Ukraine receives, unveiled approaches of the European journalists and demonstrated how the professional standards are working in the EU. The second visit was built around reforms: understanding of the situation at the local level, interviewing decision-makers in specific areas at the national level, and then seeing similar spheres in Estonia to compare the path Ukraine is going through. Both these events had enormous influence on regional journalists, their convictions, and as a result – on the number of high-quality, interesting for the local audience materials in the local media. »» Co-organizing and participation in the open discussion on media hygiene and crisis period at the Opinion Festival in Paide, Estonia. Participation in the UCMC’s project by the Estonian Center of Eastern Partnership brought me experience and demonstrated best practices from the Ukrainian and Estonian journalism, I re-discovered constructive journalism as a powerful and correct approach to shape public opinion, joining efforts of community, authorities and business, outlining prospects for growth and development. Currently, the Team is responsible for communications component of Decentralization Offering Better Results and Efficiency (DOBRE), 2016-2021 initiative sponsored by USAID and managed by Global Communities. Within the program UCMC helped establish a coherent, systematic, and consolidated approach for communicating the results of the Decentralization reform and improved local governance. The strategy helps crystallize messages, analyze target audiences, determine methods, and unite all players in order to make the reform successful, as well as ensure economic growth and stability in the regions. UCMC works in seven target regions: Dnipropetrovsk, Ivano- Frankivsk, Kharkiv, Kherson, Kirovohrad, Mykolayiv, and Ternopil having selected and providing direct assistance to 75 consolidated communities in these oblasts. The experience from these communities gets multiplicated for growth of the other amalgamated communities across Ukraine. In 2019 the team organized 8 press tours for the regional journalists, 20 media events at UCMC Media Center and 15 discussions in the communities, 10 trainings and 18 press briefings for the heads of the communities. They resulted in over 400 articles in the national and regional media on top to the UCMC’s more than 550 own publications on decentralization reform, local communities, their successes and lessons. The promo videos portraying cross-municipal cooperation, opportunities for tourists and investors in Bashtanska, Prysyvaska, Terebovlianska, Pechenizhynska and Nyzhnioverbizka communities were produced in collaboration with the Ministry for Communities and Territorial Development of Ukraine. They were broadcasted in the Intercity trains across Ukraine and presented at various fora. Their quality and inspirational mood conduced to requests for broadcast at the Ternopil city channel “Smile”, Trostianets TV, regional branches of the Suspilne TV in Kherson, Mykolaiv and Ternopil regions, as well as Parliament’s TV Channel “Rada”. “I would like to thank the UCMC team for facilitating and organizing a study tour to learn about the basics of professional communication for the communities of Ternopil region in September this year. Oleg Protsyk, program specialist at our Ternopil Office and coordinator of the trip, noted that UCMC team-partners have put in 100% efforts to make this event highly intensive and interesting. S P E C I A L I S T Y » “Hromada na Million. Specialisty” (“Community for a Million. Specialists”), a joint with 1+1 TV channel show, advanced with its second season building up on the high popularity of the 2018 season. This year the show followed 16 specialists in various fields from the amalgamated communities who switched their workplaces for one week with the specialists from other community in Ukraine or abroad, and tried to cope with the tasks delivering best solutions in their professional field and to learn the best practices and bring them home. Following the adventures of the heroes in the show, the viewers could see the tectonic changes that happened in the result of decentralization across Ukraine. When villages opposing consolidation decide to join amalgamated community, when a subsidized town with large tourist potential finds the solutions turning opportunities into successes – we at DOBRE celebrate as our best awards. This year our team was the first to communicate decentralization reform at the grass-roots level even beyond the borders of Ukraine: a teacher, a doctor, a hotel owner, a community leader, a culture manager, and some other specialists exchanged with their colleagues from other communities of Ukraine but also of Italy, France, Finland, Germany, Estonia to bring international practices to their communities. “The second season of “Hromada na Million. Specialisty” aired in 1+1 TV Channel has finished. I am impressed very much with our communities: how they have grown their moral firmness, developed and matured. When the decentralization reform started in 2015, it was very difficult to explain people what’s in it for them. Now every amalgamated community has numerous positive examples what decentralization has brought to it and to its every resident. Though the examples are very different, they have one thing in common: setting free the spirit of initiatives, creativity, energy, solidifying goals and confident move towards them. Everything started with the communities’ initiatives: from the initiative to consolidate and be further on responsible for own future, from the initiative to change what was of dislike, from the initiative to build what was missing. Surely, there were many risks: what if something doesn’t work out? But the risks of inactivity are by far bigger. Today, we can compare the invigorated life in the amalgamated communities and the life in those villages and towns that stay still in comfortable environment of inactivity. It’s so easy to complain about the lack of money or authorities and do nothing. No actions – no mistakes. I think “Hromada na Million. Specialisty” opens the world of opportunities that decentralization can bring to such communities. And the Program’s heroes prove that not all wheels are invented. U K R A I N E C R I S I S M E D I A C E N T E R / F I V E Y E A R S A T T H E I N F O R M A T I O N A L F O R E F R O N T 2 0 1 9 / R E P O R T For the third year in a row, UCMC DOBRE team actively involved in organizing the Third Annual Strategic Development and Investment Conference, which has already become a traditional venue for meetings and discussions how to attract investors, motivate them to partnership, choose reliable investment strategy and enhance investment attractiveness for the amalgamated communities. This year for the first time, besides 75 DOBRE partnering communities, the organizers provided opportunity for other communities, not enrolled in the program, to apply and participate in the conference. Nearly 400 participants representing local self-governance, central and regional authorities, international technical assistance projects, investment funds, financial institutions, large and local business, convened in Kyiv. The discussions focused around communities’ capabilities, land reform, investment and tourist potential in communities, building dialogue between investors and amalgamated communities, solutions to foster local economic development. “Tet-a-Tet with Investor”, a unique discussion format, is also a part of the two-day convention. Each community participating in the conference has an opportunity to directly communicate with investors: in a few minutes present its key idea, get immediate feedback, discuss and, if necessary, correct it in order to meet investors’ expectations. Open discussions on challenges in local economic development became another format that was introduced at the 2019 conference. Heads of communities shared their failures in engaging and humorous form so that others could learn the lessons and avoid similar mistakes. This event provided opportunities for representatives of amalgamated communities to exchange views on common topics, share best practices and ideas to foster growth, but more importantly – to learn from each other’s success and failures. This highly practical approach makes the Conference important and appreciated by the participants and all stakeholders involved in DOBRE activity. These initiatives aimed at helping Ukrainian artists achieve more expertise and recognition; prepare and conduct exhibitions, organize exchanges and arts residences, performances, workshops and communicate local heritage researches in Ukrainian regions. In spring 2019 UCMC has completed its Arts & Culture signature program for Donetsk and Luhansk regions – the fourth phase of “Under Construction: Museum Open”, funded by USAID through Chemonics and UCBI initiatives. In the course of this phase, 19 projects were submitted for a contest aiming to create new expositions. Six proposals were awarded with the mini-grants and on top of that, Druzhkivka History & Arts Museum was chosen to support in digitalizing the museum’s unique collection of porcelain by creating an e-catalogue. The project curators visited each of the museums to identify what support is needed to implement their projects, and three of them – in Mariupol, Bilovodsk and Novoaydar – received direct curators’ supervision, while three other – in Velyko-Anadolsk, Neskuchne and Pokrovsk – were guided via videoconferences. The six new expositions in museums are: “Collection of traditional costumes, Novoaydar district“ The exposition expanded from old small room in the museum to three-rooms, presenting history of ethnical groups moves in the area through diversity of their traditional wear. The format of the main exposition has dramatically changed: the costumes are now demonstrated on mannequins in the podium as well in the spectators’ seats. “The Capital of Equestrianism, Bilovodsk” Three out of 11 Ukrainian equestrian factories are located in Bilovodsk district, and the new exposition tells their history and success stories. It is especially important as the topic is central for the community, its sustainable development and consolidation. “Pokrovsk Culture Code” The new exposition is one of the elements in the town’s journey to shift its identity from purely industrial to more local cultural center. Starting with work on exposition dedicated to Mykola Leontovych, who lived here for three years, the museum decided to leverage collective memory and opened to proposals as to who and what influenced the town’s cultural code. The museum has got the only in the area multimedia stand that can be transformed for other expositions, but currently sounds one of the versions of Leontovych’sworld-famous “Shchedryk” (known as Carol of the Bells) performed by Bria Blessing. “Environmental Observatory” in Velyko-Anadolsk Timber Museum The exposition, located in the museum dedicated to the man-made forest planted for environmental purposed, expands the important for the region eco-theme. The museum has got six multimedia stands engaging young audience with topics of waste management, waste environmental impacts, renewable energy and others. Project “Phantom”, Museum in the name of Nemyrovych-Danchenko and Korf in Neskuchne This was a challenge our team faced for the first time: make a museum in abandoned premises. The whole story started with a town’s resident granting an old building to the museum. It appeared to be the premises of junior school constructed by Mykola Korf, a teacher who in mid-19th century initiated secular education at that time the Russian empire. As an “imperialist activist”, his name was banned in the Soviet times. The project thus demonstrated not only how to renovate the museum “new” premises but also un-curtain the personality and his role for the region. The museum, wearing the name of Nemyrovych-Danchenko, added another name to its title – Mykola Korf. “Challenges of Our Time”, Mariupol Local History Museum Unlike majority of the museums on Donetsk and Luhansk regions, the one in Mariupol was established at the beginning of the 20th century as an attempt to preserve treasures at the times of mass destructions in 1917-1920. Still, in the Soviet times, this museum as well as all the museums, was transformed to serve for propaganda purposes. Our project invigorated the museum and engaged local authorities and residents to search for new identity. Through polling the residents, joint round tables and open discussions, the museum has got a roadmap for its further development and a communication strategy to engage all stakeholders. On the occasion of the 100th Anniversary of the museum, a round table “If and How the Residents Can Influence the Museum’s Exhibitions” and a movable exposition were organized. In three years of “Under Construction: Museum Open”, the Arts & Culture team has managed to establish a strong community of local museums across Donetsk and Luhansk oblasts, inspired to drive changes to uphold to the current realities. Each museum that joined our program went through transformations – in their expositions but what’s more important, in their philosophy. 76% of our survey participants confirmed that their museum has changed within the past year and 82% were confident that museum has an important role in consolidating the community. “The most important thing we’ve got from participation in the UCMC program is the courage to dream of and confidence to implement unreal, at first glance, projects. U K R A I N E C R I S I S M E D I A C E N T E R / F I V E Y E A R S A T T H E I N F O R M A T I O N A L F O R E F R O N T 2 0 1 9 / R E P O R T INFORMATION MARATHON COMMEMORATING THE 5TH ANNIVERSARY OF MH17 TRAGEDY UCMC Media Center and HWAG teams came up with the idea to organize a special event to remind the Ukrainian and international community on the tragedy that happen five years ago, when Malaysia Airlines MH17, a scheduled passenger flight, was shot down on 17 July 2014 over Donetsk region. Both teams worked hand-in-hand inviting experts and investigators, both in Ukraine and internationally, creating announcement and videographics for the event, and inviting journalists. UCMC Media Center was the venue for the marathon, providing full support to the experts and journalists attending the panels, including sound, light, recording, live streaming and simultaneous translation. During the event, HWAG expert guided one of the panels while Head of HWAG presented as a subject-matter expert. The materials of the marathon were prepared and disseminated by the teams of the Media Center, International Outreach and UChoose in various formats for their target audiences. The attendance to the event and post-event coverage exceeded all expectations of the representatives from Open Information Partnership, UK Government’s flagship counter-disinformation programme, for whom this was the first funded project. T H E B R I G H T E S T E V E N T S I N C R O S S - T E A M C O L L A B O R A T I O N IMPACTFUL EVENTS FOR REGIONAL JOURNALISTS National Outreach is the primary direction in UCMC taking most care for the professional development of the regional journalists and buildings capabilities of the media across Ukraine. It organizes numerous events pursuing the goal to raise the professional standards in journalism all over the country in order to supply Ukrainians with trusted and well-balanced information, that is key to making informed choice. Demand for skills that enable identifying and counteracting disinformation were at the top of the wish list from the journalists to the team. UCMC HWAG experts were always happy to join the projects as co-trainers and presenters whereas the topics of disinformation, instilling hate language and negative stereotypes, fact-checking tools are discussed. Their expertise and unique collection of materials and evidence get deeply into hearts and minds of the audience. Press events for regional journalists in Kyiv are always an impactful tool. Here, all UCMC teams join in every time to maximize the effect – either in organizing top-level group interviews, presenting UCMC expertise in related areas, and certainly demonstrating Media Center as a perfect host and service for media.

This work identified key issues and priorities to work on and which can be extrapolated to all Ukraine`s rural and town communities. The presentation of the results of research hosted by UCMC Media Center generated an important discussion and united the representatives of amalgamated communities, the Ministry of Regional Development of Ukraine, Ministry of Culture of Ukraine and the Ukrainian Cultural Fund in search for the incremental solution of the issue.
